Today, I and other Party and State leaders are very pleased to attend the first Congress of the Party Committees of the Central Party Agencies for the 2025-2030 term. This is a political event of special significance, marking a new step of development for the Party Committees of the Central Party Agencies - a party organization with a very important position in the political system. This is also one of 27 Party Committees directly under the Central Party Committee to hold the first Congress - a Congress of important significance, determining the goals, directions, tasks, and laying the foundation for the work of the Party Committees of the Central Party Agencies in the 2025-2030 period.
On behalf of the Politburo and the Secretariat, I would like to send my best wishes to the leaders, former leaders of the Party and State, and distinguished delegates attending the Congress. I wish the official delegates - the selected, outstanding Party members representing the entire Party - good health and happiness; and to successfully fulfill their duties and responsibilities as Party members at the Congress. I wish the Congress great success.

The Politburo and the Secretariat acknowledged and highly appreciated the Party Committees of the Central Party agencies for directing the preparation work for the Congress very actively and urgently, ensuring quality and progress in accordance with Directive 45 of the Politburo.
In the newly established context, the subordinate Party Committees have just merged, consolidated, and streamlined their organizational apparatus on a large scale; at the same time, within the Party Committee there are very specific and special institutions of the political system, including (the Party's strategic advisory body, judiciary, theory, training, newspapers, magazines, and publishing agencies), Party committees at all levels in the entire Party Committee have made efforts to prepare and organize well the Party Congresses at all levels, creating a vibrant emulation movement among cadres and Party members. Each congress is a practical political activity, practicing democracy, contributing to building a strong Party organization, agency, and unit.
Comrades have also devoted a lot of time, effort and intelligence to the work of drafting documents of the Party Congress (especially the Political Report and Action Program), and at the same time contributed many profound opinions, contributing to the completion of the draft documents of the 14th Party Congress. I express my high agreement with the basic contents of the Congress Documents and emphasize some additional contents for the Congress to study, discuss and organize implementation as follows:
Since the beginning of the 13th Party Congress, the domestic and international situation has had many complicated developments, with many new and unprecedented issues arising. It can be said that we are facing "many big waves and strong winds," sometimes making cadres and Party members worried and anxious. Our Party has clearly demonstrated its steadfastness, steering the country's ship through difficulties and challenges and continuously achieving new achievements. We are aiming to complete all the targets and tasks set by the 13th Party Congress, creating a foundation to bring the country into an era of strong and prosperous development.
Many major breakthrough policies and decisions have been and are being led and directed by the Party Central Committee, the Politburo, and the Secretariat, bringing about clear results, thereby affirming the leadership capacity, fighting strength, and prestige of the Party, receiving the support of cadres, party members, and the people, and highly appreciated by international public opinion.
It can be said that each policy, each document, each resolution issued by the Party has made an important contribution and a clear mark in the strategic advisory work of the Central Party agencies. Comrades have promoted the spirit of responsibility, solidarity, initiative, creativity, and made efforts to lead, coordinate leadership, and comprehensively complete assigned political tasks; have promptly, correctly, and creatively advised on many major policies and strategies; seriously and effectively organized the implementation of Resolutions and directives; promoted theoretical research and summarized practices; innovated the work of organizing cadres, inspection and supervision; resolutely fought against corruption and negativity; and done well in mass mobilization, religious affairs, and Party foreign affairs...
The results of the work in recent times have affirmed the important, core, exemplary, and pioneering role of the Party Committees of the Central Party agencies, contributing significantly to the innovation of the Party's leadership and governance methods; enhancing the prestige, position, and strength of the Party, and consolidating the people's trust in our regime, the State, and the Party.
On behalf of the Politburo, I warmly commend, congratulate and highly appreciate the results that the Party Committee has achieved in the past term.
In addition to the results achieved, I basically agree with some limitations that the Political Report of the comrades pointed out, such as: The work of forecasting, grasping the situation, summarizing practices, researching theories, and providing strategic advice is present, but at times and in some places it has not met the requirements, has not kept up with practice, and has not adequately answered some newly raised issues. The leadership capacity and fighting strength of some party organizations are not high; evaluation of cadres is still respectful; party activities in some party cells are still formal; regular supervision, self-inspection, and internal supervision are of limited quality; there are still a number of cadres, party members, including leading cadres, who have degraded in political ideology, ethics, and lifestyle and have been disciplined...
In the Political Report, comrades pointed out quite comprehensive and specific tasks and solutions to overcome the shortcomings and limitations that have been pointed out and the goals to complete the tasks. It is recommended that the Congress continue to discuss and analyze to clarify the causes, especially the subjective causes of the shortcomings and limitations, to supplement and perfect the solutions to overcome them in this term.
Dear comrades!
During this term, the world, regional and domestic situation is forecast to continue to have many rapid, complex and unpredictable changes; advantages, difficulties and challenges intertwined. We are facing a turning point, a historic opportunity to develop the country rapidly and sustainably, realizing the goal of becoming a developing country with an upper middle income by 2030, and a developed country with a high income by 2045. To achieve that great aspiration, more than ever our Party must improve its leadership capacity, governing capacity, policy-making capacity, and organizational implementation capacity. The historical lessons of the Vietnamese revolution and the results of the past term once again affirm the truth that "the Party's correct leadership is the decisive factor for all victories of the Vietnamese revolution." Therefore, the role and responsibility of the Party in the coming time is very great - the people place their trust and expectations in the Party - requiring the Party to constantly innovate, improve and improve itself to meet the very high requirements and demands of the new situation.
