Making Resolution 57 a driving force will help Vietnam accelerate its growth.

Deputy Prime Minister Nguyen Chi Dung requested the Ministry of Science and Technology to quickly streamline its organizational structure, viewing this as an opportunity to restructure the industry and its sectors; to screen human resources and arrange them appropriately to fulfill their tasks.

On the afternoon of April 1st, Deputy Prime Minister Nguyen Chi Dung held a working session with the Ministry of Science and Technology on the situation of national science and technology development, innovation, and digital transformation. Also present were leaders of the Ministry of Science and Technology; and representatives from several relevant ministries, departments, and agencies.

During the meeting, representatives from units under the Ministry of Science and Technology raised many points related to the 11 groups of tasks assigned to the Ministry by the Government.

According to a representative from the Department of Digital Transformation, the Ministry's Action Program to implement the National Strategy on Research, Development, and Application of Artificial Intelligence (AI) until 2030 is currently being drafted by the Ministry of Science and Technology and is expected to be submitted to the Government for promulgation in May 2025. Vietnam is currently deploying four virtual legal assistants to support civil servants and citizens, helping to detect conflicts and overlaps between current legal documents.

This action plan aims to provide every citizen with a virtual assistant, with the system expected to be operational by November 2025. In addition, it will involve the development of a high-performance, shared AI computing infrastructure and accompanying data infrastructure.

Regarding this issue, Minister of Science and Technology Nguyen Manh Hung stated that if Vietnam wants to make AI a key tool for breakthrough development, it must build a computing and data infrastructure.

Regarding digital infrastructure, the Ministry of Science and Technology aims to double internet access speeds by 2025 through expanding 5G coverage and deploying more 5G base stations. Simultaneously, it plans to introduce a new service: a telecommunications service with network infrastructure, specifically a satellite telecommunications network using low-orbit satellite technology in Vietnam. The Ministry of Science and Technology will continue to build and develop digital data and platforms by establishing four more national databases, bringing the total to ten.

In the field of digital economy and digital society, the Ministry of Science and Technology has issued the "Pilot Criteria Framework and Procedure for Identifying Excellent Digital Platforms to Promote Digital Transformation of Businesses, Stores, and Wholesale and Retail Households in 2025" to continue implementing the National Strategy for the Development of the Digital Economy and Digital Society until 2025, with a vision to 2030, and the Program to Support Retail Stores in Digital Transformation.

Representatives from the Department of Digital Economy and Society stated that the draft plan for digital transformation of businesses, especially small and medium-sized enterprises, cooperatives, and household businesses, will be finalized in April 2025; aiming for the plan to be issued in June 2025.

Regarding Vietnam's list of strategic technologies, according to a representative from the Department of Science, Technology and Engineering, the technologies selected for inclusion are in line with the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation (Resolution 57); a commitment to submit it to the Ministry in April 2025; and to submit the strategic technology development program and the strategic industrial development program by May 2025.

Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung acknowledged and appreciated the innovative approach in preparing the report by the Ministry of Science and Technology, focusing directly on key tasks and core objectives for 2025, implemented in accordance with the new spirit of Resolution 57. This means that policies must be accompanied by appendices and implemented immediately, unlike before when resolutions were issued first and then approvals and project proposals were sought.

The Deputy Prime Minister emphasized that the 13th National Congress of the Party clearly defined the goal: by 2030, the 100th anniversary of the Party's founding, Vietnam will be a developing country with a modern industrial base, a high middle income, and a socialist orientation. By 2045, the 100th anniversary of the nation's founding, Vietnam will become a developed country with a high income, and a socialist orientation. The remaining time is very short. Becoming a developed country with a high income and overcoming the middle-income trap is very rare. For Vietnam to achieve this, it needs new impetus, namely science and technology, innovation, and, as outlined in Resolution 57, national digital transformation.

The Deputy Prime Minister remarked: "The spirit of Resolution 57 has been absorbed, but there are still some traditional mindsets and old ways of thinking. We need to change quickly so that this spirit can be transformed rapidly, becoming a driving force that helps Vietnam accelerate and achieve double-digit growth."

Affirming the new role and mission of science and technology in the coming period, the Deputy Prime Minister requested the Ministry of Science and Technology to quickly reorganize its structure, considering this an opportunity to restructure the industry and its fields; to screen human resources and rearrange them appropriately to undertake the extremely heavy tasks ahead.

The Ministry needs to thoroughly understand and decisively implement the Party and State's guidelines and policies on science, technology, innovation, and digital transformation; raise awareness and create new momentum throughout society regarding the role of science and technology, innovation, and digital transformation, placing people and businesses at the center, scientists as key factors, and the State playing a facilitating, leading, and promoting role.

To raise that awareness, the Deputy Prime Minister suggested that a specific program is needed to monitor and evaluate the 180 tasks currently assigned to the Ministry; and to accelerate the improvement of institutional policies and laws, focusing on draft laws to be passed in 2025.

The Deputy Prime Minister emphasized: "There are difficult issues, but there are also problems stemming from our way of thinking, our approach, and our previous regulations. This time, we need to break free and move beyond that; we must change the way we build institutions and policies so that this sector can develop strongly."

The Deputy Prime Minister also requested the Ministry of Science and Technology to continue promoting the development of digital infrastructure and strategic technologies, complete two submarine fiber optic cable lines, build a large data center, focus on researching and developing high-quality scientific and technological human resources; encourage businesses and organizations to participate in research activities and make substantial contributions to the economy; and pay attention to promoting the innovative startup ecosystem...

Deputy Prime Minister Nguyen Chi Dung expressed confidence that, with a new organizational structure and new personnel, and in the spirit of unity and innovation, the Ministry of Science and Technology will certainly fulfill its assigned tasks – tasks considered extremely important. Whether the economy develops or not depends on this sector. This task rests on the shoulders of the Ministry of Science and Technology.

Expressing gratitude to Deputy Prime Minister Nguyen Chi Dung for setting specific tasks for the Ministry of Science and Technology, Minister Nguyen Manh Hung pledged to readily accept the assignment, find new and groundbreaking approaches, thereby enhancing the capacity of officials and discovering talents for the country.

With the Ministry of Science and Technology as the core ministry implementing Resolution 57 and the three pillars creating momentum for national development in the new era—science and technology, innovation, and national digital transformation—the Ministry of Science and Technology is tasked with contributing at least 50% of the country's growth target if the country achieves a 10% growth rate.
