In his opening speech, General Secretary To Lam said that Hanoi needs to rise up to take a leading role in the country's overall development.

Regarding the process of reorganizing the two-level local government in Hanoi, according to the General Secretary, the most important thing is to maintain internal solidarity and promote the pioneering and exemplary role of the cadre team.

The General Secretary said that the capital’s people always trust and support the major policies of the Party and State. However, to implement them effectively, special attention must be paid to personnel work, as this is the key to success or failure.

Therefore, in the process of implementing the two-level local government model, General Secretary To Lam requested that it must be carried out in accordance with regulations and procedures, and that the common interest be put first.

"Recently, many officials have voluntarily retired without asking for benefits, demonstrating a high sense of responsibility for the common cause. These are typical examples of silent sacrifice and dedication that the entire Party and people respect and acknowledge," said the General Secretary.

General Secretary To Lam mentioned three important requirements that Hanoi needs to focus on leadership, including the need to well organize Party congresses at all levels, especially grassroots congresses, to successfully organize the City Party Congress.

According to the General Secretary, this is a particularly important political task that must be carefully, meticulously, democratically prepared and in accordance with Party regulations.

Regarding the issue of Hanoi's identity, the General Secretary requested that the city's leaders pay attention to preserving the elegant and civilized lifestyle, style and culture of the people of Trang An.

At the same time, there must be a strong change in urban appearance, in which environmental issues and the capital's appearance need special attention, so that Hanoi is worthy of being a typical center of the country.

The General Secretary requested that Hanoi needs to focus highly on two major tasks in the current context, which are to arrange urban government in a two-level direction and prepare well for Party congresses at all levels, towards the 14th Congress.

Reporting at the conference, Hanoi Party Secretary Bui Thi Minh Hoai said that to concretize the General Secretary's request for Hanoi, the Standing Committee of the Party Committee issued plan No. 292 with two major groups of tasks.

Up to now, some tasks have had initial results, such as the renovation of To Lich River (the dredging of the riverbed for the 7km long section 1 has been completed; the 5km long section 2 is expected to be completed in August 2025).

At the same time, the planning, renovation and improvement of Hoan Kiem Lake and West Lake areas (the renovation project of Dong Kinh Nghia Thuc Square is being implemented as planned).

In addition, regarding the General Secretary's suggestion of free lunch for students, Ms. Hoai said that the City People's Council will soon issue a resolution on supporting boarding meals for primary school students; develop a "comprehensive education" project, and make English the second language by 2030.

Regarding the two-level government model, the Hanoi Secretary said that in the coming time, the work of streamlining the apparatus will be effectively implemented.

"In the immediate future, the two-level local government model will be piloted from June 20 to 26. Staff arrangements will be completed before June 20 to quickly stabilize and ensure working conditions and equipment so that the 126 new communes and wards can operate smoothly from July 1, 2025," Ms. Hoai informed.

Regarding the Red River axis - the new development symbol of Hanoi capital in the new era, Ms. Hoai emphasized that the city has identified the formation of Hong Ha ward (South) and two communes Thien Loc and Vinh Thanh (North) as key specific units.

However, there are still difficulties and problems related to specialized planning. The city hopes that ministries will pay attention to resolving them, according to Ms. Hoai.

The Hanoi Secretary also proposed that in the process of drafting laws and resolutions related to the fields of urban development, government organization, public investment, planning, and city development on both banks of the Red River, central ministries and branches should pay attention to integrating the favorable and outstanding contents of the Capital Law into specialized laws if they regulate the same issue to ensure the effectiveness and high enforceability of the Capital Law.

For new contents of other laws that are more favorable, the regulation allows the capital to choose to apply the new regulations, according to Ms. Hoai.
