General Secretary To Lam: Creating conditions for the development of economic corridors throughout the delta - midland - mountainous areas

On the morning of June 10, in Phu Tho, General Secretary To Lam and the Central Working Delegation worked with the Standing Committees of the Provincial Party Committees of Phu Tho, Vinh Phuc, and Hoa Binh provinces on the implementation of recent resolutions and conclusions of the Central Committee; the reorganization of local apparatus; national defense and security work; the implementation of economic growth tasks and the work of ensuring social security.

New development momentum for the midland and mountainous regions of the North
Promoting the heroic historical and cultural traditions, inheriting the fundamental values ​​that have been nurtured through many generations, over the past years, the Party Committee, government and people of the three provinces of Phu Tho, Vinh Phuc and Hoa Binh have made constant efforts. With high political determination, flexible and creative actions, the three provinces have achieved many important and comprehensive results in many fields.

The economic growth rate of the three provinces remains positive and stable. In 2024, all three provinces have made a clear breakthrough: Phu Tho achieved an impressive growth rate of 9.53%, Hoa Binh achieved 9%, Vinh Phuc achieved 7.52%. Many important indicators on public investment, industrial production, export, per capita income... all met and exceeded the set plan. The economic structure shifted in a positive direction. Hunger eradication and poverty reduction, social security, and care for ethnic minorities and remote areas received due attention. The fields of culture, education, health, and environment continued to receive attention and achieved many practical results. The political system at the grassroots level was consolidated, national defense and security were maintained, and the material and spiritual life of the people was constantly improved.
Regarding the merger of provincial-level administrative units, the removal of district-level organizations, the merger of commune-level organizations and the construction of a two-level local government organization model, up to now, the three provinces have completed 6/14 tasks, and 8/14 tasks are being deployed and implemented. In general, the three provinces have reduced from 479 to 148 commune-level administrative units, corresponding to a reduction of 331 commune-level administrative units, reaching 69.1%. The consultation of people on the plan to arrange commune-level administrative units, abolish the district level and name new administrative units in the three provinces was carried out in a methodical and strict manner, ensuring compliance with procedures, regulations and promoting democracy at the grassroots level. The consensus rate of the people reached a very high level of over 95%, demonstrating the unity and support for the major policy of the Party and State on the arrangement of administrative units to streamline the apparatus, improve the effectiveness of state management and socio-economic development.

In his concluding remarks at the meeting, General Secretary To Lam acknowledged the achievements and frankly acknowledged the difficulties and limitations that the three provinces still face. The General Secretary emphasized that the merger of the three provinces in the current period is a strategic turning point to create a new development momentum for the entire midland and mountainous region of the North.

The General Secretary pointed out that, in terms of geographical space, the connection of three adjacent provinces creates a complete entity, connecting the capital Hanoi and the vast Northwest region, and at the same time having a gateway to the North Central provinces via National Highway 6, National Highway 32 and Ho Chi Minh Road. The merger will eliminate rigid administrative boundaries, help to unify the planning of transport infrastructure, urban areas, industry, agriculture, create conditions for the development of economic corridors throughout the plains - midlands - mountains, helping to effectively exploit the potential of inter-regional trade, tourism, and logistics.
Emphasizing the economic structure and production capacity, each locality has a different advantage, no overlap and when combined will complement each other to form a complete value chain, the General Secretary suggested, in terms of human resources and population distribution, when merged, the three provinces will complement each other to form a more diverse and balanced labor structure, promote reasonable intra-regional division of labor, thereby improving the efficiency of human resource use and reducing development gaps between regions.
In terms of culture and society, the three provinces represent three typical cultural layers of the North, can strongly develop valuable indigenous cultural, tourism and educational products, build a brand of living heritage areas, and become attractive destinations in terms of both historical depth and modern experiences.
Regarding the organization of urban space and infrastructure, industry and transport, when merging, it is possible to reorganize the urban system according to a multi-center, functionally stratified model.
Identify the appropriate dynamic role and zoning function

To effectively exploit the potentials, advantages and complementarities between the three regions of the new Phu Tho province, the General Secretary proposed focusing on implementing well the following key tasks: Urgently but surely complete the reorganization of the apparatus according to the two-level local government model. The merger of Party, government, front, mass organizations and public service units needs to be carried out publicly, transparently, objectively and guided uniformly from the province to the grassroots in accordance with the Resolutions, conclusions and instructions of the Central Committee; pay attention to the regime and policies for cadres subject to rearrangement, especially those who have retired, transferred to work positions or are working in remote areas; focus on preparing a team of successor cadres with innovative thinking.

The General Secretary pointed out that it is necessary to review the entire current state of economic space, population, urban areas and industries, thereby determining the role of the driving force and appropriate zoning functions. Vinh Phuc is the pole of industrial, logistics and modern urban growth - the main driving force for budget revenue, production and employment. Phu Tho is the axis of comprehensive services, freight transit, cultural tourism and specialty agriculture, connecting the delta with the mountains. Hoa Binh is a green economic zone, eco-tourism, forests, hydropower, national identity, both preserving ecology and developing high-quality resorts.

On that basis, it is necessary to develop an intra-regional value chain, forming a functionally stratified urban network, with regional centers such as Vinh Yen - Viet Tri - Hoa Binh, connecting satellite poles such as Phuc Yen, Thanh Thuy, Luong Son, Yen Lac, Tan Lac... Phu Tho province needs to soon complete the province's master plan to 2030, with a vision to 2050, in sync with the strategies to connect the Northwest - Hanoi - North Central - Laos - Vietnam economic corridor; it is necessary to thoroughly grasp the spirit of not trading off the environment, culture and social security for mere growth...

The General Secretary suggested that it is necessary to perfect modern, effective, efficient and integrated institutions, considering this as the breakthrough of all breakthroughs in the spirit of Resolution 66; promote the development of science and technology, innovation and digital transformation; strongly develop the private economy; strengthen international economic integration associated with improving internal strength; improve the quality of education and training and human resource development; focus on effectively implementing Resolution 11 on the development of the Northern Midlands and Mountains region...

The General Secretary directed that it is necessary to carefully prepare and successfully organize the Party Congress of the new province and its affiliated levels, ensuring progress, quality and correct political orientation. This is a major event, a milestone opening a new development stage for the entire administrative - economic - social space of the merged province. The entire process of preparing for the congress needs to be carried out seriously, methodically, synchronously and closely, clearly demonstrating the spirit of innovation, solidarity, intelligence and aspiration to rise. It is necessary to organize well the work of summarizing practices, carefully assessing new characteristics after the merger, requirements from integration, digital transformation, green, inclusive and sustainable development, thereby building a development vision to 2030, with a vision to 2045, in accordance with the spirit of the Resolution of the 13th National Party Congress and the draft documents of the 14th National Party Congress.

The General Secretary noted that the process of preparing and organizing the congress must be closely linked with ideological work, propaganda and mobilization to raise awareness, create consensus within the entire Party and political system, and arouse a sense of responsibility, aspiration for dedication and determination for innovation throughout society. This is a special time to consolidate solidarity, promote democracy, tighten discipline and prepare a solid political foundation for new developments.

The General Secretary emphasized that maintaining political stability, ensuring national defense - security, social order and safety throughout the process of merging and operating the new apparatus; promoting propaganda, mobilization, explaining policies clearly and convincingly, to create high consensus in society... The province has proactively proposed to the Central Government a number of specific mechanisms and policies to make good use of the scale, position and diverse characteristics of the province after the merger, from infrastructure investment, digital transformation, financial - budget decentralization, to human resource training and preserving culture and national identity.
