Aiming at exploiting the above potential, since 2021, Dien Bien Provincial Party Committee has issued Resolution No. 03-NQ/TU on developing Dien Bien tourism to 2025, with a vision to 2030, with the goal of building Dien Bien into an attractive tourist destination in the Northern Midlands and Mountains region by 2025, on the basis of effectively exploiting potentials and advantages associated with preserving and maintaining the cultural identity of ethnic groups, historical relics, protecting and improving the ecological environment, improving the material and spiritual life of the people, maintaining political security, social order and safety and national border sovereignty.
Implementing Resolution No. 03-NQ/TU, in recent years, Dien Bien has deployed many investment projects to develop tourism infrastructure; at the same time, creating favorable conditions for individuals and businesses to invest in the tourism sector, creating highlight projects and unique attractions for the province's tourism industry.
In particular, with the event of National Tourism Year 2024 "Glory of Dien Bien Phu - Endless Experiences" along with many cultural and experiential activities associated with the 70th anniversary of Dien Bien Phu Victory, since the beginning of the year, Dien Bien tours are becoming a highlight attracting domestic and foreign tourists. According to statistics from the Department of Culture, Sports and Tourism, from January 1, 2024 to May 7, 2024, Dien Bien province welcomed more than 1 million tourists. Of which, about 4.8 thousand international tourists. Total revenue from tourism activities reached nearly 1,900 billion VND. During the peak period from April 30 to May 7, Dien Bien province welcomed over 371,000 tourists; total revenue from tourism activities reached over 390 billion VND.

Sharing his feelings about his first visit to the historic land of Dien Bien, Mai Van Tam, a tourist from Hanoi, said: "On this occasion, my family was able to visit famous historical sites in Dien Bien such as the Dien Bien Phu Campaign Command Headquarters, De Castries Bunker, Dien Bien Phu Victory Monument, etc. In particular, the people of Dien Bien are very enthusiastic and hospitable; the homestays here are all guaranteed to be of high quality and fully meet the needs of tourists."
In fact, with the synchronous and comprehensive participation of all levels and sectors, Dien Bien tourism has been and is undergoing a strong transformation. The tourism infrastructure system has been invested in to basically meet the local tourism service capacity. Especially the transportation system in tourist areas and spots, creating favorable conditions for connecting and shortening the travel time of tourists, promoting the development of tourism in the province. The completion of the investment project to build and expand Dien Bien Airport has created a major breakthrough in connecting traffic with localities in the country and internationally.
In addition, the system of accommodation facilities, cultural services, entertainment, etc. is also being built and developed. The whole province currently has over 220 tourist accommodation facilities with nearly 3,000 rooms, about more than 5,300 beds... and 11 cultural tourism villages; 6 homestays, 14 entertainment and picnic spots with the capacity to serve 85,000 visitors at the same time; there are more than 120 restaurants with a scale of serving from 100 to 1,300 visitors at the same time. Investment promotion activities and promoting the image of Dien Bien tourism are also carried out regularly, with many diverse and suitable forms.
Thanks to that, in 2023, for the first time, Dien Bien tourism reached the milestone of welcoming 1 million visitors, an increase of nearly 25% over the same period in 2022; total revenue from tourism activities reached more than 1,700 billion VND, an increase of nearly 27% over the same period in 2022. Reaching the milestone of 1 million tourists has been creating a solid growth momentum for the tourism industry of Dien Bien province; at the same time, contributing positively to the overall growth of localities in the whole province. Tourism is also making an important contribution to the process of economic restructuring, job creation, increasing people's income and enhancing the position and image of Dien Bien on the national tourism map.
Promoting the achieved results, increasing investment in synchronous development of tourism infrastructure associated with preserving traditional cultural values, promoting tourism and diversifying typical tourism products will be the "key" for Dien Bien tourism to continue to transform strongly. Thereby, soon realizing the goal of building Dien Bien into an attractive tourist destination in the Northern midland and mountainous region by 2025; at the same time, making tourism a driving force for the socio-economic development of Dien Bien on the basis of both contributing to preserving and maintaining the cultural identity of ethnic minorities in the whole province, and directly increasing income, improving the material and spiritual life of local people.
