As a key area of ​​Ha Tinh city, from 2018 to 2023, Ha Huy Tap ward implemented 15 projects affecting more than 500 households. However, by being close to the people, actively engaging in dialogue and direct contact with residents based on Decision No. 657-QD/TU dated April 4, 2018, of the Provincial Party Committee on implementing the Regulations on direct contact and dialogue between the heads of Party committees and government with the people in Ha Tinh province, all projects in the ward were implemented and received the people's approval and support, with people readily donating land for road construction...

Mr. Nguyen Van Huyen - Deputy Secretary of the Party Committee and Chairman of the People's Committee of Ha Huy Tap Ward (Ha Tinh City) shared: "In addition to implementing the regulations of the province and city on receiving citizens and engaging in dialogue with the people, the Party Committee and People's Committee of the ward clearly define the principle of dialogue wherever there are obstacles."

The Chairman of the People's Committee of Ha Huy Tap Ward held a dialogue with residents regarding land clearance for Phu Hao road.

Over the past period, the implementation of Decision No. 657-QD/TU, dated April 4, 2018, of the Provincial Party Standing Committee has been focused on by the Ha Tinh City Party Standing Committee, leading and directing the timely implementation by grassroots Party organizations and localities.

Over the five years (from 2018 to 2022), the city organized eight direct dialogue conferences with Party secretaries, neighborhood group leaders, and village heads; wards and communes organized 272 dialogues between the heads of Party committees and government with the people. From these, 2,253 opinions were received (236 from the city and 2,017 from wards and communes); 2,166 opinions were addressed and resolved (achieving a rate of 96.14%).

Mr. Nguyen Duc Danh, Head of the Mass Mobilization Department and Chairman of the City's Fatherland Front Committee, stated: “Following the meetings and dialogues, the City Party Committee's Mass Mobilization Department compiles all the suggestions and proposals from the people and advises the Standing Committee of the City Party Committee to issue a notice assigning relevant agencies, units, and individuals to focus on resolving and providing satisfactory answers, while closely monitoring to ensure the timely resolution of legitimate suggestions and proposals from the people. In the coming time, the City Party Committee's Mass Mobilization Department will continue to effectively coordinate with the Fatherland Front, political organizations, and relevant agencies and units to fully and promptly grasp and compile the suggestions and proposals of the people, advise on plans and solutions, and help the heads of Party committees and governments proactively organize meetings and dialogues.”

Along with engaging with the people, dialogue between the heads of Party committees and government with members of associations and organizations is also given attention by localities and implemented in accordance with regulations. In addition, impromptu and thematic dialogues are proactively conducted by localities according to the requirements of political tasks at each specific time. Some localities broadcast live the proceedings of dialogue meetings through the public address systems of communes, wards, and towns so that all the people can listen and follow along.

Recently, the leaders of Ky Anh town organized a dialogue with workers and laborers; Ha Tinh city, Can Loc district, and Huong Khe district held dialogue conferences between the chairmen of the district-level People's Committees and youth union members; the Cam Xuyen District Party Committee and the Huong Son District Party Committee organized meetings and dialogues between the heads of the Party committees and governments with officials and members of the farmers' association in the district...

The dialogue conferences received a positive response from the members and unionists. Ms. Dau Thi Huyen, Chairwoman of the Farmers' Association of Cam Due Commune (Cam Xuyen District), shared: “The dialogue conference is truly an opportunity for us to express our views, thoughts, and aspirations to our direct superiors. Furthermore, it demonstrates the leaders' concern for the members and officials of the association and union; creating more motivation for us to continuously contribute.”

In July 2023, the Huong Son District Party Committee organized a meeting and dialogue between the heads of the Party Committee and the government with cadres and farmer association members in the district.

Mr. Bui Nhan Sam, Secretary of the Huong Son District Party Committee, said: "From the beginning of the year, the district has developed a detailed dialogue plan. In addition to regular dialogues, we focus on thematic dialogues, selecting issues that people are concerned about."

Following the dialogue, the departments and agencies focused on resolving the legitimate concerns of the people. As a result, over the past five years, there have been no prolonged or escalated complaints or petitions in the area."

According to statistics, over the past five years, heads of Party committees and governments at all levels, from the province to the grassroots, have organized 2,015 direct dialogues between the heads of Party committees and governments at all levels and the people. Of these, 9 were at the provincial level, 192 at the district level, and 1,814 at the commune level. Through these dialogue conferences, the entire province received 18,087 suggestions and recommendations from the people.

Young people in Huong Khe proposed many important issues at a dialogue with the Chairman of the District People's Committee in July 2023.

Essentially, the legitimate and lawful suggestions and proposals from officials, union members, association members, and the people have been addressed by Party committees and authorities at all levels within the prescribed timeframes and jurisdictions. Specifically, at the provincial level, 159 out of 165 suggestions and proposals were resolved (96.4%); at the district level, 4,459 out of 4,671 suggestions and proposals were resolved (95.5%); and at the commune level, 12,547 out of 13,251 suggestions and proposals were resolved (94.7%). This has significantly contributed to reducing complaints and grievances from the people; stabilizing the situation at the grassroots level; and strengthening and consolidating the people's trust in the leadership of the Party and the administration of the government at all levels.

Some localities have implemented the dialogue between the heads of Party committees and government with the people in a systematic and effective manner, such as: Ha Tinh city, Hong Linh town, Ky Anh town, Thach Ha, Cam Xuyen, Huong Khe, Huong Son, Loc Ha, Can Loc, Vu Quang...

The Ha Tinh Provincial Party Committee held a conference to review the results of the past five years of implementing Decision 657-QĐ/TU at the end of August 2023.

At the conference summarizing the five-year implementation of Decision 657-QD/TU, Provincial Party Secretary Hoang Trung Dung emphasized: Party committees and authorities at all levels need to consider dialogue as a priority task, and it must be carried out regularly and systematically. Dialogue is an important forum for the people to express their opinions; it is also an important method of mass mobilization work to maximize the people's right to self-governance. In addition, it is necessary to strengthen supervision of the resolution of people's requests and proposals after dialogue and any arising issues.
