The arrangement and reorganization of public service units in the field of culture, sports and tourism at the local level when implementing the 2-level local government organization model must ensure the principle of not affecting the quality and efficiency of providing basic and essential public service in the fields under the state management of the culture, sports and tourism sector at the local level. For basic and essential public service units that serve the people and directly solve community issues, the study should assign the commune level to manage them to ensure that each new commune-level administrative unit can establish 1 public service unit to provide basic and essential public service units in the commune.
For the system of cultural and sports institutions
Review existing provincial cultural centers, training and sports competition centers, ensuring the following factors: Planned in central areas, convenient for organizing activities; architecture suitable to local cultural identity; construction scale, technical facilities, equipment, functional rooms are synchronous, fully functional, well-suited to performing the functions and tasks of cultural and sports institutions... to serve as the official cultural center, training and sports competition center of the new province after the arrangement. The remaining cultural centers, training and sports competition centers are satellite facilities.
Provincial cultural centers, sports training and competition centers are public service units under the Department of Culture, Sports and Tourism , Department of Culture and Sports. The functions, tasks, powers and organizational structure of the units are implemented according to the instructions on functions, tasks, powers and organizational structure of public service units in the sector and field issued by the Minister of Culture, Sports and Tourism.
Cultural Centers or Cultural - Sports Centers or other centers at the district level currently having cultural and sports activities are transferred to the commune level for management (where the headquarters of these units are located), performing the function of providing cultural and sports career services in the commune, inter-commune areas and basic and essential public career services in the commune; ensuring conditions for organizing cultural and artistic activities, mobile propaganda, exhibitions, visual agitation, clubs, hobby groups, physical education, sports, entertainment activities.
For new commune-level administrative units without previous district-level cultural and sports institutions in the area, the following shall be implemented:
Priority is given to selecting 01 existing commune-level cultural and sports institution that meets the prescribed standards and is sufficient to serve the cultural and sports activities of the new commune as an official cultural and sports institution; organizing renovation to maintain and exploit it to serve cultural and sports activities and provide public services for the new commune. Cultural and sports institutions in old communes are satellite facilities.
In case the current commune-level cultural and sports institutions do not meet standards: Research in the direction of the current commune-level cultural and sports institutions that are centrally located, convenient, and have surplus land to upgrade, renovate or build new ones that meet standards according to regulations to select 01 official cultural and sports institution of the new commune level.
For public library systems
Review existing provincial public libraries to ensure that they meet the requirements on location, area, scale, structure, and functions of functional rooms according to regulations on conditions for establishing provincial public libraries in Article 11 of Decree No. 93/2020/ND-CP dated August 18, 2020 of the Government detailing a number of articles of the Law on Libraries to serve as official public libraries of the new provincial level after the arrangement.
Based on the reality of each locality in terms of scale, area, terrain characteristics, population in the area, the difference in library infrastructure between merged provinces, the locality arranges branch libraries/satellite facilities of provincial public libraries to serve people in central political, cultural, socio-economic areas.
Provincial public libraries are public service units under the Department of Culture, Sports and Tourism or the Department of Culture and Sports. The functions, tasks, powers and organizational structure of the units are implemented according to the instructions on functions, tasks, powers and organizational structure of public service units in the sector and field issued by the Minister of Culture, Sports and Tourism.
Public libraries operating independently at the district level are now transferred to the commune level for management (where the headquarters of these units are located) to organize library activities, develop a reading culture in the community and serve people in lifelong learning.
Public libraries are not independent units at the district level at present (libraries are part of other institutions: Cultural Center, Cultural, Information and Sports Center, Cultural, Radio and Television Center, etc.): Commune-level public libraries are assigned to take over the functions, tasks, facilities and information resources of district-level libraries located in the area.
Existing communal public libraries shall review and arrange according to the principle of ensuring the conditions of facilities, areas for preservation and management of information resources, library facilities, and spaces serving local people to meet the conditions for operation according to the new scale and fully perform the functions, tasks and powers prescribed in Clause 3 and Clause 4, Article 11 of the Law on Libraries to ensure the right to access information, use libraries and enjoy library products and services to serve the lifelong learning needs of local people without interruption due to the arrangement of administrative units.
