On National Highway 19C, the section passing through Van Hoa commune has damaged road surfaces, affecting people's travel. The contractor has introduced a road milling and recycling machine to the project. This technology allows for the scraping and recycling of damaged asphalt concrete and a portion of the crushed stone base layer, then mixing it with cement and additives to create a new pavement layer without the need for heating at a mixing plant. This helps utilize old materials, reduce costs and construction time, and minimize environmental impact.
Mr. Le Huu Nhat, construction supervision consultant of Quang Minh Consulting Joint Stock Company, said: "We organized two teams to construct the roadbed with a total length of about 3.8 km. The weather is hot and sunny, making construction very difficult, but everyone understands that this is an urgent project that directly affects traffic safety during the rainy season, so they are ready to work overtime when necessary. The goal is to complete the entire project in August."

That is also the determination of the construction unit building the drainage system along the DT 643 route. With pre-fabricated components, workers are organized into multiple teams to complete the entire contract before this year's rainy season.
According to the Road Maintenance Management Board (Department of Construction), in the eastern region, the unit is entrusted with managing 5 national highways (25, 29, 19C, 1 and 1D), with a total length of approximately 306 km; and 12 provincial roads (DT 641, DT 642, DT 643, DT 644, DT 645, DT 646, DT 647, DT 649, DT 650, sub-projects 2 and 3, the Vung Ro port to National Highway 29 route, and the Dinh Ong bridge route), with a total length of 234.53 km. The 2025 maintenance plan was implemented from May with a series of scheduled and emergency repair projects. Currently, 6 projects are under construction on national highways; 4 projects on provincial roads are entering the final stages of road surface completion, painting, and sign installation. Previously, the unit had completed the repair of severely damaged sections of National Highways 29 and 25.
Mr. Do Tan Dinh, Deputy Head of the Maintenance Management Department (Road Maintenance Management Board), said: “If the contract packages are not completed before August 31st, when heavy rains continue, construction will be stalled, the quality of the work will decrease, and the risk of traffic accidents will increase. We have requested contractors to mobilize maximum manpower and machinery, working three shifts continuously at critical locations to meet and exceed the set schedule.”
Alongside road maintenance and repair work, the Road Maintenance Management Board is implementing measures to address traffic accident "black spots" on National Highway 19C, specifically the section passing through Van Hoa commune. This is one of the province's most serious traffic accident "black spots" due to its sharp curves, limited visibility, and severely degraded road surface. To remedy this, the investor has widened the curve, leveled the embankment to improve visibility, constructed escape routes, built tire barriers, and implemented traffic safety systems.

Mr. Le Trung Truong, a technical officer at Phu Yen Road Management and Construction Joint Stock Company, said: “Upon receiving the site, we immediately mobilized machinery and more than 30 workers to begin construction. During the construction of the emergency escape route, the project encountered difficulties due to rock obstructions, requiring drilling and excavation. In addition, this is a national highway with heavy traffic and sharp curves, making it quite dangerous. The contractor had to simultaneously carry out construction and regulate traffic to ensure safety. Completing the project early and with high quality is our goal.”
The construction work to eliminate traffic accident "black spots" has been met with great approval from the local people. Nguyen Van Hanh, a truck driver, said: "Every rainy season, this section is often slippery and visibility is obstructed, causing many trucks carrying agricultural products to overturn or collide. Seeing this section of the road being improved, we drivers are very happy."
In addition to the aforementioned "black spot," the Road Maintenance Management Board is preparing to eliminate another "black spot" and a potential traffic accident location on National Highway 25. Besides routine repairs, the Road Maintenance Management Board has also prepared contingency plans for dealing with landslides, flooding, or unusual damage. Mobile repair teams will be mobilized to ensure traffic flow on the routes.
