
Previously, each time people went through administrative procedures, they had to prepare many types of documents such as identity cards, birth certificates, land use right certificates, and other related documents. In many cases, the same information had to be declared multiple times at different agencies, causing wasted time and incurring costs for photocopying and travel. Now, with the promotion of document digitization and the development and connection of specialized databases, people no longer have to re-provide information that government agencies already have or can look up on the system.
Visiting the Public Administrative Service Center (PVHCC) in Cong Son commune in early June 2026, we observed the diligent and serious work atmosphere of the staff in receiving and processing administrative procedures. It was noticeable that most people coming to complete procedures no longer brought as many documents as before; instead, they only needed to present their citizen identification cards for staff to look up and verify information on the system.
Ms. Ha Thi An from Tong Rien village shared: "Previously, when doing procedures related to land or document authentication, I had to prepare quite a lot of related documents. Now that much of my personal information has been updated on the system, the procedures are much more convenient, and the processing time is also faster."
Not only at the commune level, but also at the Provincial Public Service Center, officials from various departments and agencies are increasingly utilizing data from specialized databases to cross-check and verify information, instead of requiring citizens to provide numerous additional documents as before.
Ms. Vi Thi Thuy, a civil servant responsible for receiving and processing applications at the Provincial Department of Agriculture and Environment's Public Service Center, stated: "For applications within my area of responsibility, I proactively search and verify information regarding personal details, land use rights, legal status, and other relevant data directly in the digital environment. This not only reduces the number of required documents, saves time and costs for citizens, but also improves accuracy in the application process."
Recognizing data as a crucial resource for digital transformation, the Provincial People's Committee has recently directed the implementation of numerous solutions to promote the digitization of records, the connection and sharing of databases, and especially to enhance data reuse in receiving and resolving administrative procedures. On February 24, 2026, the Provincial People's Committee issued Official Letter No. 398 on the reuse of connected and shared information and data to resolve administrative procedures for citizens and businesses. Accordingly, departments, agencies, and the People's Committees of communes and wards are required to instruct all civil servants and officials directly involved in resolving administrative procedures to proactively exploit and reuse connected and shared data.
Mr. Hoang Anh Vu, Chairman of the People's Committee of Thien Thuat commune, said: Following the direction of the Provincial People's Committee, the commune has issued a document directing officials and civil servants at the Public Service Center to seriously exploit and reuse the data that has been connected and shared. At the same time, it requires them not to ask citizens or businesses to provide information or documents that are already available in the national database, specialized databases, or integrated into the VNeID application.
Furthermore, the province currently provides over 2,000 online public services, including 959 full-process public services, enabling citizens and businesses to complete procedures anytime, anywhere. In addition, 48 information systems and databases have been successfully connected, creating an important foundation for effective data reuse. Notably, Lang Son is one of the provinces and cities that early implemented a pilot project for a digitization station and OCR technology applying artificial intelligence in digitizing administrative records, contributing to the formation of an accurate, synchronized, and highly reusable citizen data warehouse.
Thanks to synchronized solutions, from January 1st to May 31st, 2026, the entire province digitized 77,440 documents, reaching 93%. On the National Public Service Portal, the rate of exploitation and reuse of digitized data reached 86.5%. These results significantly contribute to improving the efficiency of administrative procedures, reducing the time and cost for citizens and businesses.
The reuse of digital data is a crucial shift in the service-oriented mindset of state administrative agencies. When data is connected, shared, and effectively utilized, citizens benefit from more convenient and transparent public services. This also forms the foundation for the province to continue building a modern administration that is people- and business-centric.
