The people agree.
In the first six months of 2026, Ho Chi Minh City implemented 165 compensation, support, and resettlement projects with a total capital requirement of over 33,685 billion VND. Land clearance work at many key infrastructure projects achieved positive results, creating favorable conditions for accelerating project implementation.

In the communes of Hoc Mon, Xuan Thoi Son, and Ba Diem, in the last days of June, hundreds of households were busy dismantling their houses and relocating their belongings to hand over the land for the upgrading and renovation project of National Highway 22 (now Le Quang Dao Road). Despite having to leave their homes where they had lived for many years, many households still agreed because they hoped the project would be completed soon, reducing traffic congestion and creating conditions for local socio-economic development. Ms. Nguyen Thi Thuy Hang, a resident of Xuan Thoi Son commune, shared that her family still had many attachments to their old house but still handed over the land early, hoping the new road would make travel more convenient. Sharing the same sentiment, Mr. Nguyen Van Tuan hoped that after completion, the project would create a new look for the area.
The people's consensus was also evident in the project to dredge, improve the environment, and build infrastructure for the Xuyen Tam canal – one of the city's key projects. Specifically, the section passing through Gia Dinh ward affected 869 households, of which 606 required complete relocation. To date, 100% of the affected households in the ward have voluntarily handed over their land.
In Hiep Binh ward, the project to upgrade and expand National Highway 13 is underway, affecting 1,041 cases. To date, the local authorities have paid compensation to 704 cases, totaling nearly 4,894 billion VND; 329 cases have completed the procedures for depositing money into the bank. The City's Compensation and Land Clearance Board is finalizing procedures for the remaining 8 cases.
Removing bottlenecks in compensation
In practice, compensation and land clearance always significantly impact the progress of public investment projects. Therefore, shortening the land acquisition process is expected to accelerate land clearance, facilitate project implementation, and boost the disbursement of public investment funds.
At its recent 3rd session, the Ho Chi Minh City People's Council passed a resolution stipulating the procedures for conducting investigations, surveys, recording the current status, measuring, counting, statistically classifying the area of land to be acquired and assets attached to the acquired land; and determining the origin of land and assets attached to the land for the implementation of projects in the city. This is an important step to remove bottlenecks in compensation, support, and resettlement for development projects.
The resolution allows these tasks to be carried out immediately after the project is included in the list approved by the Ho Chi Minh City People's Council, instead of waiting until the land acquisition notice is issued as in the previous process. This early preparation helps state agencies proactively develop more comprehensive compensation, support, and resettlement plans; thereby shortening the time to complete the dossier after the land acquisition decision is issued, contributing to accelerating the progress of development projects.
The ward has also handed over the land of 241 cases, totaling nearly 24.85 hectares, to the investor; and simultaneously launched a 30-day campaign to encourage residents to hand over the land and prepare resettlement plans. Mr. Pham Van Hung, Vice Chairman of the People's Committee of Hiep Binh Ward, said: "According to the review, there are 250 cases expected to be resettled with land plots and 92 cases expected to be resettled with apartments."
Among the households that have handed over their land is the family of Mr. Nguyen Chau Khanh, residing on National Highway 13. His house has had the affected area demolished to make way for the project. Having lived in this area for many years, Mr. Khanh and his family decided to comply with the policy because they understand it is a necessary project for the city's development. "Witnessing the prolonged traffic jams every day, we always hope the city will soon implement the project so that traffic flows more smoothly," Mr. Khanh shared.
Shorten the process
In Thoi An ward, the local authorities are implementing steps to disburse over 2.1 trillion VND in compensation for the construction project of the Thoi An - Thanh Xuan inter-ward road (Route 2). The project affects 471 cases, including 137 cases requiring complete relocation. According to the leaders of the Thoi An Ward People's Committee, the ward considers compensation, support, and resettlement as a key task, striving to complete land clearance by September 2026. To ensure progress, the ward is implementing comprehensive steps, coordinating between units, publicly disclosing compensation policies, and strengthening communication and dialogue to create consensus.
Meanwhile, Binh Trung ward launched a 45-day emulation campaign to expedite the investigation, survey, measurement, inventory, and determination of land ownership for the Rach Chiec National Sports Complex project. The Project Management Board mobilized 55 officials, employees, and coordinating forces, divided into groups responsible for each task – from reviewing legal documents, measuring current status, inventorying assets to disseminating information and mobilizing people. Many working groups maintained work even in the evenings, on weekends, and holidays to meet the deadline.
Mr. Nghiem Duy Binh, Director of the Investment and Construction Project Management Board of Binh Trung Ward, said that the approach of "simultaneously surveying and completing the dossiers, proceeding to the next step as soon as conditions are met" has significantly shortened processing time. To date, the locality has completed issuing land acquisition notices, surveying, and counting for all 980 cases, achieving 100%. At the same time, the determination of the origin of houses and land has been basically completed; the draft compensation, support, and resettlement plan has been finalized to prepare for public consultation.
As one of the localities that completed land clearance early for the project to dredge, improve the environment, and build infrastructure along the Xuyen Tam canal, the leaders of Gia Dinh Ward People's Committee shared that the ward had established 9 working groups to directly disseminate information and engage in dialogue with each household to listen to and address any arising requests. In addition, the Ward People's Committee coordinated with relevant agencies to organize numerous meetings and direct interactions to educate and persuade households to comply with the policy of handing over the land.
Recently, during an inspection of the progress of the Xuyen Tam canal dredging, environmental improvement, and infrastructure construction project, the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, highly appreciated the decisive leadership and commended the spirit of initiative, action, and responsibility shown by the leaders of the four wards (Gia Dinh, Binh Thanh, Binh Loi Trung, and An Nhon) through which the project passes, in handing over 100% of the land to the investor. He also thanked the people for their unanimous support in handing over the land, enabling the construction unit to complete the project on schedule.
Previously, during working sessions on the disbursement of public investment funds, the Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, requested departments, agencies, and localities to focus on accelerating the progress of land clearance to implement projects, serving the lives of the people and the development requirements of the city.
