That is the opinion of Dr. Bui Phuong Viet Anh, Chairman, General Director of EAS Vietnam Education Organization with the Newspaper The World and Vietnam surrounding the shortcomings of Vietnam's Education sector recently.
As an education expert, how do you evaluate the picture of Vietnam's education in the past year?
Over the past year, as we have summarized the 10-year implementation of Central Resolution 29 on educational innovation, our educational picture has been drawn quite sharply with 7 achievements and 8 issues that need to be resolved. That's what we expect.
However, from a management perspective, Resolution 29 has not really come into practice as effectively as expected. Our creation of an educational ecosystem is not yet synchronized. Since then, the educational picture still has many dark areas and many implementation gaps as well as communication gaps.
In your opinion, what problems still exist in the Education sector that need to be resolved?
As I said above, the Education sector still has many "inadequacies" such as not really meeting the requirements of innovation, integration and real competition. Therefore, among the 8 remaining problems such as: the creation of mechanisms and ecosystems is not synchronized, communication is not substantive so it is ineffective. The role of education is very blurred in the governance and operations ecosystem.
At the same time, the model and system have not kept up with innovation and are still too formal. Prices and pricing policies for this specific service have not been reformed, so learners have not been able to enjoy high-quality educational services at reasonable prices. Even policies to create fairness such as free tuition for disadvantaged people or target groups at initial levels.

The quality and structure of the team do not meet the set goals. The quality of educational products is still weak, proactive and substantive integration is not possible. Not taking full advantage of resources for investment in education as well as increasing the budget for education to meet expectations.
How important is developing a team of teachers in creating happy people who adapt and compete successfully in today's digital age, according to you?
The goal of innovation and integration as well as competition requires a synchronized team with high quality and positive attitude. Besides, the educational environment needs to create trust and happiness for both learners and educators. Therefore, developing a team of teachers can be considered an important and key issue along with the development program and strategy of education. Expecting to develop a team in competition and respond to digital transformation in a short time without really having a strategy is forced.
What do you expect about Vietnam's education picture in 2024?
Education has a very important position in the development of each country and the development of the country's soft power. However, it needs to be an innovative and adaptive education instead of subjectively restrictive. If we can do that, education will be a bright picture for Vietnam, and can also increase foreign exchange revenue if our education meets its development mission.
To improve the quality of education in the coming time, what do you think the Vietnamese Education sector needs to do?
To improve the quality of education in the coming time, it is necessary to synchronously implement many solutions, from restructuring the economy to building a good and effective educational ecosystem to determining goals and philosophies. education. In particular, change assessment methods and have effective learning materials for a substantive education.
It is necessary to implement educational autonomy associated with the implementation of training and education at many levels and levels. In particular, it is necessary to invest in items that the State holds as well as promote research and development of liberal education associated with digital transformation and technology. From there, to integrate and develop with the goal of bringing Vietnam to catch up with advanced countries in education. In addition, there needs to be a reasonable mechanism in using the budget as well as developing a team of teachers on par with their tasks in the new situation. Teachers themselves must also update their knowledge, explore and innovate constantly to keep up with development trends.
What international experiences can we learn from?
It is affirmed that education everywhere in the world has strengths and weaknesses, however, due to governance and operating capacity, development is also different. It originates from the political system to the apparatus and mechanisms, mission and vision, creating breakthroughs in economic development and social innovation. This is also done quite methodically in Singapore and education is truly a tool for development.
From my perspective, education needs to be "open", interconnected and truly proactive in building, innovating and implementing its mission. People and learners need to understand the task of learning not only to bring knowledge to learners but also to revolutionize the economy. This is a lesson that Japan implemented many years ago.
