Deputy Prime Minister Ho Duc Phoc: Should apply lump-sum tax to small businesses and traders with revenue under 1 billion VND

Revenue under 1 billion should apply lump-sum tax

Regarding the issue of collecting taxes from business households, which is currently abolishing lump-sum tax, Deputy Prime Minister Ho Duc Phoc stated: The abolition of lump-sum tax is completely correct and has been generally expressed in Resolution No. 68-NQ/TW of the Politburo on private economic development.

However, according to the Deputy Prime Minister, the Ministry of Finance needs to conduct research to advise competent authorities on regulations on lump-sum tax according to taxable revenue, creating favorable conditions for poor households, small businesses and ensuring people's livelihood.

For example, for small businesses with revenue under 1 billion, they should "contract" because if they issue invoices, the business will be at a disadvantage, because small businesses do not have input invoices. Without input invoices, they cannot get tax refunds. This affects the poor and the disadvantaged.

The Deputy Prime Minister explained that the nature of household tax consists of three taxes: Business license tax (business households still pay normally), value added tax (VAT) and personal income tax.

Therefore, if the lump-sum tax policy is applied to households with small revenue, it will ensure convenience for tax authorities as well as business households without losing state budget revenue.

As for businesses with large revenue, for example over 1 billion VND and a stable business location, it is necessary to collect according to invoices to ensure transparency, prevent revenue loss, and create conditions for these businesses to grow and become enterprises.

Promoting public investment to become the driving force and guide investment sources throughout society

Regarding the issue of low disbursement of public investment capital, currently only reaching 22%, this affects growth, labor settlement... The Deputy Prime Minister said that the causes related to legal regulations have recently been amended by the National Assembly in the laws on state budget, bidding, public investment... these issues will soon be fully resolved.

According to the Deputy Prime Minister, the most fundamental reason for the slow disbursement of public investment capital in recent times is the slow preparation of investment implementation; authorities at all levels and investors have almost not allocated capital to prepare investment, leading to slow investment project establishment... These issues have affected the implementation process.

In addition, compensation and site clearance work is not one step ahead. Another problem is that the project approval is slow, bidding takes a long time. During the investment process, there is a lack of stone, raw materials... (these are issues that have been resolved in the mineral law and related laws).

In the coming time, the Government will direct the People's Committees of provinces and cities, ministries, branches as well as investors to pay attention to these issues, promote public investment to become the driving force and lead investment sources in the whole society.

Synchronously deploy solutions to promote growth

Regarding growth, according to the Deputy Prime Minister, there are three main factors driving growth: export, investment and consumption. Over the past time, the Government has implemented many synchronous solutions to promote growth.

Specifically, for exports, Vietnam's export markets are currently focused on the US, Europe and some other markets. Currently, we are focusing on solving challenges from global minimum taxes; actively negotiating with the US; and at the same time focusing on finding new markets to ensure stable production...

Regarding the investment sector, including public investment, FDI investment and private investment, the Deputy Prime Minister said that in the context of the economy transforming to a growth model based on high labor productivity, innovation, high technology and digital economy, comprehensive innovation in the investment sector is urgent.

Regarding consumption, recently, the National Assembly and the Government have implemented many solutions to stimulate consumption such as: raising salaries, paying for the restructuring of the apparatus according to Resolution 187, promoting e-commerce, developing tourism and trade, ensuring stable consumer prices and reducing taxes (for example: reducing VAT, car fees, other fees and land rents, etc.). These are factors that contribute to increasing consumption and promoting development.

Regarding the delegates' opinions on the impact of special consumption tax on businesses, the Deputy Prime Minister stated: The Government has made great efforts to remove difficulties. For example, for gasoline, the environmental protection tax on aviation fuel has been reduced by 70%, and regular gasoline has been reduced by 5%. For cars subject to special consumption tax, registration fees have been exempted... These are all policies aimed at removing difficulties for businesses, ensuring proper implementation of the Party and State's policies.

Operate fiscal and monetary policies reasonably, in the spirit of thrift, to serve development investment, thereby increasing budget revenue, promoting national economic development and ensuring social security.

Mobilizing all resources for development investment

Regarding infrastructure development, the Deputy Prime Minister stated: Vietnam is entering a new era, striving to create century-old projects such as the North-South high-speed railway, Lao Cai - Hanoi - Hai Phong railway, urban railways, Long Thanh airport, expressways...

Emphasizing that the capital demand for these projects is very large and clearly analyzing the capital needed for investment, the Deputy Prime Minister said: "We will mobilize resources from FDI, PPP, ODA and other investment sources.

At the same time, we will strictly control to ensure that public debt does not exceed the ceiling allowed by the National Assembly. Fiscal and monetary policies will be operated reasonably, in the spirit of thrift, to serve development investment, thereby increasing budget revenue, promoting national economic development and ensuring social security."

The Government and the National Assembly are implementing policies to facilitate people and businesses such as tax exemption, reduction, and extension, transparency of revenues, and application of technology in tax collection.

Implement many lenient policies to ease people's burdens

Regarding tax policy, the Deputy Prime Minister stated that we are currently focusing on "relaxing the people", being open, transparent, and promoting development. The Government and the National Assembly are implementing policies to create favorable conditions for people and businesses such as tax exemption, reduction, and extension, transparency of revenues, and application of technology in tax collection.

Some people say that our tax rate is high, but in fact, Vietnam's tax rate is lower than the world average. For example, our VAT rate is 10%, now it has been reduced by 2% to 8%, while the world average VAT rate is 17-27%. Corporate income tax in the world is 20-33%, in Asia it is 20-35%, but in Vietnam it is only 20% at most and there are many collections of only 5-10%.

"This shows that our tax policy has many incentives, demonstrating a lenient policy towards the people."

The issue in the coming time is to save both investment and regular expenditures to have resources to carry out key projects, digital transformation, innovation and ensure social security.

Regarding BT and BOT projects, the Deputy Prime Minister emphasized: This is a good form of investment, but we need to avoid abuse like in the recent past. PPP projects need to be strictly controlled in terms of total investment, technology, quality, efficiency and transparency./.
