Draft Circular promulgating National Technical Regulations on Hydropower Works

Pursuant to the provisions at Points b, c, d and Point dd, Clause 4, Article 16 of Circular No. 21/2025/TT-BCT of the Ministry of Industry and Trade regulating the development, promulgation and implementation of legal documents of the Ministry of Industry and Trade, the Department of Innovation, Green Transformation and Industrial Promotion publishes the communication information of the draft Circular promulgating the National Technical Regulation on Hydropower Works.

On November 30, 2024, the National Assembly passed the Electricity Law (effective from February 1, 2025). At the same time, the Prime Minister issued a List and assigned the agency to draft documents detailing the implementation of laws and resolutions passed by the 15th National Assembly at the 8th Session (Decision No. 1610/QD-TTg dated December 19, 2024), in which the Ministry of Industry and Trade was assigned to study, develop and promulgate National Technical Regulations (QCVN) on Hydropower Works.

To ensure the regulations on the order of development and promulgation of QCVN in the Law on Standards and Technical Regulations, on March 28, 2025, the Ministry of Industry and Trade sent Official Dispatch No. 2206/BCT-DCK to solicit opinions from relevant agencies, organizations and individuals affected by QCVN. At the same time, the draft QCVN was posted and widely commented on the Electronic Information Portal of the Ministry of Industry and Trade (address http://www.moit.gov.vn ), the posting period was 60 days, the Ministry of Industry and Trade received many comments to supplement and complete the draft document.

Pursuant to the provisions at Points b, c, d and Point dd, Clause 4, Article 16 of Circular No. 21/2025/TT-BCT of the Ministry of Industry and Trade regulating the development, promulgation and implementation of legal documents of the Ministry of Industry and Trade, the Department of Innovation, Green Transformation and Industrial Promotion publishes the media information of the draft Circular promulgating QCVN on Hydropower Works, specifically:
