Faced with the requirements of developing and modernizing the Army, in the spirit of thoroughly implementing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 3488-NQ/QUTW dated January 29, 2025 of the Central Military Commission on breakthroughs in science and technology development, innovation and digital transformation in the Army, the Institute of Military Science and Technology determined that it is necessary to focus on researching and strongly developing strategic technologies and core technologies to master the design and manufacture of weapons and technical equipment of strategic significance.

In the recent period, the Institute has received attention from the Ministry of National Defense for investing in a number of laboratories and projects to strengthen its research potential, basically supporting the research, testing and experimentation of weapons and technical equipment products in the Institute's key and regular tasks; supporting the tasks of producing supplies to ensure the Army's existing weapons and technical equipment.

However, the above mentioned laboratories and enhancement projects have not yet ensured the research and development of new materials for the research and testing of strategic products, as well as dynamic and mechatronic experiments. Therefore, the Military Science and Technology Institute has developed a plan and proposed the Ministry of National Defense to invest in the construction of two projects: "Investment in the construction of a new materials laboratory" and "Investment in the construction of a dynamic and mechatronics laboratory".

Investing in modern equipment and synchronous systems for the two projects will help the Military Science and Technology Institute master technology in researching and developing strategic technologies and core technologies, directly serving the process of mastering the design and manufacture of weapons and technical equipment of strategic significance, maximizing savings on the cost of importing weapons and technical equipment for defense purposes. At the same time, it will actively contribute to the cause of industrialization and modernization of the country, developing high-quality human resources in the context of globalization and the knowledge economy.

After listening to the report of the Military Science and Technology Institute, the comments of relevant agencies and units, and concluding the conference, Senior Lieutenant General Le Huy Vinh requested the Military Science and Technology Institute to absorb the opinions of the functional agencies, closely follow the tasks, correctly identify the goals and requirements, to build an investment plan in the right direction, with high feasibility, not overlapping with the projects that have been deployed, effectively serving the task of strategic technology research.

It is necessary to carefully consider the standards of a specific laboratory, continue to research and consult domestic and international laboratories to build a scale and investment plan to purchase modern, synchronous, economical, effective equipment, suitable for the unit's existing high-quality, multidisciplinary human resources.

Senior Lieutenant General Le Huy Vinh also requested relevant agencies and units to coordinate and guide the Military Science and Technology Institute to carry out processes and procedures to complete the project, ensure progress, and strictly comply with regulations of the State and the Ministry of National Defense.
