In his concluding remarks, emphasizing the enormous workload ahead, National Assembly Chairman Tran Thanh Man stated: "In preparation for streamlining the administrative apparatus in line with the policy of eliminating district levels and merging provinces, 60-70% of the more than 10,000 communes must also be merged. The Government must urgently prepare the necessary documents to submit to the National Assembly in a timely manner."

Previously, reorganizing about 1,000 communes and a number of districts required numerous meetings of the National Assembly Standing Committee. Therefore, this particular issue alone is expected to require the National Assembly to convene for approximately half a month, including overtime.
The Speaker of the National Assembly affirmed that the process of reorganizing administrative units has overcome initial difficulties.
The next phase will be even more challenging, and we need to continue the spirit of overcoming such difficulties to reorganize administrative levels and units in a way that eliminates the district level, merges provinces, and merges communes.
During the upcoming 9th session of the National Assembly, scheduled to open in early May and lasting the longest period (approximately 2 months), 11 laws will be passed, 16 laws will be discussed according to the program, and amendments to the Constitution and laws related to the Constitution will be made.
This is a huge workload, therefore, the Chairman of the National Assembly requested the Standing Committee of the Government to direct relevant agencies to prepare and thoroughly explain the issues in order to convince the National Assembly deputies.
Paying particular attention to the implementation of the policy on reorganizing provinces, he requested: "The Standing Committee of the National Assembly and the Government must adhere to conclusions 126, 127, and more recently 128 of the Politburo and the Secretariat to define and consider issues related to the reorganization of administrative units."
The Speaker of the National Assembly expressed confidence that, with the preparation of the Government and the National Assembly's agencies, the enormous volume of work would be presented to the National Assembly on schedule and in accordance with regulations, ensuring quality.

Earlier, in evaluating the 9th extraordinary session, National Assembly Chairman Tran Thanh Man recalled that in the key meeting immediately following the session, General Secretary To Lam concluded that the 9th extraordinary session was very successful, clearly demonstrating the spirit of innovation in building and perfecting institutions, serving the revolution of streamlining and reorganizing the apparatus, and removing difficulties and obstacles to promote development.
According to the Speaker of the National Assembly, reports usually only state "successful," but here they emphasize "very successful," showing a very high level of appreciation.

Speaking about the successful experience of this session, which lasted only 6.5 days but decided on a large volume of work, he noted a very important factor: the direct leadership from the Politburo, the Secretariat, the Central Committee, and especially from General Secretary To Lam personally.
"Thanks to that, projects that seemed impossible to succeed have become incredibly successful," the Speaker of the National Assembly said, emphasizing that anything done with determination and resolve will yield results.
In addition, the Speaker of the National Assembly repeatedly mentioned the excellent coordination between the Government and the National Assembly before, during, and after Tet, working around the clock, including Saturdays and Sundays.
"This is a collaborative effort that transcends individual interests. Government agencies and the National Assembly are working with a very high sense of responsibility. I've been here for four years, and I've never witnessed such unity, solidarity, and effort to produce a tangible result," he said.
Furthermore, the Speaker of the National Assembly highly appreciated the leaders of the National Assembly, the National Council, the Committees, the Government, and the relevant ministries involved in drafting laws and resolutions for their persistent efforts throughout the implementation process.
The Standing Committee of the National Assembly also works around the clock, regardless of the session. The committees responsible for drafting laws and resolutions, such as the Committee on Law and Justice, the Committee on Economy and Finance, the Committee on Science and Environment, etc., all work with great urgency.
"Some colleagues don't get home until 1 or 2 in the morning and then return to the office. During Tet, some colleagues only take two days off before going back to work," the Speaker of the National Assembly shared.
According to him, thanks to that determination, effort, and unity, important laws such as the Law on Government Organization (amended), the Law on Local Government Organization (amended), the Law on Promulgation of Legal Normative Documents (amended); resolutions on special and specific mechanisms for the development of Ninh Thuan nuclear power, resolutions on railways... were all passed with high consensus, thereby resolving difficulties, unlocking potential, and creating momentum for development.
According to the Speaker of the National Assembly, the important thing now is that after the law is passed, the Government must issue decrees and the ministries must issue circulars to guide its timely implementation.
"Businesses and citizens are awaiting specific guidelines for coordinated implementation," he said.
In a summary report on the results of the 9th extraordinary session, National Assembly Secretary General Le Quang Tung stated: After 6.5 working days (from February 12 to the morning of February 19) with a spirit of urgency, seriousness, democracy, and high responsibility, the 9th extraordinary session of the 15th National Assembly completed its entire agenda, considering and passing 4 laws and 12 resolutions to implement the reorganization of the state apparatus and decide on personnel matters within its authority.
Six resolutions were considered and adopted to promote the socio-economic development of the country and to establish specific, urgent, and necessary mechanisms and policies for a number of important projects and works.
