The effective construction and implementation of National Target Programs, especially the National Target Program for socio-economic development in ethnic minority and mountainous areas (National Target Program 1719) in the province, is a significant breakthrough, receiving the consensus and support of the majority of ethnic minority people. Accordingly, to implement these National Target Programs, the Ethnic Affairs Committee of Yen Bai province has proactively coordinated with relevant departments and agencies to submit to the Provincial People's Council and People's Committee for promulgation 4 resolutions, 8 decisions, numerous plans, and documents from various departments and agencies guiding the implementation of projects supporting ethnic minorities.
In particular, to effectively implement Project 1 on supporting housing, production land, and clean water for ethnic minorities and mountainous areas, Yen Bai province has recently provided support and completed 788 out of 829 houses for poor households and put into use 15 out of 23 centralized clean water projects. In addition, it has invested in essential infrastructure serving production and daily life in ethnic minority and mountainous areas.
In particular, the Committee for Ethnic Minorities recently held a working session with the People's Committee of Yen Bai province to assess the results of the implementation of National Target Programs in 2024, ethnic affairs, and the operational situation of the Social Policy Bank in the province, in order to promptly address difficulties in the implementation of National Target Program 1719 in the province. According to the report of the People's Committee of Yen Bai province, the planned capital for implementing National Target Programs in Yen Bai province for the period 2021-2025 is expected to be over 5,000 billion VND. In addition, it is expected that 18,744 billion VND will be mobilized from other sources to integrate and implement National Target Programs. The allocated capital for the period 2021-2024 is over 3,600 billion VND, equivalent to 71% of the plan for the period 2021-2025.
During the meeting, it was learned that in 2023, the poverty rate among ethnic minority and mountainous households in the province was 12.14%, a decrease of 4.93% on average compared to 2022, exceeding the program's target by 1.93%. Specifically, Mu Cang Chai district saw a reduction of 9.83%, and Tram Tau district a reduction of 6.95%. From 2021 to the present, the province has supported the construction and repair of 3,954 houses for poor and near-poor households. Of these, the National Target Program 1719 has supported the construction of 1,172 new houses for poor households and invested in 220 essential infrastructure projects serving production and life in ethnic minority and mountainous areas. Regarding credit programs, from 2023 to July 31, 2024, policy credit activities in the area, with cumulative loan disbursements exceeding 2,400 billion VND, have helped nearly 44,000 poor households, near-poor households, newly-escaped-poverty households, and other policy beneficiaries access credit for production and business, create livelihoods, improve income, and meet essential needs in life.
Sharing the effectiveness of the National Target Program 1719 in the province, Mr. Tran Xuan Thuy, Head of the Ethnic Affairs Committee of Yen Bai province, said that in fulfilling its function of state management of ethnic affairs, the Provincial Ethnic Affairs Committee has closely followed key tasks, innovated its leadership and management, and decisively and effectively implemented ethnic programs, projects, and policies. It has organized inspection and monitoring teams to oversee the implementation of ethnic programs, projects, and policies, promptly identifying and resolving difficulties and obstacles at the grassroots level. It has focused on understanding the situation of the people, disseminating information, and mobilizing ethnic minority communities to effectively implement the Party's guidelines and policies, the State's laws and regulations, and the prescribed policies, especially the effective implementation of Project 1 on supporting housing land, production land, and clean water for ethnic minorities and mountainous areas. This has contributed to the comprehensive achievement of socio-economic development targets in the province.
Thanks to the effective implementation of policies, programs, and projects in ethnic minority areas, with a focus on national target programs that continue to be promoted, especially in infrastructure development, superstructure, and digital transformation in various fields, the lives of people in ethnic minority areas are increasingly improving.
