(Baothanhhoa.vn) - While the urbanization rate in the central area of ​​Thanh Hoa City is increasing rapidly, with a growing population and heavy traffic congestion, preserving urban green spaces is essential to ensure a healthy living environment for residents.

By removing the "fences" around parks and upgrading and renovating them in a green and environmentally friendly direction, Thanh Hoa City aims to preserve key landscape features and harmoniously connect them with the overall architectural landscape of the urban center.

Most recently, the Hoi An Park upgrade and renovation project is one of Thanh Hoa City's key projects, implemented from 2024 and completed and put into use from the beginning of 2025. This is one of Thanh Hoa City's large-scale "green projects," closely associated with the steadfast and loyal sister city relationship between Thanh Hoa City and Hoi An City (Quang Nam province). After renovation, Hoi An Park is divided into five main zones: the Ho Chi Minh Memorial Zone, the sports and recreation zone, the forest park zone, the Thanh Hoa - Hoi An cultural space zone, and the central zone.

After being upgraded and renovated, the park has a new, spacious appearance with many modern public amenities. The most noticeable changes at Hoi An Park for many city residents are the replacement of the old, dilapidated surrounding walls with green fences and multiple openings for public access. The damp sidewalks along Tran Oanh and Mai An Tiem streets have been cleaned and renovated. Inside the park, automatic water dispensers, smart restrooms, and security cameras have also been installed.

Notably, the most significant change in the Hoi An park renovation was the tree system. Besides relocating approximately 800 trees that were unsuitable for the species or not in the planned locations, the park planted about 1,200 new trees and added many new flowering plants such as bauhinia, flamboyant, and bougainvillea. Over time, with proper care and maintenance, these trees will spread their branches and bloom, significantly improving air quality and creating green spaces in the city center.

Ms. Nguyen Thi Xuan, a resident living near Hoi An Park, shared: “After the renovation and upgrading, the landscape of Hoi An Park has completely changed, becoming a relaxing destination for many people. Every morning and late afternoon, there are many people coming here to exercise, improve their health, and take a leisurely stroll...”

To create greener, cleaner, more beautiful, and friendlier spaces for residents, Thanh Hoa City has actively renovated and upgraded its parks. Typical examples include Hoi An Park, Dong Bac Ga Park, Thanh Quang Park, etc., which have been redesigned with an open-space concept. Perhaps residents living near these parks will be the ones who most clearly feel the positive effects of these urban green spaces being transformed to be more environmentally friendly, creating residential areas with a better quality of life.

The crucial and indispensable role of parks and green spaces in the lives of urban residents is evident, often likened to the "green lungs" in bustling urban environments. Cities are increasingly focusing on supplementing and expanding green spaces, such as planting more trees along sidewalks, increasing the area of ​​greenery in parks, and expanding the area of ​​water bodies within urban areas.

Green spaces have a positive impact on residents' behavior, contributing to stronger community bonds. Therefore, along with upgrading and renovating parks to suit current urban trends, attention should be paid to their management, maintenance, and operation to ensure urban landscape, community safety, and to allow parks to fulfill their intended functions.

Currently, in Thanh Hoa City, Thanh Hoa Urban Environment and Construction Joint Stock Company is tasked with managing, operating, and maintaining 71 parks, green spaces, and median strips, including large parks such as Bo Ve, Dong Chiec Lake, Hoi An, 530, the Le Loi Monument area, the Ma River embankment, and squares such as Lam Son and Ham Rong.

According to Mr. Le Xuan Hoang, a specialist in charge of parks and green spaces in the Planning, Technical, and Materials Department (Thanh Hoa Urban Environment and Construction Joint Stock Company), the company's workers are responsible for protecting, maintaining, caring for, pruning, fertilizing, and bracing the green spaces to ensure their healthy growth and development; they also clean up the environment in parks and grounds, contributing to preserving the greenery of urban areas and creating a healthier, cleaner, and greener living environment. However, this work currently faces difficulties due to the low awareness of some people, who still litter indiscriminately in parks and trample on flowerbeds and lawns. Parks are public spaces for pedestrians, and bicycles, motorbikes, and cars are currently prohibited from entering, but in some open parks, people still ride bicycles inside. During favorable weather conditions, the unit carries out renovations, replacing some old flowerbeds with roses, hibiscus, jasmine, etc., to ensure the city is greener, cleaner, and more beautiful. However, some people still lack awareness and steal flowers from the park area. "For the park to function well, in addition to the management and care efforts of the relevant authorities, it is essential for people to raise their awareness in jointly protecting and preserving public green spaces," Mr. Le Xuan Hoang shared.

Currently, the specialized law on the management of urban trees and parks is Decree No. 64/2010/ND-CP dated June 11, 2010, on the management of urban trees. However, after many years of implementation, this decree has revealed some limitations in practical management, especially the lack of regulations on park management. The Ministry of Construction is developing a draft Government Decree on the management of urban trees and parks (replacing Decree No. 64/2020/ND-CP). With many new points, the draft decree on the management of urban trees and parks is expected to contribute to rectifying shortcomings, tightening the management and development of urban trees; and ensuring a clear delineation of the rights, obligations, and responsibilities of entities involved in the management and development of urban trees and public parks.
