Technology is increasingly playing an important role in social life.
The meeting assessed that in recent times, the leadership, direction and operation of science and technology development, innovation, digital transformation and Project 06 continued to be vigorously deployed, organized and implemented synchronously with high determination from the Central to the grassroots levels in the spirit of "unity - synchronization - smoothness - comprehensiveness - efficiency".
In particular, to concretize the content of Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation, the Government and the Prime Minister have directed strongly, closely, and continuously with 19 telegrams, 9 directives, along with many directive documents and 24 concluding notices issued; organized many meetings to review, urge, and remove difficulties and obstacles, especially institutions, infrastructure, human resources, and operation of the 2-level local government model.
Institutions, mechanisms, and policies on science, technology, innovation, digital transformation, administrative reform, and Project 06 continue to be focused on completion, with the submission to the National Assembly for approval of 19 draft laws and 7 resolutions related to science, technology, innovation, and digital transformation; 4 laws on apparatus organization and civil servants; 1 resolution on handling a number of issues related to apparatus organization arrangement.
Many important products were implemented; of which, 3 strategic products were selected: AI platform, 5G network, Blockchain; Launching the Science, Technology, Innovation, Digital Transformation Initiative Portal; Launching the Science and Technology Exchange; Announcing the establishment of 3 Innovation Networks: Quantum, Cyber Security and Aviation, Space, Unmanned Aerial Vehicles.
Digital infrastructure is focused on investment and development. By August 2025, Vietnam will be in the world's top 10 in terms of Internet speed; the population coverage rate for 5G will reach 26%; the first National Data Center will be inaugurated; a 3,900 km long land-based fiber optic cable line connecting to 5 countries will be exploited.
The digital technology industry continues to affirm its pivotal role. Accordingly, in the first 8 months of 2025, revenue reached more than 3.2 million billion VND, an increase of over 28%, hardware and electronics exports reached 111.4 billion USD, contributing increasingly to economic growth, striving to reach nearly 170 billion USD and more than 12% of the national GDP in 2025.
Notably, the development of digital government has been promoted; Project 06 has brought practical results to people and businesses, strengthened social management and served socio-economic development; effectively deployed and operated two-level local government; Online public services have been increasingly improved, gradually shifting from passive to proactive service to people and businesses based on data.
Digital society and digital citizens are of interest. Many utilities serving economic and social development have been effectively and widely deployed, with the construction of 15 platforms and applications on databases, 18 platforms and utilities from Project 06; 61 utilities from data serving socio-economic development and social management. The "Digital Education for All" platform has trained 203,000 students, reducing training costs by 80%; 373 medical examination and treatment facilities participated in the pilot with more than 2.5 million electronic medical records.
Administrative reform has been vigorously implemented and achieved many clear results, especially in streamlining the organizational apparatus, arranging administrative units, reforming civil servants and reforming administrative procedures. The regime and policies for cadres and civil servants have many new breakthroughs, especially in attracting high-quality human resources, selecting general engineers, and supporting human resources in digital transformation.
Administrative procedures continued to be reviewed and strongly reformed, including the reduction and simplification of more than 800 administrative procedures and 222 business conditions. Provincial and commune-level public administrative service centers in provinces and cities have basically operated smoothly and stably according to the 2-level local government model.
At the meeting, leaders of ministries, branches and localities also reported and introduced the results of science and technology development, innovation, digital transformation and Project 06 in ministries, branches and localities. In particular, they introduced and proposed plans for connecting and sharing data in resolving online social assistance policies and resolving provincial-level administrative procedures; solutions for protecting information and confidentiality of state agencies; difficulties and obstacles in implementing digital transformation to serve two-level governments and in implementing online public services.
Ministries and branches also answered a number of opinions, difficulties and shortcomings in the development of science, technology, innovation, digital transformation and Project 06 such as: Building a database; funding arrangement issues; information network security; policies to attract high-quality human resources...
Concluding the meeting, Prime Minister Pham Minh Chinh respectfully thanked the leadership and direction of the Party and State leaders, General Secretary To Lam; acknowledged and commended the efforts, endeavors and achievements of ministries, branches and localities; the drastic direction of the Steering Committee members; the consensus, support and active participation of people and businesses, and important contributions to the development of science, technology, innovation, digital transformation and Project 06, contributing to the overall results of the country's socio-economic development.
However, the Prime Minister frankly pointed out that many tasks in the Programs, Plans and Projects are still behind schedule and have not had clear changes; institutions, mechanisms and policies to promote science, technology, innovation and digital transformation have not kept up with practical requirements; detailed guidance documents are still slow to be issued; digital infrastructure development is not commensurate with the potential and economic growth rate; funding allocation for science, technology, innovation, digital transformation and Project 06 is still low and untimely.
