In his opening remarks, General Phan Van Giang, Minister of National Defense, stated that the birth, development, maturation, combat, and victories of the Vietnam People's Army have always been closely linked to the patriotic emulation movement, which was concretized through emulation movements during the resistance wars and the period of national construction and defense.

Over the past five years, amidst a rapidly changing, complex, and unpredictable global and regional situation, our country has continued to achieve many great accomplishments. The Party and State have paid close attention to building a revolutionary, regular, elite, and modern army.

"The emulation movement for decisive victory has always been closely and comprehensively led and directed by the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels throughout the army, becoming a revolutionary action movement of officers and soldiers throughout the army and militia nationwide; it takes place continuously, develops both in breadth and depth, achieves great results, and truly serves as a driving force to encourage and motivate collectives and individuals...", General Phan Văn Giang remarked.
