Creating leverage for business households to establish enterprises
Resolution No. 68-NQ/TW clearly defines the goals, tasks and key solutions, aiming to create a strong push, making the private economic sector one of the most important driving forces of the national economy. In that spirit, the 15th National Assembly passed Resolution No. 198/2025/QH15 "On a number of special mechanisms and policies for private sector development" (effective from May 17, 2025). Immediately after that, on May 17, 2025, the Government issued Resolution No. 139/NQ-CP implementing Resolution No. 198/2025/QH15, demonstrating a strong determination to quickly put the policy into practice, creating a solid foundation for the private economy to develop sustainably, making a positive contribution to the country's development.
An important highlight in Resolutions No. 68-NQ/TW, 198/2025/QH15, 139/NQ-CP is the system of outstanding incentive mechanisms and policies to promote business households to transform into enterprises. Notably, the policy of exempting corporate income tax for the first 2 years, reducing 50% of tax payable for the next 4 years for income from innovative start-up activities. At the same time, exempting personal income tax and corporate income tax on income from share transfer; exempting corporate income tax for 3 years for small and medium enterprises from the date of being granted the first business registration certificate.
Ms. Vu Hai Yen, Hai Yen Air Ticket Agent (Ha Long City), said: According to the Government 's Resolution, we will be exempted from paying more than 90 million VND in taxes when converting from a business household to an enterprise. This will help us have more capital to rotate and reinvest. We can be more confident, not having to worry much about tax obligations during the start-up phase, but focusing resources on building a solid business. Therefore, we will consider establishing a business.
In addition, to provide practical and effective support to business households, the State will allocate funds to provide free digital platforms, shared accounting software, along with legal consulting services, training on business administration, accounting, tax, human resources and law. This support will help small and micro enterprises, business households and individual businesses reduce operating costs, encourage digital transformation and improve management efficiency.
Mr. Pham Thanh Chung, a business household in Hong Hai Ward (Ha Long City), shared: Most businesses, especially in the service sector, need to use sales and accounting software to serve customers, manage goods and monitor business activities effectively. However, this is also a fixed monthly cost that households have to bear. If we are supported with this cost, we will save resources, improve management efficiency, accelerate digital transformation, thereby increasing competitiveness and developing more sustainably.
In order to promote the process of converting from household businesses to enterprises, implementing the direction of the central and provincial governments, the functional agencies in the province actively propagate, mobilize and provide direct guidance according to the motto "holding hands and showing how to do things". At the same time, coordinate with businesses to provide solutions; promptly remove practical difficulties for businesses that sell goods and provide services directly to consumers and households and individuals with revenue of 1 billion VND/year or more using electronic invoices generated from cash registers.
Accordingly, the whole province has achieved 100% of households, individuals and businesses eligible to register and use electronic invoices in accordance with regulations. The widespread deployment of electronic invoices from cash registers not only contributes to revenue transparency, improves management efficiency and prevents tax losses, but also represents a transition from manual tax management to modern methods, while promoting comprehensive administrative reform and digital transformation. This is also an important premise towards ending the lump-sum tax mechanism and switching to self-declaration and self-payment of taxes based on actual revenue from January 1, 2026, thereby encouraging business households to boldly establish enterprises, contributing to the development of the private economic sector.
The province currently has 38,141 active business households, of which about 83.3% focus on the trade and service sectors. This structure reflects the characteristics of small-scale business households, mainly serving the essential needs of people's daily lives. Specific and practical policies like the present are expected to create strong motivation, helping business households confidently transform into enterprise models, contributing to the goal of establishing 2,000 new enterprises each year in the 2024-2030 period according to the province's plan.
Bringing resolutions to life
With the viewpoint that "the development of the private economy will lead to the development of the province", Quang Ninh has always accompanied and created maximum conditions for the business community for many years. The province continuously organizes dialogues, shares, and removes obstacles to help businesses stabilize production, innovate business models, promote investment in science and technology, develop digital economy, green economy, and circular economy.
