This morning, November 13th, Mr. Nguyen Van Khoi, Head of the Legal Affairs Committee of the Quang Tri Provincial People's Council, chaired a working session with the Provincial Civil Enforcement Department to monitor civil enforcement work in 2024, discuss directions and tasks for 2025; and address cases that have dragged on for many years without completion, as well as cases that are unlikely to be enforced.

By the beginning of November 2024, despite a 13% increase in the number of cases and a 303% increase in the amount of money involved (compared to the same period in 2024), and the increasing complexity of the cases, the provincial enforcement agency implemented many breakthrough and flexible solutions, organizing the enforcement of judgments decisively to ensure the completion and exceeding of the targets assigned by the General Department of Enforcement of Judgments, including exceeding the targets by 2.06% in terms of cases and 0.6% in terms of money.
The work of preventing corruption and negative practices, and coordination in the enforcement of judgments, has always been timely and effective; the emulation movement throughout the sector continues to be strengthened and effectively promoted; and other aspects of work continue to be implemented synchronously, promptly, and according to the set plan.
In the first 11 months of 2024, the total number of cases requiring enforcement was 5,482, of which 4,494 were enforceable and 988 were not. Of the enforceable cases, 3,852 were completed, achieving a rate of 85.71%.
The total amount to be enforced is nearly 1.716 trillion VND, of which over 634 billion VND is enforceable and nearly 1.082 trillion VND is not yet enforceable. Of the enforceable amount, over 301 billion VND has been enforced, achieving a rate of 47.45%.
The unit has focused on recovering assets seized or lost in criminal cases related to corruption and economic crimes, with a total of 110 cases requiring enforcement, amounting to over 19.3 billion VND. Of these, 84 cases were deemed enforceable, totaling over 6 billion VND, and 64 cases have been successfully enforced, totaling over 3.9 billion VND. In addition, enforcement measures were applied to 226 cases, with 122 cases successfully enforced and 104 cases still under execution.
Key cases and the work of receiving citizens, accepting and processing complaints, denunciations, feedback, and suggestions have been given priority by the two-level enforcement agencies.
Regarding the key directions and tasks for 2025, the provincial enforcement agency will focus on effectively directing and organizing enforcement work in accordance with resolutions, directives, conclusions, and guidance from the Party, the State, and relevant central and local ministries and agencies concerning enforcement work.
Continue to arrange, organize, and utilize the workforce of civil servants and employees in accordance with the job position plan. Improve the quality and efficiency of management, direction, and operation, especially the role of the head of the unit; pay attention to directing the organization of enforcement of judgments in units with many cases, complex cases, and units with many limitations and weaknesses.
For cases that have dragged on for many years without being fully enforced, the main reasons are objective factors such as: complications regarding mortgaged assets (land and assets on the land), overlapping land areas with neighboring households that would violate land laws if enforced; failure to find mortgaged assets in the area during verification; and many mortgaged assets being built on land that has not yet been allocated by the state...
During the meeting, the Provincial Enforcement Department analyzed and clarified several issues of concern to the working group. They also recommended that the Provincial People's Council consider and closely monitor the coordination between relevant agencies and units to ensure the Enforcement Department's effective execution of judgments.
Nguyen Van Khoi, Head of the Legal Affairs Committee of the Provincial People's Council, requested that the Provincial Enforcement Department make efforts to overcome difficulties in the coming period to better perform its assigned tasks, especially to accelerate the resolution of long-standing and problematic cases.
Focus on accurately verifying and classifying cases to determine whether or not they are enforceable according to the law. Strengthen monitoring, inspection, and control of enforcement to improve the effectiveness of preventing corruption and negative practices within the civil judgment enforcement system. Further improve the quality and efficiency of case resolution to avoid prolonged complaints and lawsuits, thereby contributing to ensuring security and order in the province.
Regarding the recommendations and proposals from the Provincial Enforcement Department, the Legal Affairs Committee of the Provincial People's Council acknowledges them and will consider submitting them to the Provincial People's Council at the next session.
