How do rest stops operate?

According to observations by reporters from Giao Thong Newspaper, in addition to the overloaded rest stop on the Ho Chi Minh City - Long Thanh - Dau Giay expressway (Km42), at least four more temporary rest stops have now been put into operation on the expressway sections from Ho Chi Minh City to Nha Trang ( Khanh Hoa ).

The Cam Lam – Vinh Hao expressway rest stop, located at intersection 709 (Thuan Nam district, Ninh Thuan province), offers free parking and water.

Specifically, on the Dau Giay – Phan Thiet expressway, at Km 69+500, the temporary rest stop is located on the left side of the road (junction 765, Xuan Loc district). On the Vinh Hao – Phan Thiet expressway, the temporary rest stop is located at Km 199+750 (Ham Thuan Bac district).

On the Cam Lam – Vinh Hao expressway, a temporary rest stop is located right at the 709 interchange (about 10km from the Vung Mountain tunnel). The waiting area and restrooms are made from shipping containers, and the parking lot is paved with asphalt, covering thousands of square meters. This is one of the rare temporary rest stops that has an air-conditioned waiting room and provides free bottled water for drivers and travelers.

Because these are temporary rest stops, the parking area is limited, only capable of accommodating passenger cars and buses, and there are no refueling stations...

In stark contrast to the bustling traffic at the temporary rest stops, the planned rest areas on the Phan Thiet - Dau Giay expressway (Km 47+700) and the Vinh Hao - Phan Thiet expressway remain empty plots of land.

Adjusting and supplementing the planning

According to the plan, Binh Thuan province has four rest stops on two expressways, each with a size of approximately 2 hectares; however, the plan has now been adjusted to 5 hectares on each side.

On the expressway sections from Ho Chi Minh City to Nha Trang (Khanh Hoa), there is only the Ho Chi Minh City - Long Thanh - Dau Giay expressway rest stop (Km42), the rest are temporary rest stops.

On the Phan Thiet - Dau Giay expressway, the site is located at Km 47+500 (bordering Dong Nai and Binh Thuan provinces). Mr. Nguyen Cong Hop, Deputy Director of the Phan Thiet - Dau Giay expressway (Thang Long Project Management Board), said that they are coordinating with the local authorities to supplement the land planning to hand over the land soon.

Mr. Luong Van Long, Director of the Mai Son - National Highway 45 project (Thang Long Project Management Board), said that the bidding process has been opened for the investment project to build and operate a rest stop at Km 329+700 (the section passing through Dong Hoa commune, Dong Son district, Thanh Hoa province).

The project will construct a pair of rest stops located on either side of kilometer marker 329+700, in Dong Hoa commune, Dong Son district.

Specifically, the station on the right side of the line has a total area of ​​approximately 39,184 m2, with the construction area of ​​the functional sub-areas of the station being approximately 24,500 m2. The station on the left side of the line has a total area of ​​approximately 32,473 m2, with the construction area of ​​the functional sub-areas being approximately 24,500 m2. The overall progress is expected to take 18 months from the date of contract signing, and the completion time for public service facilities is expected to be 12 months. (Phuc Tuan)

Two rest stops on the Vinh Hao - Phan Thiet expressway are located at Km 144+560 (Tuy Phong district) and Km 205+092 (Ham Thuan Bac district). To date, Project Management Board 7 has handed over land clearance markers to the land fund development centers of the two districts to carry out compensation and land clearance.

The People's Committee of Tuy Phong District has approved the results of the contractor selection for the consulting unit for surveying cadastral maps and the consulting unit for checking and accepting cadastral maps for compensation and land clearance purposes. The People's Committee of Ham Thuan Bac District has approved the technical design and cost estimate for surveying and preparing cadastral maps.

According to the Vinh Hao – Phan Thiet Expressway Management Board, an investor is expected to be selected in June 2024. Project Management Board 7 has worked with the People's Committee of Binh Thuan province and the districts, and has sent written requests to the localities to expedite procedures for land handover in July 2024. However, these two toll stations are currently facing obstacles regarding land use conversion procedures.

Mr. Pham Quoc Huy, Director of the Vinh Hao – Phan Thiet Expressway Management Board, said that the rest stop at Km 205+092 has been added to the planning. The rest stop at Km 144+560 (Tuy Phong district) has not yet been updated and added to the land use plan by the local authorities. "We are coordinating with the local authorities to complete the procedures soon," Mr. Huy said.

Explaining the delay in handing over the land, Mr. Tran Ngoc Hien, Vice Chairman of the Ham Thuan Bac District People's Committee, said that the district had previously updated the location in the rest stop planning, prepared survey documents, and established records to serve as a basis for land acquisition. However, after supplementing the planning and moving to a new location, the land use plan had to be updated again. "The land acquisition process must wait for the province's opinion on adjusting the land use plan, which will then be submitted to the Provincial People's Council for approval, after which the compensation and resettlement steps can be implemented," Mr. Hien said.

Meanwhile, representatives from Tuy Phong district said they would review the information and respond later.

In a report to the Government in mid-May on the progress of investment in rest stops on expressways, the Ministry of Transport stated that it had approved a network of 36 rest stops on the Eastern North-South Expressway from Lang Son to Ca Mau.

To date, 9 toll stations have been or are under construction; 1 station managed by the local authorities will be implemented when the Huu Nghi - Chi Lang expressway is completed; 2 stations on the route, with the Vietnam Expressway Investment and Development Corporation as the project investor, are currently undergoing investment procedures; and 24 stations belong to component projects managed by the Ministry of Transport.

Of the 24 stations managed by the Ministry of Transport, 21 have selected contractors for consulting packages to prepare the documentation.

Specifically, for 8 toll stations on the Eastern North-South Expressway, Phase 1, tender documents were issued on March 20, 2024, with the bid opening date set for May 20, 2024. The selection of investors is expected to be completed in June 2024. According to the tender documents, the construction time for the rest stops is 18 months, including 12 months for public service facilities.

The Ministry of Transport will direct the Project Management Boards to negotiate with the winning bidder to prioritize the implementation of public service projects, aiming to put them into operation within approximately three months of securing an investor.

For the remaining 13 stations, the Ministry of Transport is urgently developing a replacement circular to serve as the basis for implementation. To expedite the investor selection and implementation process, the Ministry of Transport has reported to and received permission from the Prime Minister to apply a simplified procedure for issuing the circular.
