50 provincial-level officials, civil servants and public employees were seconded to work at the commune level.

In order to increase the human resources with qualifications, capacity and experience to help the Party Committee and the communal government to effectively perform the functions and tasks of the communal level according to the model of organizing a two-level local government, on July 30, the Standing Committee of Lao Cai Provincial Party Committee issued Conclusion No. 41/KL-TU on the implementation of the plan to strengthen and second provincial-level cadres, civil servants and public employees to work at the communal level.

Accordingly, Lao Cai province will strengthen and second 50 provincial-level officials, civil servants and public employees to work in communes and wards in the province.

In particular, cadres, civil servants and public employees currently working at provincial-level departments, branches, sectors and public service units (currently holding leadership positions at the department level or planned to hold department level or higher) who are seconded to the grassroots level will hold leadership and management positions at communes and wards.

On the other hand, cadres, civil servants, and public employees currently working at provincial-level departments, branches, sectors, and public service units (not holding positions) who are seconded to do professional work in communes and wards are cadres, civil servants, and public employees who are assessed to have good moral qualities, professional qualifications, work experience and capacity; have good prospects and development trends in doing professional work in communes and wards. The minimum period is 3 years.

Along with that, the Provincial Party Standing Committee decided to establish 13 working groups, increase the number of cadres and civil servants to the grassroots level on secondment to guide and advise the commune level on professional and technical matters. The subjects are cadres, civil servants and public employees of departments, branches, sectors and public service units of the province (from deputy director and equivalent and below) with qualifications and deep understanding of professional and technical matters to guide and advise the commune level Party committees and authorities to operate the apparatus stably, effectively and promptly implement the tasks of the newly established commune level according to the 2-level local government organization model.

Each guidance and consulting working group has 4-6 people; in which 1 leader of the department level or equivalent is assigned as the team leader and representatives of fields such as: Party building organization; inspection; finance, planning; construction; land; agriculture , internal affairs, justice and information technology...

The Standing Committee of the Provincial Party Committee assigned agencies and units to issue decisions to strengthen and second cadres, civil servants and public employees under the management of agencies and units to communes and wards; Party Committees and People's Committees of communes and wards issue decisions to receive and assign tasks to cadres, civil servants and public employees who are strengthened and seconded to localities according to their correct job positions, to be completed before August 5, 2025.

Ministries and civil servants of Yen Bai Ward Public Administration Service Center handle administrative procedures for people and businesses.

Through the strengthening and secondment of provincial-level cadres, civil servants and public employees to work at the commune level, it contributes to improving the effectiveness and efficiency of the management and administration of the commune-level Party Committee and government, removing difficulties and obstacles in the early stages of establishment, promoting socio-economic development, ensuring security and national defense in the locality. At the same time, it creates conditions for cadres, civil servants and public employees of sectors and fields to be trained in practice to plan and train them to take on leadership and management positions in departments, sectors and the province.
