Effectiveness from consensus in implementing ethnic policies

Implementing the National Target Program 1719, Bac Lieu province has focused on implementing Project 1 on supporting housing, residential land, production land, and domestic water for people in ethnic minority and mountainous areas. After nearly 4 years of implementing the National Target Program 1719, ethnic work in Bac Lieu province has been carried out quite well, creating a broad consensus among the people. In particular, when implementing Project 1 under the National Target Program 1719, Bac Lieu province directed, organized the review and approval of the list of ethnic minorities eligible to receive support for residential land, housing, job conversion and domestic water in extremely difficult localities. In addition, the People's Committee of Bac Lieu province also issued Decision No. 191 on the regulation of the process of reviewing and approving the list of beneficiaries of support policies under Project 1, National Target Program 1719 in Bac Lieu province. In particular, the content of the Decision on reviewing and selecting beneficiaries must ensure publicity, transparency, democracy from the grassroots, correct subjects, correct norms, no overlap, with participation and consensus of people and the community where the assessment is conducted.

In addition, Bac Lieu province also prioritizes selecting more difficult subjects such as: Ethnic minority households with specific difficulties; ethnic minority women; subjects belonging to groups affected by natural disasters in the area. According to the plan, by the end of 2024, Bac Lieu province will disburse 100% of the State budget capital plan allocated for the National Target Program 1719 in 2024. In addition, the province will fully implement the tasks, completing 100% of the targets set for projects and sub-projects. Therefore, Bac Lieu province strives to reduce the poverty rate among ethnic minorities in the whole province by 3% or more by the end of 2024; maintain 100% of communes in ethnic minority areas with asphalted and concreted car roads to the commune center.

Evaluating the effectiveness of the National Target Program 1719, Mr. To Thanh Phuong - Head of the Ethnic and Religious Affairs Committee of Bac Lieu province said that the effective implementation of Project 1 on supporting housing, residential land, and production land is of great significance to ethnic minorities, especially poor households facing many difficulties, helping people have their dream house, feel secure in economic development, and escape poverty sustainably. Therefore, to speed up the implementation of Project 1, Bac Lieu province will continue to promote propaganda and mobilize people to receive stable housing and residential land loan policies, thereby feeling secure in changing jobs, self-reliant in developing their lives, and escaping poverty sustainably.

In addition, local authorities need to focus on developing plans to inspect, monitor, evaluate and urge the implementation of goals and tasks. From there, promptly resolve problems to ensure progress and take measures to promote the disbursement of central and local capital sources.

From there, creating high consensus in participating in implementation, contributing to the overall success in implementing the National Target Program 1719 in the province" - Mr. Phuong shared.

To continue effectively implementing ethnic policies, in the coming time, Bac Lieu province will focus resources on investing in economic and social development; effectively integrating capital sources from programs and projects, building essential infrastructure, creating a strong shift in the agricultural economic structure. In addition, focusing on removing difficulties, ensuring that ethnic minorities have stable housing and land for production. Thereby, contributing to creating favorable conditions for ethnic minorities to develop production and improve their lives.
