On June 19, in Hanoi, the Central Military Commission for the 2020-2025 term held the 14th Conference to review military and defense work in the first 6 months of 2025, and direct the implementation of military and defense tasks and Party building in the Army in the last 6 months of 2025.

General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense chaired the Conference.

Accelerate and successfully complete goals and tasks
In the first six months of 2025, the Central Military Commission and the Ministry of National Defense have thoroughly grasped and strictly implemented the Party's directives and resolutions, the State's policies and laws, firmly maintained principles, closely followed reality, united, resolutely led and directed the entire army to promote the results of 2024, effectively implemented strategic breakthroughs, and successfully and excellently completed the tasks set out at the beginning of the year.
The Central Military Commission and the Ministry of National Defense have performed well their advisory functions to the Party and State on military and national defense; promoted their core role in building all-people national defense; responded promptly to traditional and non-traditional security challenges, avoiding passivity and surprise; accelerated and successfully completed the goals and tasks of the Resolution of the 11th Party Congress of the Army.
The Central Military Commission and the Ministry of National Defense have directed party congresses at all levels to organize the 12th Party Congress of the Army, creating a solid foundation to enter a breakthrough phase in building a revolutionary, disciplined, elite, and modern Army, firmly protecting the Fatherland, maintaining a peaceful and stable environment for the country to be self-reliant, confident, and advance strongly in the era of national prosperity, civilization, prosperity, and growth.
The Central Military Commission and the Ministry of National Defense directed the synchronous, close, and effective implementation of political and ideological education work, focusing on activities to celebrate major holidays and welcome party congresses at all levels; promoted the Emulation Movement to Win, did a good job of preparing for the 11th All-Army Emulation Congress to Win; organized and widely deployed political and ideological activities, regularly conducted "self-examination and self-correction" at all levels, contributing to preventing all manifestations of degradation in political ideology, ethics, lifestyle, "self-evolution" and "self-transformation" within the Party.
In particular, the Central Military Commission has directed its subordinate Party Committees to do a good job of summarizing and preparing for the Conference to summarize 10 years of implementing Directive No. 05 of the 12th Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle at the Central Military Commission level.
Agencies and units must thoroughly grasp and strictly comply with the combat readiness regime, strictly manage airspace, sea areas, borders, inland areas and cyberspace; proactively review, supplement and perfect the system of combat documents at all levels; thoroughly grasp and strictly comply with directives and regulations on building discipline, managing discipline, building comprehensively strong units, "exemplary and typical"; strictly implement the Resolution of the Central Military Commission on improving the quality of training and education in the 2023-2030 period and the following years.
Schools organize and operate training programs well for the subjects, ensuring strictness and science; resolutely organize and implement activities to celebrate the 50th anniversary of the Liberation of the South and National Reunification, ensuring strictness and absolute safety, meeting the stature, scale and profound significance of the nation's important political event; participate in the parade in the Russian Federation to excellently complete the task, leaving a good impression in the hearts of the people and international friends; complete and implement the Project to organize the parade at the 80th Anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam.
The Central Military Commission leads and directs the acceleration of the implementation of three breakthroughs; continues to synchronously and effectively implement Resolution No. 05-NQ/TW of the Politburo and the direction of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW; adjusts and promulgates a strict, scientific, and on-schedule organizational structure.
Submit to the Politburo for approval the Project to continue to reorganize the local military organization to be "lean, compact, strong" to meet the requirements of tasks in the new situation according to the Central's policy on organizing the apparatus to ensure "lean, efficient, effective, and effective"; well implement the regime and policies for the subjects; do a good job of ensuring logistics, technology, and finance in the tasks, planning and investment work, cryptography, military science, justice, inspection, and legal affairs...
Actively and proactively research and perfect institutions, administrative reforms, e-government, digital transformation in state administrative management and military administration; launch and implement the "Digital Education for the People" movement to meet the requirements of national digital transformation.
International integration and defense diplomacy continue to be actively, proactively, flexibly and effectively implemented on both bilateral and multilateral levels, contributing to increasing consensus, minimizing disagreements, preventing the risk of conflict, and enhancing Vietnam's position and prestige in the international arena.
At the conference, President Luong Cuong and Prime Minister Pham Minh Chinh, representatives of central agencies and comrades of the Central Military Commission gave their opinions to clarify the results of the implementation of tasks in the first 6 months of the year and discussed and resolved on policies and solutions to lead the tasks in the last 6 months of 2025.
Carry out key and drastic tasks
In his concluding remarks at the Conference, General Secretary To Lam, Secretary of the Central Military Commission, highly appreciated the Central Military Commission Standing Committee for directing and carefully preparing the contents submitted to the Central Military Commission.
The General Secretary emphasized that the results achieved in the first 6 months of 2025 had many objective and subjective causes; in which, the regular, direct and comprehensive leadership and direction of the Politburo and the Secretariat and the close and effective coordination of central ministries, branches and localities were of great significance.
The Central Military Commission, the Central Military Commission Standing Committee, and Party committees and commanders at all levels in the entire army have maintained principles of solidarity, unity, and unity, with many innovations in working methods and styles; correctly selected key and pivotal tasks and breakthroughs, focused on leadership and direction with synchronous, comprehensive, practical, and effective solutions.
To promote and further improve the leadership results in implementing tasks in the last 6 months of 2025, the General Secretary requested the Central Military Commission to focus on leading and directing the implementation of key and drastic tasks.
That is to do a good job of preparing and successfully organizing the 12th Military Party Congress; participating with the highest responsibility and the best quality in the contents serving the 14th National Congress of the Party.
The Central Military Commission leads and directs the implementation of the arrangement of the local military organization system in accordance with the organization of the two-level local government apparatus; enhances the ability to forecast, research, grasp, and correctly assess the situation, promptly advise the Party and State on policies and strategies to ensure the highest national interests, firmly protect the independence, sovereignty, unity, and territorial integrity of the Fatherland.
The General Secretary pointed out the need to resolutely carry out the "Digital Education for the People" movement, carry out administrative reforms, and digital transformation in military administrative management; make sure that each officer and soldier is a "digital soldier," mastering the digital platform and having digital skills to serve effectively in performing assigned tasks; "modernize people" before "modernizing weapons and equipment"; resolutely and strongly deploy key military and defense projects.
The General Secretary emphasized the determination to maintain, consolidate and expand trustworthy defense cooperation with countries and partners; prioritize neighboring countries, countries in the region, major countries, strategic partners, comprehensive partners and traditional friends, build and consolidate strategic trust, ensure the highest national interests; effectively implement programs and projects to overcome the consequences of war and United Nations peacekeeping activities.
