Towards a dynamic, efficient, and internationally integrated science and technology fund model.

On June 13, 2025, at Ho Chi Minh City University of Technology, the National Science and Technology Development Fund (NST) organized a scientific workshop with the theme: “Improving the operational efficiency of the NST,” following the scientific workshop held in Hanoi on May 15, 2025.

The workshop serves as a forum for managers, scientists, and representatives of science and technology organizations nationwide to review the Fund's activities over the past period; exchange ideas and propose solutions to improve the quality of funding in the context of reforming mechanisms and policies, especially after the issuance of Resolution No. 57-NQ/TW of the Politburo , which aims to promote the development of science, technology, innovation, and digital transformation.

A radical restructuring, laying the foundation for a modern operating model.

In his opening remarks, Assoc. Prof. Dr. Dao Ngoc Chien, Director of the Fund's Executive Agency, affirmed the Fund's central role in financing basic research, applied research, technology development, and promoting international cooperation. Improving the Fund's operational efficiency is not only an internal requirement but also contributes to laying the foundation for the sustainable development of national science and technology. Notably, from May 2025, the Fund will be reorganized based on the merger of three units: the National Science and Technology Development Fund, the Office of State-level Key Programs, and the Office of National Science and Technology Programs – creating a more focused, streamlined, and professional science and technology funding institution.

Assoc. Prof. Dr. Dao Ngoc Chien, Director of the Fund's Executive Agency, delivered the opening remarks at the workshop.

Assessing the Fund's overall performance over the past period, Dr. Pham Dinh Nguyen, Deputy Director of the Fund's Executive Agency, stated that the Fund annually finances an average of approximately 200 basic research projects, along with numerous international cooperation and applied research projects. However, practical experience also reveals several challenges, such as: project proposals are still fragmented, lacking linkages between basic and applied research, there are not many interdisciplinary research groups, and research results with commercialization potential are not yet clearly evident.

Improve funding efficiency, enhance financial mechanisms, and evaluate results.

Speaking at the conference, Ms. Chu Thi Thuy Chung, Deputy Director of the Planning and Finance Department ( Ministry of Science and Technology ), presented the new contents in the financial management mechanism for science and technology research according to Resolution 57-NQ/TW, Resolution 193/QH15 and Decree 88/2025/ND-CP. The new policies aim to strengthen the autonomy of the leading organizations, simplify administrative procedures, and apply a cost-based allocation method.

Ms. Chu Thi Thuy Chung, Deputy Director of the Planning and Finance Department, presented on the financial management mechanism for science and technology research.

To supplement the financial institutional framework, Dr. Tran Anh Tu, Deputy Director of the Department of Science, Technology and Engineering, proposed a set of criteria for evaluating the effectiveness of applied research tasks, focusing on measuring the actual impact on socio-economic development. This approach will help the Fund's funding activities closely follow practical needs, reduce formality, and increase quantification in evaluation.

Dr. Tran Anh Tu, Deputy Director of the Department of Science, Technology and Engineering, presented a proposal for a set of criteria to evaluate the effectiveness of applied research tasks.

From the perspective of scientists with many years of experience working with the Foundation, Prof. Dr. Phan Bach Thang (University of Health Sciences, VNU-HCM) and Prof. Dr. Le Van Canh (University of Technology, Ho Chi Minh City) shared their experiences in connecting basic and applied research, as well as solutions to promote international cooperation. These are crucial factors in enhancing the practical value of research projects funded by the Foundation.

Professor Dr. Le Van Canh (Ho Chi Minh City University of Technology) shared solutions to promote international cooperation in tasks funded by the Foundation.

At the workshop, Mr. Nguyen Dinh Hung from the National Science and Technology Development Fund presented the science and technology task management system currently being implemented by the Fund. The system digitizes the entire management process, from receiving, evaluating, contracting, periodic reporting, periodic evaluation, and summary reporting to the final acceptance of science and technology tasks, integrating data for statistical, reporting, and aggregation purposes. This is one of the key platforms contributing to improved management efficiency, increased transparency, and strong support for the Fund's operational activities, maximizing convenience for the lead organization and scientists.

Mr. Nguyen Dinh Hung presented on the science and technology task management system currently being implemented by the Fund.

In the future, the system will be expanded to serve the needs of managing science and technology tasks in ministries, sectors, and localities, aiming to build a nationwide shared digital platform in the field of science and technology.

The workshop continued with an open discussion session chaired by the Fund's leadership. Attendees engaged in frank exchanges on issues such as funding orientation, evaluation methods, policy mechanisms to encourage international cooperation, and improving the organizational and operational capacity of the funding system according to a lean and efficient model.
