In recent years, the province has actively implemented the OCOP program with many creative and flexible methods. To date, the whole province has had 169 products recognized as meeting the OCOP product standards of 3 stars or higher at the provincial level.
Many products have established a certain position in the market and are highly appreciated by consumers such as: Honey and bee products of Tam Dao Bee Joint Stock Company, mushrooms and mushroom products of Tam Dao Mushroom Cooperative, red-fleshed dragon fruit, Lap Thach fermented fish...
Along with supporting OCOP entities to improve product quality, packaging and design, over the years, the province has always encouraged and created conditions for the formation of value chain linkage models.
In 2019, the Provincial People's Council issued Resolution No. 86 regulating policies to support linkages in production and consumption of agricultural products in Vinh Phuc province. Accordingly, each linkage chain will be supported from 100 - 400 million VND to conduct vocational training, coaching, transfer of science and technology, support for purchasing seeds and essential materials. To date, the province has formed 30 linkage chains for production and consumption of safe agricultural, forestry and fishery products.
The province has paid attention to promoting trade and connecting product consumption. OCOP products are displayed and promoted at OCOP booths, points introducing typical agricultural products of the province, participating in many fairs and trade promotion events inside and outside the province.
Many products have been put on e-commerce platforms such as Voso and Postmart. Some of the province's OCOP products are available in supermarkets, shopping malls, and modern retail systems inside and outside the province, initially building a brand and creating stable jobs for rural workers.
However, the construction of the production - consumption chain of OCOP agricultural products in the province still faces many difficulties. Most of the current OCOP entities are individual households or small-scale cooperatives, with limited capacity for production management, financial management and trade promotion skills.

Product consumption is still mainly on a small scale, without long-term contracts, and has not created stable and sustainable output. Fragmented production, lack of linkages between raw material areas and limited investment in technology are still quite common. Some products, although meeting OCOP standards, have not been effectively connected to modern distribution channels. Online consumption channels have been deployed but have not brought about clear results.
In addition, the linkages between actors in the value chain are still loose and fragile. Enterprises - the force expected to play a leading role in the chain - have not yet created a strong enough vertical linkage to coordinate the entire chain.
Many businesses do not have the capacity to supply inputs, support and ensure production processes according to standards. While producers often have limited capacity and need support from businesses, when the market is good and prices increase, they are willing to abandon their links to sell to independent traders at higher prices.
To remove these "bottlenecks" and promote the linkage of production - consumption of OCOP products, the province continues to effectively implement Resolution 86 of the Provincial People's Council on policies to support linkage of production - consumption of agricultural products.
Encourage and facilitate the replication of production linkage models according to closed value chains. Continue to effectively implement the OCOP program, strengthen training and coaching for entities on brand building, marketing, digital transformation, etc.
In the context of deep integration and increasingly fierce competition, Vinh Phuc 's OCOP products, in order to stand firm in the market, cannot rely solely on quality but need a synchronous development strategy, especially in the consumption stage.
Promoting the link between production and consumption not only helps the province's OCOP products develop sustainably but also expands opportunities to reach the market, contributing to promoting economic development in rural areas.
