Located in isolation from the mainland, Area 9 (Hai Minh) has long faced the problem of water shortage for daily use, especially during the dry season. During the rainy season, residents can utilize well water. However, when prolonged hot weather occurs, well water gradually becomes contaminated with alum and salt, making it extremely difficult to find fresh water for daily use.

Previously, the local authorities had invested in a centralized water supply system for the residents. However, Typhoon No. 13 and subsequent floods at the end of 2025 damaged the system's equipment, causing a prolonged disruption to the water supply.
To address this situation, the Quy Nhon Ward People's Committee has allocated approximately 330 million VND to repair and restore the water supply system; at the same time, they have coordinated with the water supply unit to transport clean water from the mainland to Hai Minh to serve the people.
Approximately 25 water transport trips are made each month, bringing fresh water to the Hai Minh area. The water is then pumped into four stainless steel storage tanks and distributed to residents through the local water management board.

Ms. Le Thi Kim Hoa (a resident of Hai Minh) said: "For many years, the people of Hai Minh have always faced water shortages during the dry season. When the water supply system is damaged after the storm, life becomes even more difficult."
"Here, we only have fresh water in winter; in summer , the water is very salty and unusable. To get water, we have to go far away, which is very difficult. Now that we have water again, everyone is happy," shared Mrs. Hoa.
According to the Quy Nhon Ward People's Committee, the current water supply is still insufficient to fully meet the needs of the residents, but it has helped alleviate immediate difficulties for approximately 570 households with over 2,000 people in Hai Minh Ward. Notably, the local government covers all water transportation costs, and residents only pay for water at the government-regulated price.

To ensure efficient water supply, the local authorities established the Hai Minh Water Supply Management Board. Water is pumped daily from early afternoon until evening to accommodate the residents' daily routines.
Mr. Nguyen Anh, a member of the Hai Minh Water Supply Management Board, said: "Water is pumped continuously from about 2 PM to 7 PM every day, making it convenient for people to get water for use after returning from work."
Unable to hide his joy at the restoration of the water source, Mr. Nguyen Thai Hoc (a resident of Hai Minh) expressed: "For many months, the well water was contaminated with alum and salt. Now that we have clean water, everyone is delighted."

According to Mr. Nguyen Duc Toan, Chairman of the Quy Nhon Ward People's Committee, the current water transportation is only a temporary solution to ensure essential needs for residents during the dry season. In the long term, the local authorities are hiring a consulting firm to survey and develop an investment project for a clean water supply line from Hai Giang to Hai Minh.
The project is expected to have a total investment of approximately 40 billion VND. Upon completion, the project will create a stable and long-term water source for the people of Hai Minh, contributing to improving the quality of life, ensuring environmental hygiene, and creating conditions for socio-economic development in the locality.

Ships carrying water continue to arrive at Hai Minh port regularly every day. This is not just about delivering cubic meters of fresh water, but also about the sharing and responsibility of the local government towards the people living in this coastal area.
And beyond that, there is the hope for a sustainable water supply system so that the long-standing water shortage in Hai Minh will soon become a thing of the past.
