The National Highway 1A spatial axis project, linked with urban renovation and reconstruction, will be implemented under a public-private partnership (PPP) model, specifically a build-transfer (BT) contract. The road will extend from Ring Road 1 to the Cau Gie intersection, spanning approximately 36.3 km; the National Highway 1A will have a cross-section width of 90m. The preliminary total investment is estimated at approximately VND 161,994.157 billion.

The project meets the technical requirements according to current standards, completes the city's road transport network in accordance with the 100-year vision for the Capital City, rationally distributes traffic flow between ring roads and areas of the city, and meets future transportation needs between the city center and other urban areas and the southern part of the city.
On the other hand, the project also conveniently connects Hanoi with the southern provinces and coastal areas; contributing to urban beautification and reconstruction along National Highway 1A and promoting socio-economic development for the areas through which the project passes. Specifically, the project, spanning over 3.6km in Thuong Tin commune, affects 846 families and individuals.
Recognizing that it is one of the communes simultaneously facing the challenge of land acquisition and clearance for multiple key projects with a very large workload, the leaders of the Thuong Tin Commune People's Committee have decisively directed specialized agencies to coordinate with relevant departments and units to gradually hold meetings to inform residents about the project's implementation plan.
In addition, from May 25, 2026 to mid-June 2026, the People's Committee of the commune coordinated with the Land Surveying and Mapping Consulting Joint Stock Company and Vingroup Corporation to sign confirmations and proceed with the placement and handover of boundary markers in the field within the 36.05-hectare area for the project, with 106 representative boundary markers at various locations.
The placement and handover of 106 boundary markers representing the project's boundaries on the ground serves as a basis for specialized units and agencies to continue placing hundreds of detailed boundary markers for each residential area, enabling households and individuals along National Highway 1A in the area to access detailed information.

In recent days, the People's Committee of the commune has also held meetings with units involved in underground and aboveground infrastructure projects to agree on a plan for relocating the telecommunications network. Alongside these efforts, officials from the commune's task force and the villages are urgently reviewing and collecting documents through declarations and legal land records, as well as documents detailing structures on the land of families along the entire route.

According to Dang Van Thanh, Deputy Director of the Investment and Infrastructure Project Management Board of Thuong Tin commune, the process of collecting land documents from families revealed that all households agreed and highly supported the National Highway 1A Spatial Axis Project. Furthermore, the families were willing to relocate to new residences and hand over the land for the project's construction.

According to Hoang Duc Xuan, head of Pho Voi village, some families and individuals in the area wish for the government to arrange for them to be resettled in a location that is suitable to the local reality. In addition, they want the government to create the best possible conditions for the people, avoiding any disadvantages for them when relocating their homes to hand over the land for the project's construction.
On the other hand, people are particularly interested in policies on compensation, support for stabilizing livelihoods, job retraining and employment for households whose land is expropriated; resettlement plans; the timeframe for receiving resettlement land; the planned location of the resettlement area; and the progress of project implementation in the coming period.
Meanwhile, Khong Minh Son, the head of Pho Ga village, requested that relevant units promptly announce the specific schedule for land surveying, measurement, and compensation for land clearance so that residents can proactively gather information and prepare their belongings. He also hoped that the government would consider arranging convenient resettlement areas so that households could have stable housing and businesses.
According to Phan Thanh Tung, Chairman of the People's Committee of Thuong Tin commune, the National Highway 1A Spatial Axis Project, linked with urban renovation and reconstruction, is a particularly important project, playing the role of a backbone transportation axis connecting the center of Hanoi with satellite urban areas and southern provinces. Therefore, the People's Committee of the commune hopes for the people's consensus and cooperation in land clearance work.
The project not only serves the goal of upgrading transportation infrastructure but also aims to beautify the landscape, redevelop the urban area, improve the quality of life, create land for the development of services and commerce, and gradually form a civilized and modern urban appearance, promoting socio-economic development for the locality.
Therefore, the specialized departments of the commune, along with relevant units, should coordinate with villages and residential clusters to promptly organize public meetings to approve the policy and publicly announce the land clearance and acquisition plan for the project. The land clearance and acquisition process must ensure the highest level of protection of people's rights and interests in accordance with current laws and regulations.

“According to the plan, land clearance work must be completed by October 2026. Due to the large volume of work and the tight deadline, the commune has mobilized the entire political system to participate. The commune hopes for strong support and consensus from the people in land clearance and land acquisition, ensuring that the work is carried out according to the set deadline and schedule,” emphasized Phan Thanh Tung, Chairman of the People's Committee of Thuong Tin Commune.
