Prime Minister: Do not repeat the request for people to provide documents that duplicate existing data

With the spirit of taking people and businesses as the center and subject, the Prime Minister requested all ministries, branches and localities to focus on completing the database no later than the fourth quarter of 2025 with the spirit of "correct, sufficient, clean, alive", unified and shared from the central to grassroots levels.

Ensure smooth and synchronous infrastructure

Perfecting open institutions, creating development to serve the people; laws submitted to the National Assembly must be completed during this session; decrees must be completed promptly and in accordance with the effective period of the laws.

At the same time, complete the infrastructure, modern, shared, especially at the commune, ward, and special economic zone levels. If the system has been invested in backwardly, cannot be used, or is not connected, it must be rezoned for new, synchronous investment to ensure modernity. Localities must proactively work with the Ministry of Science and Technology, the Ministry of Public Security, and the Ministry of Home Affairs to implement.

Ensure telecommunications and electricity coverage in remote areas. New investments must be made with the motto of all for the benefit of the country and locality, without allowing negativity, corruption, or waste.

The Ministry of Home Affairs must review and arrange enough human resources for digital transformation, especially at the commune and ward levels; promote the "Digital Education for All" movement; localities must promote the role of community groups "going to every alley, knocking on every door, checking every person" to popularize digital transformation to the people.

Ensure database information security and safety anytime, anywhere, for everyone; complete the tool to measure, monitor, and evaluate results (KPIs) of localities in real time, to be completed this September.

Regarding specific tasks, the Prime Minister requested drastic direction and effective promotion of the role of the three working groups assisting the Steering Committee; assigned the Ministry of Science and Technology to preside over and promptly research and develop a set of tools for monitoring, measuring, tracking, supervising, and evaluating (KPIs).

To promote the movement of science and technology development, innovation, and create momentum for the entire population, the Prime Minister directed to take October 1 to organize the National Innovation Festival. Promote national digital transformation, develop the digital economy, and promote digital infrastructure.

Effective exploitation of national databases

The Ministry of Public Security operates and effectively exploits the National Data Center, advises on the effective exploitation and use of national and specialized databases, especially 11 important databases that are "correct, sufficient, clean, alive, unified, and shared".

Promote the development of the VneID application to become the main communication application on mobile devices between people and agencies; attach network security monitoring.

Regarding specific tasks, the Prime Minister assigned the Ministry of Agriculture and Environment to complete the database on land and modern rural areas. The Ministry of Construction to complete the data on housing and real estate, and to launch a real estate trading floor. The Ministry of Education and Training to complete the database on pupils and students.

Ministries should speed up comments on the development and amendment of the Land Law to strengthen control, prevent real estate price hikes, ensure the real estate market operates according to market mechanisms, develop social housing, and avoid imbalance between supply and demand.

Ministries, branches and localities focused on amending and supplementing 466 legal documents to simplify and cut 2,051 procedures and 2,041 business conditions in accordance with the direction; seriously implementing the direction of the Government, not allowing the situation of requiring people to provide documents that overlap with data already available in national and specialized databases to recur.

Step up the reduction and simplification of administrative procedures; request ministries, branches and localities to focus on amending legal documents to ensure the reduction and simplification of administrative procedures and business conditions in accordance with the approved plan and roadmap.
