Provincial People's Committee leaders work with the Department of Agriculture and Environment

On the afternoon of November 10, 2025, the working delegation of the Provincial People's Committee had a working session with the Department of Agriculture and Environment on the implementation of state management tasks on: Agriculture, forestry, fisheries, irrigation, new rural construction, poverty reduction in the first 10 months of 2025 and tasks and solutions for the last months of 2025. Attending the working delegation were the following Departments: Office of the Provincial People's Committee, Home Affairs, Finance, Industry and Trade, Construction, Provincial Inspectorate, Ethnicity and Religion. Comrade Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee chaired the meeting.

Comrade Nguyen Huu Chien, Director of the Department of Agriculture and Environment, reported to the working delegation of the Provincial People's Committee on the implementation of tasks in the first 10 months of 2025.

In the first 10 months of 2025, the Department of Agriculture and Environment has proactively advised and directed the implementation of the agricultural and environmental planning targets for 2025. In addition, implementing Resolution 18-NQ/TW, dated October 25, 2025, the 6th Central Conference of the 12th term on "some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently", the work of reorganizing the apparatus and staffing after the merger has ensured the streamlining of the apparatus, reducing the number of focal points and intermediary units, and there is no overlap in functions and tasks.

The program of restructuring the agricultural sector and building new rural areas has been actively directed and organized for production in the province since the beginning of the year by all levels and sectors. The progress of agricultural production has basically met the set plan, and valuable crops have continued to be developed and expanded in area. The results of the implementation of support for the construction of 5 new agricultural value chains; coordination in propaganda and guidance for the establishment of 13 new cooperatives operating in the field of agriculture and forestry; 34 OCOP products have been recognized, reaching 170% of the plan, and a total of 163 OCOP products are still valid according to regulations . The management, protection and development of forest resources have been effectively implemented, including 10,500 hectares of new forests, reaching nearly 120% of the plan; 4.6 million scattered trees have been planted, reaching over 200% of the plan. After implementing the arrangement and reorganization of administrative units and building a 2-level local government organization model, localities and units have been guided to implement a number of contents of the National Target Program on New Rural Construction . It is expected that by the end of 2025, the poverty rate in the province will decrease by 2%, from 3.36% to 1.36%...

After the reorganization of administrative units, some specialized management units ( Animal Husbandry and Veterinary Medicine, Crop Production and Plant Protection, Irrigation, Rural Development, Quality Management of Agricultural, Forestry and Fishery Products ) were converted into specialized departments of the Department, facing many difficulties in handling administrative procedures and managing some specialized activities. Along with that, some extreme natural disasters such as prolonged drought in the early spring, storms and floods (No. 10, No. 11) and livestock diseases (ASF in pigs) have greatly affected production results.

Representatives of units under the Department presented some difficulties in professional activities.

Representatives of a number of departments and branches spoke to contribute ideas to remove difficulties in the operations of the agricultural and environmental sectors.

Concluding the working session, Mr. Tran Thanh Nhan, Vice Chairman of the Provincial People's Committee, acknowledged the results achieved by the agricultural and environmental sectors in recent times.

Regarding the tasks in the coming time, he requested the agricultural and environmental sectors to closely follow the Resolution of the 18th Provincial Party Congress to build an action program with clear targets, assign specific responsibilities and implementation progress; focus on doing a good job of advising the sectors in charge, further promoting the role of the sector in orienting agricultural and forestry development, including solutions to improve and restore the quality of high-value trees such as Star Anise, Black Stone, Mandarin...; do a good job of forest management and protection; develop clean and organic livestock; focus on synchronously implementing solutions to increase product quality and value; pay attention to transferring science and technology; organize trade promotion activities for key products and agricultural specialties of the province; build value chains linking product consumption; Strengthening and improving the effectiveness of State management of the industry, reviewing mechanisms and policies for sustainable agricultural and rural development./.
