Innovation in product and goods quality management methods: A strong shift in the Law just passed by the National Assembly

With the majority of delegates in favor, the National Assembly officially passed the Law amending and supplementing a number of articles of the Law on Product and Goods Quality on the afternoon of June 18, 2025. This is an important step to realize the Party's major policies, meeting the requirements of socio-economic development in the context of deep international integration and strong digital transformation.

The Law amending and supplementing the Law on Product and Goods Quality is built towards innovating quality management methods:

Moving from pre-audit to post-audit, risk-based classification

The highlight of this Law is the fundamental innovation of quality management methods: from the administrative grouping model (group 1, group 2) to the risk-based management model (low, medium, high). This new approach is consistent with international practice, reducing pre-inspection, increasing post-inspection, and taking science, technology and data as the foundation.

Risk classification is established based on impacts on health, environment, supply chain control, international warnings and management capacity of state agencies. The law also clearly stipulates the principle of post-audit, ensuring synchronous coordination between ministries and branches in implementation.

Clear responsibility, one product – one management point

The amended law also clarifies the mechanism for assignment and decentralization in product and goods quality management. Accordingly, the Government unifies state management; the Ministry of Science and Technology is the focal agency. Each product and goods is managed by only one ministry or sector, in order to avoid overlap and increase operational efficiency.

Strong application of digital technology in management

For the first time, the Law stipulates the establishment of a single national digital platform to manage the quality of medium and high-risk products and goods. This will be the official tool for operations, declaration, supervision and feedback from the people.

At the same time, the Law also establishes a legal framework for the development of national quality infrastructure (NQI) including standards, measurement, conformity assessment and testing; to meet the requirements of domestic socio-economic development, promote international recognition to support businesses to participate in the global supply chain of products, goods and services. This infrastructure will be built on the basis of digital technology, artificial intelligence, data connection between management agencies, customs, consumers and international warning systems.

Strengthening goods management on digital platforms, improving consumer protection

In response to the development trend of e-commerce, the Law has added specific regulations on the management of the quality of goods traded on digital platforms. Accordingly, sellers must honestly disclose information about product quality; intermediary platforms are responsible for checking and handling infringing goods and receiving feedback and complaints from consumers.

The law also improves sanctions for violations and publicizes fraudulent acts regarding the quality, origin, and provenance of goods, especially in the digital environment.

Supporting businesses and strengthening social supervision

A notable new point is the addition of policies to support small and medium-sized enterprises in improving their export capacity, especially in developing international standards, testing, certification and applying advanced quality management tools.

The Law also expands the role of social and professional organizations in protecting consumers, through independent surveys, testing and coordinated inspection of the quality of goods circulating on the market.

New Management Thinking: Flexible, Transparent and Data-Driven

With a new approach, the revised Law on Product and Goods Quality demonstrates a clear shift in legislative thinking: from rigid administrative management to risk management, from incentives to reasonable sanctions, from pre-inspection to post-inspection based on data and digital technology.

The Law not only contributes to improving the effectiveness of law enforcement and reducing compliance costs for businesses, but also ensures transparency and fairness in the market and increases national competitiveness.

The passage of this Law demonstrates the determination to innovate institutions, promote sustainable development, deepen international integration and build a responsible consumer society./.
