This has fundamentally changed the working style, conduct, and attitude of officials and civil servants, contributing to building a government that serves the people.

Leaders of Hoang Loc Commune People's Committee presented the marriage registration certificate and congratulated the couple who are preparing to hold their wedding ceremony.

When Ms. Le Thi Huong from Cam Vinh village went to the Hoang Loc Commune Public Administrative Service Center to request a copy of her child's birth certificate, she was guided and assisted by officials in filling out the required documents. Ms. Huong said: "I came to process the paperwork for my daughter's employment. The officials here were very friendly and enthusiastic in assisting and guiding me in filling out the missing information on the application form right on my phone. I am very satisfied."

To be closer to the people and serve them better, the Hoang Loc Commune Public Service Center has developed a plan and organized the implementation of specific areas, aiming for the satisfaction of the people. Regulations regarding the responsibilities and attitudes of officials and civil servants in performing their duties and serving the people, as well as codes of conduct and public service ethics, are publicly disclosed so that the people can be aware of and monitor them.

Hoang Thi Hoa, a staff member at the Hoang Loc Commune Public Service Center, said: “Every officer and civil servant at the center aims to use the satisfaction of the people as a measure of performance at the end of the year. Besides receiving applications, we also directly guide people through the entire online application process, especially those who are disadvantaged.”

In addition, the PVHCC center's facilities are fully equipped with computers connected to the electronic one-stop service software, a surveillance camera system, transaction counters, and a waiting area for citizens. The commune has also assigned a team of competent civil servants to directly receive and process administrative procedures. Each civil servant is specifically assigned to a particular area to ensure that work is not overlapping or overlooked, creating a professional and friendly working environment.

Currently, Hoang Loc commune is handling 457 administrative procedures according to the decentralization plan, including 189 fully online public services, 246 partially online public services, and 22 online information services. These administrative procedures have been publicly posted at the center and on the commune's website as required. All reports submitted to the commune's Party Committee, government, and higher levels are completed on time. Full transparency on the system and at the headquarters makes it easy for people to search and monitor. The rate of digitized documents reached 100%; the rate of online payment reached 100%; the rate of online submission reached 100%; and the rate of documents processed on time and ahead of schedule reached 99%... In addition, the People's Committee of the commune sent congratulatory letters to couples preparing for marriage and families with new members. Letters of condolence were sent to families who had lost loved ones... The sending of these letters received the approval of the people for the local Party committee and government.

Mr. Luong Xuan Hung, Deputy Director of the Public Service Center of Hoang Loc commune, said: “The results of resolving administrative procedures in the locality over the past period show the initial effectiveness of the two-tiered government model. The apparatus has been streamlined, with clear assignment of responsibilities to each official and civil servant. Through the implementation process, the people's trust in the local government continues to be strengthened. When problems arise, people trust that they will be listened to, guided, and resolved openly, transparently, and promptly. This is an important factor contributing to maintaining social stability and creating favorable conditions for socio-economic development in the locality. Even more encouraging, each citizen who comes to the center clearly feels the change in the working style and attitude of the government in serving the public.”