The Prime Minister also said that human resources at the grassroots level are still lacking and weak; high-quality human resources, especially in the fields of artificial intelligence, big data, and cyber security, are still in great shortage; policies to attract good experts at home and abroad have not yet met the demand; information security and cyber security have risks of information leakage and system insecurity; online fraud, illegal access and appropriation of data are still complicated.
Complete tools for measuring, tracking, and evaluating results
Pointing out the causes of the existing problems and limitations; directing the implementation of tasks and solutions in the coming time, Prime Minister Pham Minh Chinh emphasized that the motto of action is to "accelerate, break through; be proactive and effective; be timely and synchronized; be connected; have safe information; and be enjoyed by the people".
The Prime Minister pointed out the goal that "unfinished tasks must be focused on completing; completed tasks must be reviewed, completed, and quality and efficiency must be improved; 80% of administrative procedures must be resolved in the digital environment by 2025; and the government at all three levels from the central to provincial, city, commune, ward, and special economic zone must be operated smoothly, synchronously, and effectively."
Regarding specific tasks, Prime Minister Pham Minh Chinh requested all ministries, branches and localities to focus on completing the database of their ministries, branches, localities and units by 2025, ensuring it is correct, sufficient, clean, alive, smooth and connected from the central to local levels.
Relevant ministries and branches complete the legal system related to science and technology development, innovation, digital transformation and Project 06, ensuring transparency, creating development, serving the people, including submitting 8 laws to the National Assembly and building and promulgating Decrees to implement the promulgated laws.
Along with that, complete the infrastructure, modern, shared, especially in communes, wards, and special zones; arrange enough human resources for digital transformation, promote the movement of "popular digital education", by going to every alley, knocking on every door, checking every person to convert digitally for the people; ensure information security, safety, and databases anytime, anywhere, for everyone; complete the tools to measure, monitor, and evaluate the results of ministries, branches, and localities in real time in September 2025...
Emphasizing the need to be resolute in direction and management, the Prime Minister requested to effectively promote the role of the Working Groups assisting the Steering Committee; step up the review, construction and improvement of institutions; continue to promote and develop science, technology, innovation; promote national digital transformation and develop the digital economy.
The Prime Minister requested Vietnam Electricity to develop a plan to supply electricity to 117 villages without electricity, striving to complete it by November 2025. The Ministry of Public Security shall operate and effectively exploit the National Data Center; advise the Government to urge ministries and branches to deploy national and specialized databases; promote the development of the VneID application to become a super application to develop digital citizens, digital society, manage social order and socio-economic development.
The Ministry of Construction presides over and coordinates with the Ministry of Science and Technology and cities to urgently approve the Smart City Project. The Ministry of Agriculture and Environment completes the industry database, especially the land database; the Ministry of Construction builds a real estate trading floor.
In directing the strengthening of network information security and safety, the Prime Minister assigned the Ministry of Public Security to preside over and coordinate with ministries and branches to build a national network security monitoring and management center; strictly handle cases of data leakage, system insecurity due to subjectivity and lack of responsibility.
The Head of Government requested ministries, branches and localities to focus on revising and supplementing 466 legal documents to ensure the reduction of administrative procedures and the simplification of administrative procedures with 2,051 administrative procedures and 2,041 business conditions in accordance with the plan and roadmap approved by the Prime Minister.
Noting the need to ensure funding and human resources for science and technology development, innovation, and digital transformation, Prime Minister Pham Minh Chinh pointed out that the Ministry of Home Affairs should soon complete regulations on job positions for civil servants and public employees, submit them to competent authorities, and adjust salaries and allowances for cadres, civil servants, public employees, and armed forces after the reorganization of the apparatus and organization of two-level local governments.
The Prime Minister assigned the Ministry of Finance to allocate sufficient State budget according to proposals from ministries, branches and localities, prioritizing capital for key projects. The State Bank of Vietnam and joint stock commercial banks will effectively and appropriately implement the VND500 trillion credit package with low interest rates to promote investment in science, technology, innovation, digital transformation and strategic infrastructure.
With the belief that “Nothing is difficult; Only fear of not being steadfast; Digging mountains and filling seas; Determination will make it happen”, the Prime Minister believes that the development of science, technology, innovation, national digital transformation, administrative reform and Project 06 will continue to have strong, comprehensive and sustainable changes, contributing significantly to promoting socio-economic development, constantly improving the prosperous and happy life of the people, building a strong and prosperous Vietnam.
