Quarterly meeting on mass mobilization work, second quarter

On the morning of June 26th, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, chaired the quarterly meeting on mass mobilization work for the second quarter to assess the implementation of mass mobilization tasks in the first six months of the year and to plan tasks for the last six months of the year.

Attending the conference were: Mr. Do Viet Anh, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Department; Mr. Tran Song Tung, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Council, the Provincial Committee of the Vietnam Fatherland Front, and a number of departments, agencies, and political and social organizations of the province.

Speaking at the conference, delegates unanimously agreed with the Draft Report on the results of mass mobilization work in the first six months of the year and the key tasks for the last six months of 2024. The report affirmed that in the past six months, the people's situation has been stable, and the people in the province have complied well with the Party's guidelines and the State's policies and laws; actively participating in emulation movements to achieve accomplishments in chào mừng the major anniversaries of the country and the province.

Comrade Tran Song Tung, Vice Chairman of the Provincial People's Committee, delivered a speech at the conference.

The political system's mass mobilization work in the province has achieved relatively comprehensive results. The Provincial Party Standing Committee and Party committees at all levels have focused on leading and directing the synchronized implementation of production, business, and socio- economic development activities, and effectively carrying out social welfare work... They have organized research, study, and implementation of decisions and announcements of the Politburo and the Secretariat; implemented the 2024 work theme of the Provincial Party Committee; strengthened the protection of the Party's ideological foundation and combated erroneous and hostile viewpoints; and focused on leading and directing the reorganization of district and commune-level administrative units. They have also directed the inspection, preliminary review, and overall evaluation of the implementation of Central and Provincial Party Committee documents on mass mobilization work. Lead and direct the organization of the Congresses of the Vietnam Fatherland Front and the Vietnam Youth Union at the grassroots and district levels for the 2024-2029 term, ensuring they are carried out according to plan.

The government and armed forces continue to pay attention to and implement mass mobilization work, focusing on promoting economic development and ensuring social welfare; administrative reform and building e-government; proactively engaging and dialogue with the people; tightening discipline among cadres, Party members, civil servants, and public employees; and carrying out tasks to maintain political security and social order, ensuring national security and defense...

The activities of the Vietnam Fatherland Front, political and social organizations, and mass associations in the province are focused on the grassroots; promoting emulation movements and campaigns; concentrating on understanding the situation and sentiments of members and the people; and effectively fulfilling the function of representing and protecting the legitimate rights and interests of members and the people.

At the conference, delegates presented their views on the results and difficulties encountered in implementing mass mobilization work in the second quarter, and proposed key solutions for the future.

In his concluding remarks at the conference, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged and highly appreciated the efforts of all levels, sectors, the Fatherland Front, and political and social organizations in implementing mass mobilization work in the past period.

Regarding the key tasks of mass mobilization work for the last six months of the year, the comrade proposed: Focusing on leading and directing the thorough understanding, implementation, preliminary review, and overall evaluation of the implementation of directives, resolutions, and conclusions of the Central Committee and the province on mass mobilization work. Continuing to effectively implement Regulation No. 09-QC/TU, dated October 29, 2021, of the Standing Committee of the Provincial Party Committee on mass mobilization work of the political system of Ninh Binh province; and the Project of the Standing Committee of the Provincial Party Committee on "Improving the quality and effectiveness of mass mobilization work in Ninh Binh province, 2021-2025". Focusing on disseminating directives, plans, and guidelines on Party Congresses at all levels leading up to the 14th National Party Congress. Proactively monitoring the situation of the people, religious and ethnic groups, workers, union members, and association members; advising on and directing the resolution of unexpected incidents at the grassroots level, avoiding passivity and surprise.

Actively focusing on social welfare work, continuing to implement Resolution 43/NQ-HĐND dated March 10, 2023, of the Provincial People's Council promulgating regulations on policies to support the construction and repair of housing for poor households in Ninh Binh province for the period 2023-2025. Directing the organization of fundraising for the "Gratitude and Social Welfare" Fund in the province in 2024 and organizing activities to commemorate the 77th anniversary of the Day of War Invalids and Martyrs (July 27); implementing the plan to compile the book "100 exemplary models and examples of 'Effective Mass Mobilization' in Ninh Binh province, 2021-2025"; organizing a preliminary review of the two-year cooperation program between the Standing Committee of the Provincial Party Committee and the Command of Coast Guard Region 1 on implementing mass mobilization work.

Issued a plan for preparing content and working with the Inspection Team of the Central Steering Committee on the implementation of grassroots democracy regulations in Ninh Binh province. Continued to do a good job of social supervision and criticism, and dialogue by the Vietnam Fatherland Front and political-social organizations, including reviewing the implementation of the conclusions of the Provincial Party Standing Committee after the dialogues.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: Mass mobilization work must continue to contribute to creating social consensus, promoting socio-economic development, building new rural areas, developing tourism, clearing land for project implementation, ensuring security and national defense, implementing the rearrangement of district and commune-level administrative units, and actively contributing to the success of the Party Congresses at all levels for the 2025-2030 term and the 14th National Party Congress.

At the conference, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council also discussed and clarified some of the suggestions and proposals from the delegates.
