Community reintegration (RC) is the process of implementing a comprehensive set of measures to manage, educate, and help people who have completed their prison sentences to reintegrate into the community, avoid recidivism, and violate the law. This is a policy of the Party and State to educate and reform criminals to become honest and useful people for society, which has been and is being effectively implemented in the mountainous districts of the province.

Krong Klang town is one of the key areas with complicated security and order, concentrating many criminal activities. In particular, in recent years, under the impact of the negative side of the market mechanism, integration and opening up, many negative aspects and conflicts have arisen among the people such as: disputes and complaints.

The situation of criminal activities is increasingly sophisticated, cunning, daring and the rate of law violations among teenagers is increasingly high, mainly focusing on crimes of robbery, snatching, intentional injury, theft of property, drugs, trafficking in prohibited goods... Therefore, the number of subjects serving criminal sentences in the community and the number of released prisoners in recent years have fluctuated, leading to many difficulties in the management of criminal sentences and the organization of community service.

According to the town's report, the locality is currently managing 11 people who have completed their prison sentences and returned to the locality, including 8 people who have violated the law related to the crime of illegal possession of drugs.

Chairwoman of the People's Committee of Krong Klang town Phan Thi Hang said that the local government, departments, branches and organizations have coordinated with families to manage, monitor and supervise people who have completed their prison sentences, support, help and create conditions for them to find suitable jobs, stabilize their lives, eliminate their inferiority complex, gain confidence, become socially active and become useful people to society.

Functional departments, branches, and associations also regularly coordinate and disseminate legal knowledge to cadres and members to enhance propaganda,education , and dissemination of legal knowledge to raise people's awareness and understanding of THAHS and THNCĐ work, raise vigilance, crime prevention awareness, and actively participate in the movement of the whole people to protect national security.

Dakrong district currently has 30 subjects serving criminal sentences in the community, with suspended sentences. The management and supervision of these subjects is carried out seriously and strictly in accordance with the provisions of the law, contributing significantly to maintaining security and order in the area.

The police force has coordinated with the authorities of communes and towns to monitor and inspect the execution of sentences of each individual, ensuring that all obligations under the announced judgment are fully implemented. There are 54 people who have completed their prison sentences and returned to their localities for community rehabilitation. Management and support work for this group of subjects has been implemented with many practical measures, creating favorable conditions for them to stabilize their lives and stay away from the path of crime.

Accordingly, local authorities, police forces, the Fatherland Front and organizations have closely coordinated in organizing direct propaganda sessions in 12/12 villages of communes and towns in the district. The propaganda content focuses on disseminating current legal regulations on THADS, the State's support policies for people who have completed their prison sentences as well as clarifying their rights and responsibilities during the THNCĐ process.

One of the remarkable results is the change in the community's attitude towards those who have made mistakes. Discrimination and prejudice are gradually reduced, replaced by sympathy and creating conditions for those who have completed their prison sentences to have the opportunity to stabilize their lives, find jobs and rehabilitate.

The model of "Helping people who have completed their prison sentences return to their local community" in Krong Klang town was built to organize consulting activities, legal support, vocational training, job creation, helping people who have completed their prison sentences gradually return to their local community, avoiding stigma and discrimination, contributing to maintaining security and order and developing the local economy and society.

Agencies, departments, branches and organizations should strengthen the work of mobilizing people to comply with the law on THADS and THNCĐ, raise awareness of the responsibility of each individual, family and the whole society in supporting and helping people serving criminal sentences in the community, people who have completed their prison sentences, people who have been pardoned or released early on conditional terms.

Promote propaganda about the significance of creating conditions for them to stabilize their lives, avoid stigma and discrimination. Promote the role of the community in monitoring, motivating and supporting subjects to have opportunities to develop themselves, find jobs, access social security policies, thereby preventing recidivism and law violations, ensuring security and order in the locality.

The District Social Policy Bank, through entrusted associations and organizations, has strengthened guidance, organized reviews, and created conditions for people to access preferential loans to develop production, including those who have completed their prison sentences.

As a result, 3 subjects were able to borrow capital with a total amount of 200 million VND for production and business. From the loan capital, the subjects had the conditions to develop their economy , gradually stabilize their lives, contribute to increasing income, eliminating hunger and reducing poverty and improving the living conditions of the poor.

These efforts are not only deeply humane but also have practical significance in preventing recidivism and law violations, ensuring social order and safety. When reformed people receive sympathy, sharing and support from the community, they will have more motivation to rebuild their lives and become useful citizens.
