This revised Law marks a strong shift in Vietnam’s product and goods quality management policy. With an approach based on risk management, digital traceability and application of modern technology, the Law has created a solid legal foundation to ensure consumers’ rights to use quality, safe and transparent products and goods.

Innovation in management thinking: From administrative inspection to risk control
One of the highlights of the Law is the shift in management from administrative to risk-based. According to Article 5 of the Law, products and goods are classified into three groups: low risk, medium risk and high risk. Evaluation criteria are based on impacts on human health, the environment, the ability to control the supply chain as well as warnings from international organizations.
Depending on the level of risk, products and goods will be subject to corresponding management measures, from self-declaration of standards to mandatory certification of conformity. This approach is not only consistent with international practice but also helps create favorable conditions for Vietnamese goods to have a "passport" to expand into regional and global markets.

Digitalizing the Supply Chain – Traceability Becomes a Must
Another important innovation is the legalization of the concept of "digital product passport". Clause 8, Article 3 of the Law clearly stipulates that this is a collection of information related to products and supply chains, stored in the form of barcodes or other suitable methods, ensuring that it can be accessed and read through digital devices.
This helps consumers and management agencies easily trace the origin, production process, and evaluate product quality. In particular, Article 6d stipulates that traceability is mandatory for products and goods in high-risk groups, with an implementation roadmap determined by the Ministry and relevant agencies.

The application of a digital traceability system not only enhances transparency but also contributes to preventing commercial fraud and enhancing consumer confidence in domestic products.
Strict regulations for products on digital platforms and e-commerce floors
In the context of rapidly developing e-commerce, the Law also has specific provisions in Article 34b on ensuring the quality of goods traded on digital platforms and e-commerce floors.
Accordingly, organizations and individuals doing online business are responsible for fully disclosing information about the quality, origin, instructions for use, safety warnings, etc. of products sold on their platforms. In addition, owners of digital platforms must establish and operate a system to receive and handle consumer complaints, and coordinate with authorities to handle quality violations.
This regulation helps protect consumer rights while creating a level playing field between traditional and online business models.
Focus on national quality infrastructure and inter-sectoral coordination
The amended law also pays special attention to building a national quality infrastructure and coordination between management agencies. Articles 6a and 6b clearly define the focal role of the Ministry of Science and Technology in implementing unified state management of product and goods quality.
The law requires relevant ministries, sectors and agencies to connect and share data to serve inspection, warning and quality management nationwide. At the same time, a national quality monitoring system is established, connecting customs data, quality inspection, traceability information, consumer feedback and international warnings.
This system will help focus on key inspections, avoid duplication, and save time and resources.
Creating a solid legal foundation for national quality management
This revised law, together with the Law on Technical Standards and Regulations, creates a unified and synchronous legal framework for national product and goods quality management.
With a risk-based management mindset, promoting innovation and focusing on consumer rights, the Law not only better protects consumer rights but also becomes a "launching pad" to help Vietnamese goods reach the world market.
