Remember, as soon as storm No. 3 (September 2024) formed and showed signs of strengthening, Quang Ninh issued an urgent dispatch, requesting all levels and sectors to mobilize "4 on-site" forces, block off vulnerable areas, and be ready to respond very early. Information and propaganda work is updated regularly and continuously from documents, phone messages to loudspeaker systems, mass media, propaganda in residential groups, neighborhoods, etc.
Typically, the Provincial Media Center, despite being severely damaged when the storm hit, did not let information about the storm be interrupted: Machines were protected, reporters and technicians were ready to join the front line, ensuring news updates on the storm situation 24/7. Online news on television, electronic newspapers, and social networks were continuously updated. The Center produced more than 200 news and articles during the storm, helping people understand warnings, countermeasures, and safe shelters.
Every year, the province organizes many communication campaigns and community training to raise awareness of PCTT. Agencies, associations, unions, and local authorities coordinate to organize about 20 training courses for nearly 600 volunteers, grassroots officials, fishermen, etc., focusing on natural disaster prevention, climate change response, and first aid. These are practical lessons, helping people understand risks and have proactive response skills.
In 2024, the Provincial Red Cross organized 2 training sessions, drills and disaster prevention surveys for more than 13,600 people; at the same time, planted more than 1,800 hectares of mangrove forests - an important solution to reduce waves and limit coastal erosion.
Localities have integrated disaster prevention and control propaganda into drills and field inspections. Many localities maintain shock troops, organize on-duty shifts, and conduct district-level drills with the participation of officials and people following the motto "3 before, 4 on-site". The province requires People's Committees at all levels to organize regular communication, train specialized communication staff at the grassroots level, and integrate disaster prevention and control content into community activities.
The infrastructure of the Provincial Media Center (printed newspapers, electronic newspapers, radio, television, social networking sites) regularly reports on monitoring and emergency handling when landslides or infrastructure damage are detected, such as: Risk of landslides in Quang Hanh ward (Cam Pha city), landslides on traffic routes, dike safety, emergency situation announcements, etc., so that people can promptly move to safe areas.
Coordination between sectors in information and propaganda work is promoted in many forms, communication from the grassroots, through loudspeaker systems in villages, neighborhoods, hydrological stations... to ensure proactive response in the community. Propaganda on fire prevention and fighting, disaster prevention and control in residential areas, integrating instructions for people to handle situations, reinforce houses, evacuate, fire prevention and fighting skills... Districts and communes in vulnerable areas are ready to organize people to evacuate when necessary, ensuring life and property through continuously organized communication.
With the message "Each family, each united community is a strong fortress", during the National Disaster Prevention Week 2025 with the theme "Sustainable community, disaster adaptation", people continue to be guided to update official information about the weather, monitor warnings on the system; check and reinforce roofs and structures; equip themselves with evacuation and escape skills; closely coordinate with the authorities in handling natural disaster situations.
