This afternoon, December 5th, under the chairmanship of the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang; and the Vice Chairmen of the Provincial People's Council, Nguyen Chien Thang and Nguyen Tran Huy, the Provincial People's Council continued its second day of work at the 28th session of the 8th term, 2021-2026, with the agenda of: explanations from specialized agencies on prominent issues of concern to voters. 3:00 PM: Director of the Department of Natural Resources and Environment, Tran Van Quang, proposed solutions to address difficulties regarding residential and agricultural land for ethnic minority communities.

The delegates stated that, regarding the issuance of land use certificates for residential and production land to ethnic minorities, over 53% of the allocated funds have been disbursed to date. To avoid overlapping in the implementation of support policies, it was requested that the People's Committees of districts with ethnic minority populations compile the number of households in need of residential and production land so that timely and targeted support policies can be implemented.

At the same time, a comprehensive assessment is needed to develop projects, set clear goals and plans to support the people in a timely manner, helping them stabilize production and alleviate poverty.

Regarding this issue, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, emphasized that providing housing and production land for ethnic minorities is an urgent requirement for all sectors and localities. However, the implementation of policies related to this issue still faces many difficulties and obstacles. Currently, the reported and compiled data is still not specific enough, so the Provincial People's Council does not have sufficient grounds to issue local mechanisms and policies. Therefore, he requested the Provincial People's Committee to direct relevant departments, sectors, and localities to conduct surveys and understand the specific needs of the people so that the Provincial People's Council can consider and implement policies to create land funds and support housing for ethnic minorities in a complete and timely manner.

2:35 PM: Director of the Department of Transport Tran Huu Hung informed that, regarding voters' opinions on the frequently malfunctioning traffic light systems in some localities, the department is studying a long-term solution: using the power grid to ensure stable operation of the traffic light system, guaranteeing traffic safety for people and vehicles.

Regarding the source of earth fill materials, the survey revealed that the resources have not been fully utilized. Therefore, it is recommended that the Department of Natural Resources and Environment direct relevant units to consider and utilize existing materials for construction projects.

14:22: Director of the Department of Education and Training, Le Thi Huong, provided information on the implementation of resolutions supporting the education sector, especially education in disadvantaged areas.

According to Le Thi Huong, Director of the Department of Education and Training, a highlight in education in disadvantaged areas is that, in addition to correctly and fully implementing central government policies, the province has issued many policies to support the implementation of educational tasks in these areas.

Besides the positive results, the geographical location, with schools far apart and difficult transportation conditions, has affected the school attendance rate and the conditions for caring for children. The quality of education in mountainous areas remains low; the delegate cited the example that out of 719 students taking the high school graduation exam, 112 students failed three subjects.

Continuing education centers often face difficulties in student recruitment, teacher staff, facilities, and the limited resources that provinces and localities allocate to education in disadvantaged areas.

The delegates proposed that the Provincial People's Council agree on the principle for the Provincial People's Committee to assign the education sector to submit a proposal to amend Resolution 19/NQ-HĐND on the development of the system of ethnic boarding and semi-boarding schools in Quang Tri province until 2025, with a vision to 2030. This proposal includes continuing to expand the scale of boarding schools and allowing investment in facilities to open more classes for the two boarding schools in Huong Hoa and Dakrong districts.

Prioritize resources in targeted programs to help schools improve their mechanisms. Local authorities should review and allocate resources to invest in boarding and semi-boarding schools.

We propose that relevant sectors and localities pay attention to vocational training after lower secondary education to effectively carry out career guidance and orientation.

Regarding policies for teachers, especially in inclusive education, we request that localities pay attention and consolidate resources to ensure full payment of all related benefits.

Discussing this issue, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, suggested that relevant departments and localities should utilize existing facilities, equipment, and human resources to increase enrollment quotas for students from disadvantaged areas. High schools in Vinh Linh and Gio Linh districts could consider establishing a public high school system specifically for ethnic minority students. Based on the evaluation of resolutions of the Provincial People's Council and the Provincial People's Committee, the Department of Education and Training needs to conduct a comprehensive assessment and develop appropriate support mechanisms for teachers and students in remote areas of the province.