Implementing Resolution No. 68-NQ/TW, the province has stepped up propaganda and dissemination of the Resolution's contents throughout the political system to unify awareness of the role of the private economy in the process of realizing the province's development goals. Thereby strengthening the confidence, aspiration to rise up and strong action of the private economic sector in the new era. The province continues to strongly improve the investment and business environment, enhance the quality of administrative reform, and create a healthy and transparent competitive environment.
In order to maximize the role, turn the private economy into the "most important driving force" and "pioneer force" of the economy, the driving force of innovation and growth, the province continues to promote administrative procedure reform, shortening the processing time. Mr. Bui Tuan Anh, Deputy Director of the Department of Finance, said: Currently, the province has shortened by 34% the time to receive, process and resolve administrative procedures according to regulations. In the coming time, the Department will coordinate to advise and direct departments, branches and localities to continue to reduce the processing time and resolve administrative procedures according to regulations; at the same time, work with the Provincial Business Association to listen to recommendations and proposals of enterprises in implementing Resolution No. 68-NQ/TW to ensure efficiency, suitability and practicality.
In addition, the province directed to end the situation of overlapping, duplicate, prolonged, unnecessary inspections and examinations, instead strongly applying digital transformation in inspection, examination, auditing, online and remote inspection activities based on electronic data. The province ensures publicity and transparency of policies, plans, and development plans of the province, sectors, fields and localities, in order to provide information quickly, promptly, and regularly for people and businesses to invest in the right direction, ensure legitimate rights and interests, and reduce risks in production and business activities.
One of the notable highlights of Resolution No. 68-NQ/TW is the policy of enhancing access to land and production and business premises for the private economic sector. Accordingly, promoting digital transformation will facilitate the access process; support policies on infrastructure such as clean premises, electricity, water, transportation, telecommunications, and administrative procedures will be prioritized for high-tech enterprises, small and medium-sized enterprises, supporting industry enterprises, and innovative startups. The Resolution also emphasizes removing difficulties and obstacles for projects that are behind schedule and facing procedural obstacles; supporting enterprises to lease houses and land that are public assets that have not been used or are not being used effectively in the locality. In that spirit, Quang Ninh is proactively reviewing and removing bottlenecks, creating more opportunities for the private economic sector to have more convenient access to land and production premises, contributing to promoting the strong development of this area in the coming time.
Mr. Vu Trong Hiet, Deputy General Director of Quang Ninh Cement and Construction Joint Stock Company, shared: Access to land is still one of the biggest difficulties for businesses. The time to process documents is longer than the listing period due to going through many steps. To make it easier for businesses to access land, administrative procedures need to be simplified. At the same time, there are open policies for businesses to access land in cases such as: Land that has been used for many years, is stable, and has no disputes; land transferred from other individuals and organizations to develop production and business; land assigned to businesses to develop new projects... In addition, the annual land use plan needs to have a flexible mechanism to adjust and supplement the land use plan for projects that have not been registered yet.
Mr. Ta Duc Quyet, Director of Mai Quyen Tourism Company Limited, said: The private economy is not only the driving force for Quang Ninh in particular, and Vietnam in general, to improve competitiveness and attract investment, but also contributes to creating jobs, improving people's lives, and promoting sustainable socio-economic development. For the business community, Resolution No. 68-NQ/TW is breathing new life, inspiring many aspirations to rise up, promoting confidence in innovation to build the homeland and the country. When the policies of the Resolution are specifically implemented, it will be an opportunity for private enterprises to continue to play a leading role in local and national economic growth both now and in the new era.
With high political determination, the synchronous participation of the entire political system and the aspirations of the business community, Quang Ninh is gradually realizing the goal of making the private economy truly become the most important driving force in socio-economic development. Resolution No. 68-NQ/TW is not only a guideline for action, but also a catalyst to promote strong changes in the thinking and actions of businesses and business households. From here, a new generation of businesses will be formed and grow, contributing to Quang Ninh's continued breakthrough and sustainable development in the new period.
