Warming the hearts of the people.
One early spring morning, following a small road leading into Vinh Tan hamlet, Nghia Hanh commune ( Nghe An province), we visited the home of Mr. Hoang Nhu Vi. The house was small and simple; Mr. and Mrs. Vi were ill year-round, and one of their three children suffered from a mental illness, alternating between periods of lucidity and delusion. Their already difficult life had become even harder. Since receiving a herd of breeding goats from Regiment 1, Division 324 (Military Region 4), their small garden had become more lively. The goats had grown quickly, were healthy, and were leisurely grazing under the acacia trees. As Mr. Vi closed the goat shed, he recounted how, from just a few goats initially, the herd had now reproduced, providing an additional source of income for the family.

That joy was also reflected in the eyes of Mrs. Noc Thi Hanh nearby. Her husband died young, and she has no children, so she lives with her five siblings, all of whom have mental health issues. Mrs. Hanh single-handedly shoulders the burden of supporting her entire family. Last year, Regiment 1, Division 324, donated five goats to her. After a period of care, the goats have grown quickly and healthily, bringing hope to those still facing many difficulties.

The Hong Linh Center for Supporting the Development and Inclusive Education of Children with Disabilities (Ha Tinh province) currently houses 242 children with various disabilities who are learning and growing up day by day. From toddlers just a few years old to students in their twenties, each child has their own story. Some struggle for a long time to utter a complete sentence; others only express their emotions through their clear eyes or soft smiles. But all share a simple wish: to be loved, to learn to read and write, and to integrate into life. The Ha Tinh Provincial Military Command has identified the Center as a place in need of attention and has developed the "Accompanying and Sharing - Fulfilling Dreams" program.
Each month, the Center is filled with the sounds of singing and laughter during collective activities such as arts, sports, and the "Children Learning to Be Soldiers" program. From savings funds, the Women's Association of the Ha Tinh Provincial Military Command organizes the "Mothers in Red Uniforms" program, preparing warm meals for the children. When the major storm in 2025 damaged the Center's facilities, officers and soldiers of the Defense Command of Region 1 - Nam Hong Linh promptly assisted in repairing the damage and renovating the classrooms. The Provincial Military Command also contributed hundreds of man-days to building a new, spacious playground and dining hall. These simple acts of sharing by the soldiers have brought joy and motivation to the children, giving them a warmer childhood and supporting them to grow up in the compassion and sharing of the community.

Sister Nguyen Thi Toan, Director of the Hong Linh Center for Supporting Development and Inclusive Education for Children with Disabilities, shared: “Since its inception, the Center has always received attention, assistance, and support from the clergy, Party committees, government, benefactors, and soldiers. In particular, recently, the 4th Military Region Command, the Ha Tinh Provincial Military Command, and the Party committees and government organized the construction and donation of a playground and dining hall for the students. Now that the facilities are completed and operational, the nuns and the children are extremely happy and moved to have an additional place for exercise, play, and physical and mental development after each school day.”
The "Economic Goat Herd" of the 324th Division or the "Accompanying and Sharing - Fulfilling Dreams" initiative of the Ha Tinh Provincial Military Command are just two of many exemplary models of the 4th Military Region's armed forces in implementing the project "Improving the Quality and Effectiveness of the 4th Military Region's Armed Forces' Civilian Mobilization Work in Special Areas within the Military Region." Over the past two years, the 4th Military Region's armed forces have developed and strongly disseminated more than 160 models, including: "I Love My Homeland - Presenting Flags to Fishermen at Sea," "Bonding and Loving Between Civilians and Soldiers" of the Nghe An Provincial Military Command, "Cultural and Sports Zone Filled with Military-Civilian Affection" of the Thanh Hoa Provincial Military Command; "Bridge of Military-Civilian Solidarity" of the Quang Tri Provincial Military Command; "Lighting Up Rural Roads" of the 324th and 968th Divisions... thereby directly contributing to improving the material and spiritual lives of the people.
The "5 Musts" motto
The project "Improving the quality and effectiveness of mass mobilization work of the Armed Forces of Military Region 4 in special areas within the Military Region" for the period 2023-2030, approved by the Ministry of National Defense, aims to enhance the role of the armed forces in consolidating "the people's support," contributing to maintaining political stability and promoting socio-economic development in ethnic minority areas, religious areas, border regions, and difficult areas. Agencies and units in the region have mobilized various resources, linked with national target programs and patriotic emulation movements, to implement many practical activities to help people alleviate poverty and develop the economy.

As a key unit with a large number of personnel, including many officers and soldiers from disadvantaged areas, the 324th Division regularly coordinates closely with local Party committees and authorities to develop Party membership; and selects and recommends reserve officers for training. Over the past three years, the Division has provided Party awareness training to 411 soldiers from ethnic minority and religious groups; admitted 184 new members, achieving a rate of 6.82%; and selected and trained 61 reserve officers from ethnic minority groups, achieving a rate of 9.42%. Periodically, the Division collaborates with Vocational College No. 4 to provide vocational guidance and career orientation for soldiers through various means. Many soldiers of the Division, after being discharged from the army, return to their localities and effectively uphold the qualities of Uncle Ho's soldiers, participating in vocational training, enriching their own hometowns, and serving as Youth Union officials, commune military command staff, and village security and order team leaders.
Colonel Nguyen Huy Long, Political Commissar of the 324th Division, said: “Currently, we are surveying and developing a model of ‘Accompanying soldiers in special areas to start businesses and escape poverty,’ selecting 1-2 ethnic minority soldiers from each regiment who are in difficult circumstances to support with capital, seedlings, livestock, and guidance for their families to build production models.”

Following the merger, Quang Tri province has a large geographical area, with many remote and isolated regions and a large number of religious communities. The Provincial Party Standing Committee issued Directive 04 on strengthening mass mobilization work in special areas for the period 2025-2030, persistently adhering to the motto "Skilled mass mobilization," linking it with national target programs, focusing on livelihoods and promoting the role of influential individuals. In Ha Tinh, more than 2,000 cadres received training on ethnic and religious knowledge; propaganda work was intensified. Over the past two years, the province established 15 Party organizations in enterprises and built 54 "Skilled Mass Mobilization" models.
Sharing his views on the future direction of implementing mass mobilization work in the armed forces of Military Region 4, Major General Doan Xuan Buong, Member of the Central Committee of the Party, Secretary of the Party Committee, and Political Commissar of Military Region 4, said: “The Military Region is directing units to closely adhere to the targets of the Project “Improving the quality and effectiveness of mass mobilization work of the armed forces of Military Region 4 in special areas within the Military Region,” proactively and decisively implementing it with the motto of “5 musts”: Having a program of activities and coordinated implementation; having a “skillful mass mobilization” model with unique characteristics of each unit; having resources for implementation; having effectiveness with specific qualitative and quantitative measures; and having recognition from local Party committees, authorities, and the people. Agencies and units will continue to survey and select effective “skillful mass mobilization” models that are suitable to the needs, customs, traditions, beliefs, religions, and psychology of the people in each locality to build and replicate them.” These humane and effective actions contribute to maintaining stability in the area and building an increasingly strong "people's support base."