Review, consolidate, arrange and organize existing grassroots bookcases in the area (law bookcases, commune and ward bookcases, reading rooms, reading spaces, etc.), rotate information resources to promote the role and support the community library system and non-public libraries in the area so that these models become satellite facilities contributing to building a reading environment, developing a reading culture to meet the needs of entertainment, research, study, and improve the spiritual life of people directly at the grassroots level.
For Monument Management Boards/Centers
For the Management Board/Center of relics recognized by UNESCO as world heritage under the People's Committee at district level, it will be transferred to the Department of Culture, Sports and Tourism or the Department of Culture and Sports for direct management.
The reorganization of these relic management boards/centers under the provincial People's Committees shall be carried out in accordance with the provisions of the Law on Cultural Heritage, the Decree detailing a number of articles and measures for organizing and guiding the implementation of the Law and the Government's regulations on the establishment, reorganization and dissolution of public service units.
For the Management Board/Center of relics ranked as special national relics, national relics, provincial relics, relics in the Inventory List of relics (if any), depending on the type, value, scale, management requirements, protection and promotion of the value of the relic, the Chairman of the Provincial People's Committee shall choose 01 of the following rearrangement and reorganization options:
Establish 01 Management Board/Center for all special national relics, national relics, provincial relics, relics in the Inventory List of relics (if any) in the area and assign the Department of Culture, Sports and Tourism or the Department of Culture and Sports to directly manage;
Arrange into many Management Boards/Centers for each level of special national relics, national relics, provincial relics, relics in the Inventory List of relics (if any); the assignment of relic management level is decided by the Chairman of the Provincial People's Committee;
Maintain the current relic management boards/centers managed by the district level and transfer them to the new commune level for management (where the relics are located).
For newspapers and magazines
Provinces and centrally-run cities have press agencies and magazine agencies that are public service units, directly under: Provincial/Municipal Party Committees, provincial/municipal Literature and Arts Associations. Particularly, Hanoi and Ho Chi Minh City have additional press agencies directly under the City People's Committees.
For press agencies under provincial/municipal Party Committees, follow the direction of the Central Propaganda and Mass Mobilization Commission in Official Dispatch No. 34-CV/BTGDVTW dated February 17, 2025 and Official Dispatch No. 196-CV/BTGDVTW dated March 7, 2025, specifically: Party press agencies and radio and television stations merge into press agencies under provincial/municipal Party Committees.
The press sector in Hanoi and Ho Chi Minh City shall make arrangements in line with the Party's viewpoints and policies, the State's laws on the press, the Capital Law 2024, Resolution 98/2023/QH15 dated June 24, 2023 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City and the practical situation of press activities in Hanoi and Ho Chi Minh City, promptly research and develop arrangements and appropriate press agency models to submit to competent authorities for consideration, appraisal and approval. Local magazines shall be arranged according to the governing body.
For district-level Radio and Television facilities
Develop a project to merge independent district-level Radio and Television Stations into Cultural Centers or Cultural-Sports Centers or other current district-level centers with cultural and sports activities;
Cultural Centers or Cultural - Sports Centers, Cultural, Information and Sports Centers, Media and Cultural Centers or Centers with other names that currently operate radio and television broadcasting at the district level are now transferred to the commune level for management (where the headquarters of these units are located), performing the function of providing grassroots information services in the commune, inter-commune areas and basic and essential public services in the commune.
For other public service units in the fields of culture, sports and tourism (museums, performing arts, cinema, tourism, etc.)
Provincial People's Committees shall restructure or dissolve ineffective public service units, ensuring the improvement of the quality of providing basic and essential public service units associated with restructuring and reducing the number of civil servants receiving salaries from the state budget according to the requirements of Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Central Conference, 12th tenure, on continuing to innovate and manage, improve the quality and efficiency of public service units, in accordance with the planning of the network of public service units in the fields of culture, sports and tourism.
The Ministry of Culture, Sports and Tourism requests the People's Committees of provinces and centrally run cities to base on this guidance and local practical conditions to study and implement the arrangement and reorganization of public service units in the fields of culture, sports and tourism in the locality, ensuring the efficiency, effectiveness and efficiency of the units' operations after the arrangement and reorganization.
