The Hanoi People's Committee is currently seeking public opinion on a draft resolution supporting the conversion of road transport vehicles from fossil fuels to clean energy sources.
One of the notable points is that from January 1, 2035, the City People's Committee plans to decide on the roadmap and scope of traffic restrictions for certain types of private vehicles.
Restrictions can be applied to certain routes, sections of roads, lanes, directions of travel, and during specific hours, depending on actual conditions. This is one of the solutions aimed at reducing emissions, improving environmental quality, and gradually promoting the transition to greener modes of transportation.
Proposing a green transition roadmap for commercial transport vehicles.
Besides the plan to restrict private vehicles from 2035, Hanoi also proposes a roadmap for transitioning to vehicles using fossil fuels, including gasoline and diesel, that are currently operating commercially in the city.
For motorcycles and mopeds used in commercial transportation, including vehicles using ride-hailing software platforms, the software provider must implement green transition according to the roadmap.
According to the draft, the percentage of vehicles using electric, clean, green, and environmentally friendly energy must reach 20% before January 1, 2027; 50% before January 1, 2028; and 100% before January 1, 2030.
For taxis and passenger cars with up to 8 seats (excluding the driver's seat), transportation businesses, including those using ride-hailing platforms, must also implement green transformation.
The proposed roadmap aims to achieve 50% of vehicles using clean, green, and environmentally friendly energy by January 1, 2028, and 100% by January 1, 2030.
Notably, according to the draft, from July 1, 2026, all replacement or new investments for the aforementioned vehicle groups must use clean, green, and environmentally friendly energy.
Announce the roadmap for restrictions at least 12 months in advance.
According to the draft, traffic management measures for road vehicles that emit pollutants in low-emission zones will be implemented in accordance with the City People's Council Resolution on low-emission zones in Hanoi.
For vehicles emitting pollutants outside of low-emission zones, traffic management will be implemented according to the roadmap and regulations of the Government .
The draft also states that, at least 12 months before the implementation of each phase of restrictions, the Hanoi People's Committee must publicly announce the specific scope and schedule of the restrictions, and provide alternative transportation options so that people can proactively adjust their travel.
