To effectively implement the National Target Program 1719, Ha Giang province has directed all levels and sectors to closely follow the plan and promptly deploy the programs and plans set out. Thereby, gradually solving urgent difficulties, promoting the development of ethnic minority and mountainous areas to improve the material and spiritual life of the people.

Implementing the National Target Program 1719, in the period of 2021-2025, Ha Giang province was assigned more than 7,000 billion VND. Of which, in 2024 alone, the total allocated capital is more than 3,000 billion VND. According to the report of the People's Committee of Ha Giang province, by the end of August 2024, the whole province had disbursed development investment capital of more than 1,000 billion VND, reaching 47% of the plan; public service capital of more than 1,000 billion VND, reaching 32% of the plan. To achieve the above results, Ha Giang province has directed departments, branches, sectors, People's Committees of districts and cities to closely follow the goals and contents of the Program, focusing on mobilizing resources to invest in building infrastructure to improve the material and spiritual life of ethnic minorities.

As a locality with over 97% of ethnic minorities living, in recent years, Dong Van district has effectively implemented the policies of the Central and the province. Up to now, the lives of ethnic minorities in the district have changed positively, the quality of life is increasingly improved. In particular, when implementing the National Target Program 1719, the district has promoted the implementation of Project 1 on supporting residential land, housing, production land and domestic water for ethnic minorities.

Mr. Dinh Chi Thanh - Chairman of Dong Van District People's Committee said that in the period of 2020-2024, the district has invested over 4.8 billion VND to support distributed domestic water for 624 households. In addition, specialized departments, communes and towns have reviewed and supported preferential credit loans for 1,126 households with a total budget of over 37.6 billion VND to develop production and create livelihoods. For ethnic minorities, very few people in the district are also cared for and benefit from special policies.

“In the coming time, the Party Committee and authorities at all levels of Dong Van district will continue to take advantage of support sources from programs and projects of the Central Government, the province and from socialized resources to prioritize the implementation of policies to support housing, residential land and production land for ethnic minorities; at the same time, actively encourage and guide people in production, economic development, hunger eradication and poverty reduction. Along with that, step up propaganda and mobilization work to mobilize people to promote internal strength to rise up on their own, not to rely on support from the state. Gradually bring the ethnic minority area to develop equally with other localities" - Mr. Thanh said.

Meanwhile, in Meo Vac district, with its high mountainous terrain, harsh climate, and scattered population, access to clean water has become difficult for people, especially ethnic minority households. In that context, the project to support dispersed domestic water supply under the National Target Program 1719 has been implemented to improve the situation. Mr. Nong Van Ngay - Head of the Ethnic Affairs Department of Meo Vac district said that the district People's Committee has decided to approve 2,107 poor households with difficulties in domestic water supply who need domestic water support with a total budget of over 6.3 billion VND. Of which, 1,948 households are supported with stainless steel water tanks, 142 households have built their own water tanks, and 17 households have installed self-flowing pipes. To date, the district has completed 636/2,107 households, with a disbursement budget of nearly 2 billion VND. The remaining households in the communes are implementing bidding steps according to regulations. In addition, the district also allocated capital from the national target program to build 5 centralized domestic water supply works in 4 communes, serving more than 200 households with a total capital of over 11.4 billion VND.

Evaluating the effectiveness of ethnic policy implementation in the province, Mr. Tran Duc Nghia - Deputy Head of the Ethnic Minority Committee of Ha Giang province said that the National Target Program 1719 has been deployed in 2,063 villages and residential groups of 192 communes, wards and towns in the ethnic minority areas of Ha Giang province. Through implementation, it has had a great impact on the socio-economic development of the province in general and on communes in region III, region II, and particularly disadvantaged villages in ethnic minority areas in particular. The implemented ethnic policies are an important resource for particularly disadvantaged areas to solve urgent problems in the fields of socio-economics and infrastructure. From there, it creates motivation for ethnic minority households that benefit from the policy to strive for economic development and escape poverty sustainably.