The Central Party agencies are the "strategic staff," directly serving the Central Committee, the Politburo, and the Secretariat in formulating the Party's major guidelines and policies; in directing and organizing implementation; in inspecting, supervising, summarizing practices, and developing theories. The quality of the activities of the Central Party agencies is decisive to the leadership capacity, governing capacity, and fighting strength of the entire Party. Therefore, each cadre and Party member here needs to be deeply aware that he or she is shouldering a great responsibility before the Party, the State, and the People.
I propose that the Congress should continue to discuss and deeply evaluate the requirements and tasks in the new situation; the important roles and positions of Party committees, Party organizations and each cadre and Party member in the Party Committees of the Central Party agencies, thereby supplementing and perfecting the policies, tasks and breakthrough solutions in the coming time. In particular, I propose to study, thoroughly grasp and implement 03 requirements and 04 key work orientations as follows:
About 3 requests:
Firstly, it is necessary to ensure the Party spirit, combativeness, and vanguard spirit in all aspects of work. Party organizations and Party members in the Party Committees of the Central Party agencies must be exemplary, steadfast, and pioneering forces in all areas of work, ensuring the Party's leadership in all aspects of social life. The Party Committee must be truly clean, strong, and exemplary - setting an example for Party organizations in the political system to follow.
Second, strengthen coordination and close cooperation. Party committees and agencies must establish a mechanism for interconnected and synchronous coordination between agencies, forming a unified block, a "strategic general staff" closely linking: Staff-organization-inspection-internal affairs-policy, strategy-propaganda, mass mobilization-theory, propaganda... All for a common goal, to best serve the leadership and direction of the Party Central Committee.
Third, closely connect with the people. All advisory work and proposals must come from reality, from the aspirations and legitimate interests of the people, strengthening the trust and flesh-and-blood relationship between the Party, the State and the people, so that the people are truly the roots and solid foundation of the Party, in accordance with Uncle Ho's teaching: "Apart from the interests of the Fatherland and the people, our Party has no other interests."
Regarding the four key work orientations, the Party Committee needs to lead, coordinate leadership and direction:
(1) Focus on improving the level and quality of strategic advisory work. Must be one step ahead in grasping the situation, forecasting trends, proposing strategic solutions, meeting the increasingly high requirements of the leadership and direction of the Party Central Committee in the new situation. Promote theoretical research, summarize practices, linked with policy orientation; continue to clarify major theoretical issues on socialism and the path to socialism in Vietnam; promptly summarize new experiences from practice, supplement and develop the Party's platform, guidelines and resolutions. In the immediate future, focus on researching, advising, perfecting and implementing core issues decided by the 14th Party Congress, ensuring effective implementation of the country's three major goals: maintaining stability - rapid and sustainable development - improving people's lives.
(2) Strongly innovate leadership, management and operation methods. Party committees at all levels in the Party Committee need to continue to strongly innovate the content of leadership methods, working style, promote democracy, exemplary responsibility, and practice what they preach. Improve organizational capacity, turn Party policies and resolutions into practical actions and concrete results. Strengthen digital transformation, promote administrative reform within the Party, ensure modern Party governance, and take quality and work efficiency as the leading measure to evaluate Party organizations and Party members.
(3) Building a truly clean, strong, exemplary Party organization, taking the lead in Party building work. It is necessary to pay special attention to preserving and promoting solidarity and unity within the Party organization, and more broadly, solidarity and unity within the Party to serve as the core to maintain solidarity and unity in the entire political system and the entire society. Strictly implement the principles of Party organization and activities; promote democracy along with maintaining Party discipline and State discipline; innovate and improve the quality of Party cell activities. Focus on strictly maintaining discipline and order, strengthening deterrence and preventing violations; change the Party's inspection and supervision method from "passive" to "proactive," ensuring that there are no "dark areas" or "gaps" that inspection and supervision work cannot reach. Party agencies must set an example in leading the way in preventing and combating corruption, negativity, group interests, bureaucracy, and distance from the people; must keep the Party apparatus truly clean, streamlined, effective and efficient.
(4) Pay special attention to improving the quality of the staff. This is the "key of the key" issue in the work of Party building, I would like to separate it to emphasize to you comrades. It is necessary to focus on advising on innovating the content of the work of evaluating, selecting and using staff appropriately, thereby advising on building a staff - especially Party committee staff, leaders, managers, strategic staff of the Party and the political system to meet the requirements of the tasks in the new era - the era of prosperous development of the country.
Pay special attention to building the cadre team of the Central Party agencies, commensurate with the responsibilities of each agency and unit. Each cadre and party member in the Party Committee of the Central Party agencies must thoroughly understand and deeply perceive their role and responsibility. They must clearly see the honor of working in the Party's strategic advisory agencies, and at the same time must see the very heavy responsibility; from there, constantly train a strong political will, maintain pure moral qualities, constantly study, improve qualifications and working capacity; uphold discipline, order, be exemplary in words and actions; always have innovative and creative thinking, not conservative, stagnant; dare to think, dare to do, dare to take responsibility, put the interests of the Party, the State, and the People above all, first. The Party Committee and affiliated party organizations need to research and advise on mechanisms and policies to attract talents and good cadres; mechanisms and policies to encourage and motivate cadres to work with peace of mind, wholeheartedly, and make long-term contributions to the Party and the country.

With the proud achievements that the Party Committees of the Central Party agencies have achieved in the past time, with the spirit of solidarity, intelligence, innovation and aspiration for dedication, we firmly believe that the Party Committees of the Central Party agencies will continue to develop strongly, excellently fulfill assigned political tasks, affirm the role of the Party's "strategic staff", contribute importantly with the entire Party, the entire people and the entire army to bring the country firmly into the new era of national development, and complete the goals set by the Party Congress.
