Prime Minister: GDP growth rate in the fourth quarter must reach over 8.4%

Emphasizing a number of tasks from now until the end of the year, the Prime Minister pointed out that for the whole year 2025 to reach over 8%, the GDP growth rate in the fourth quarter must reach over 8.4%.

The above request was emphasized by Prime Minister Pham Minh Chinh when concluding the regular online Government meeting in October 2025 with localities on the morning of November 8.

The Prime Minister acknowledged, commended and highly appreciated the efforts of all levels, sectors and localities, overcoming difficulties and challenges, achieving important results in most areas in the first 10 months of the year, contributing to the comprehensive success of the goals and tasks of 2025 and the 5-year period of 2021-2025.

According to the Prime Minister, if we maintain this momentum, we will achieve economic growth of over 8% in 2025. At the same time, practice shows that localities with high public investment disbursement rates also achieve high GRDP growth and vice versa.

In addition to the basic results achieved, the Prime Minister frankly acknowledged that our country still has shortcomings, limitations, difficulties and challenges that need attention. Among them, the situation of natural disasters and floods is forecast to continue to be complicated, unpredictable, and have a heavy impact (preliminary estimated damage of about 40,000 billion VND, reducing about 0.2 percentage points of GDP growth nationwide in 2025).

Emphasizing a number of key tasks in the coming time, the Prime Minister requested renewing traditional growth drivers and strongly promoting new growth drivers.

" GDP growth in the first 9 months reached 7.85%; for the whole year 2025 to reach over 8%, the GDP growth rate in the fourth quarter must reach over 8.4% (of which the industrial sector increases by about 9.4%; the service sector increases by about 8.3%; the agricultural sector increases by about 4%; striving for the proportion of the digital economy to account for about 20% of GDP) ", the Prime Minister pointed out.

With traditional growth drivers, the Prime Minister emphasized that the entire political system must strive to disburse 100% of the public investment capital plan; cut all cumbersome administrative procedures, strongly attract FDI, especially capital for implementation; strongly promote private investment (such as assigning work, placing orders, contracting forms...).

At the same time, it is necessary to promote new growth drivers such as science and technology, innovation, digital transformation; green economy, circular economy, creative economy, international financial center, free trade zone, new business models; new industries and fields such as semiconductor chips, artificial intelligence, renewable energy; regional connectivity, urban development, effective exploitation of underground space, outer space, and sea space; innovation and institutional improvement to become competitive advantages.

" By the end of December, there will be no more signal or power outages nationwide ," the Prime Minister emphasized.

Regarding monetary policy, the Prime Minister noted that it is necessary to focus on controlling inflation according to the set target, ensuring the value of the Vietnamese currency; ensuring harmony, rationality and efficiency between growth and inflation both in the short and long term; and maintaining reasonable, flexible and effective exchange rates and interest rates.

In particular, it is necessary to ensure that the gold and foreign currency markets operate stably and healthily, and strictly control risks; focus credit capital on production and business, growth drivers; build and maintain credit packages for priority sectors (such as social housing, strategic infrastructure development, and flood recovery); strictly control credit for sectors with potential risks (including real estate), and avoid risks to individual credit institutions and systemic risks.

Along with the drastic, timely and effective implementation of the Politburo's resolutions (resolutions No. 57, 59, 66, 68, 70, 71, 72), the Prime Minister directed the urgent completion and submission to the Politburo of new resolutions on the state economy, FDI and culture.

Another important task mentioned by the head of the Government is to effectively deploy and operate the 2-level local government model (note to review functions, tasks, apparatus, build job positions, arrange enough competent staff, connect information, data, processes, procedures, decentralization, delegation of authority...).

The Prime Minister also requested ministries, branches and localities to focus on preventing and overcoming the consequences of storms and floods.

It is necessary to pay attention to organizing the search for missing people; promptly rescuing the injured; quickly supporting people to repair damaged houses, support temporary accommodation; restore essential infrastructure; fully compile statistics on the damage situation; support funding, agricultural materials, plant varieties, disinfectants, medicines, equipment, and medical instruments for affected localities...

" Focus on developing culture and society, ensuring social security, and improving people's lives. Increase revenue and save expenses to have funds to propose to competent authorities to decide on increasing salaries, allowances, and subsidies from the beginning of 2026. Focus on starting construction of nearly 100 boarding and semi-boarding schools in border communes on November 9. Reclaim clean land, assign projects to order the construction of social housing ," the Prime Minister stated.

The Prime Minister requested to strengthen and improve the effectiveness of information and communication, especially policy communication, replicate good models, good practices, and advanced examples, contributing to creating social consensus, with the spirit of "using positivity to push back negativity, using beauty to eliminate ugliness"; "unity creates strength, cooperation creates resources, exchange and dialogue create trust".

Urgent purchase of 2 radiotherapy machines for Can Tho Oncology Hospital

Directing a number of specific tasks and solutions for ministries, branches and localities, the Prime Minister assigned the Ministry of Finance to urgently complete and submit to the Government a Decree on the pilot mechanism for developing a circular economy; the project "National Single Window Investment Portal"; prepare capital for the Lao Cai - Hanoi - Hai Phong railway... Coastal localities resolutely implement measures to remove the IUU yellow card.

In particular, the Prime Minister requested Can Tho City to urgently purchase two radiotherapy machines to serve patients at Can Tho Oncology Hospital.

This work has been implemented slowly even though the Prime Minister has inspected, given direct instructions and issued a number of documents, and problems have been resolved, including capital sources, while this is a very urgent issue that directly affects the health and lives of patients.

From this specific incident, the Prime Minister once again emphasized the need for localities in general to be proactive and active in implementing work, avoiding waiting for and relying on the Central Government, following the spirit of "3 yes, 2 no": beneficial to the country, beneficial to the people, beneficial to businesses; no personal motives, corruption, negativity and no loss or waste of State assets, people, and country resources.
