Community reintegration is a comprehensive process of managing, educating, and assisting individuals who have completed their prison sentences to reintegrate into the community, preventing recidivism and violations of the law. This is a policy of the Party and State aimed at educating and reforming offenders into honest and useful members of society, and it has been effectively implemented in the mountainous districts of the province.

Krông Klang town is one of the key areas with complex security and order issues, concentrating many criminal elements. Particularly in recent years, under the negative impact of the market economy, integration, and opening up, many negative issues and conflicts have arisen within the population, such as disputes and complaints.

Criminal activity is becoming increasingly sophisticated, cunning, and audacious, with a growing proportion of law violations among teenagers, primarily focusing on crimes such as robbery, theft, intentional injury, property theft, drug trafficking, and illegal trade. Consequently, the number of individuals serving criminal sentences in the community and the number of released prisoners have fluctuated significantly in recent years, leading to difficulties in managing criminal sentence enforcement and organizing community-based rehabilitation programs.

According to the town's report, the locality is currently managing 11 people who have completed their prison sentences and returned to the community, including 8 who previously violated the law related to the crime of illegal possession of narcotics.

According to Phan Thi Hang, Chairwoman of the People's Committee of Krong Klang town, the local government, along with various departments, agencies, and organizations, have coordinated with families to manage, monitor, and supervise those who have completed their prison sentences. They provide support and assistance, creating conditions for them to find suitable jobs, stabilize their lives, overcome feelings of inferiority, regain confidence, and become useful members of society.

Functional departments, agencies, and associations regularly coordinate and instruct their members to strengthen propaganda, education , and dissemination of legal knowledge to raise public awareness and understanding of criminal enforcement and community-based crime prevention, enhance vigilance and crime prevention awareness, and actively participate in the nationwide movement to protect national security.

In Dakrong district, there are currently 30 individuals serving suspended sentences in the community. The management and supervision of these individuals are carried out seriously and strictly in accordance with the law, making a significant contribution to maintaining security and order in the area.

The police force, in coordination with the local authorities of communes and towns, monitored and inspected the compliance of each individual with their sentences, ensuring that all obligations under the pronounced judgments were fulfilled. Fifty-four individuals completed their prison sentences and returned to their localities for rehabilitation. Management and support for this group of individuals have been implemented with many practical measures, creating favorable conditions for them to stabilize their lives and avoid a life of crime.

Accordingly, local authorities, the police force, the Fatherland Front , and other organizations have closely coordinated in organizing direct propaganda sessions in all 12 villages of the communes and towns in the district. The content of the propaganda focused on disseminating current legal regulations on civil judgment enforcement, state support policies for those who have completed their prison sentences, and clarifying their rights and responsibilities during the process of community-based rehabilitation.

One of the notable results is the change in community attitudes towards those who have made mistakes. Stigma and prejudice have gradually decreased, replaced by empathy and efforts to help those who have completed their prison sentences stabilize their lives, find employment, and reintegrate into the community.

The "Helping former prisoners reintegrate into the community" model in Krong Klang town was established to organize activities such as legal counseling and support, vocational training, job creation, and assistance to help reformed individuals gradually reintegrate into the community, avoiding stigma and discrimination, and contributing to maintaining security and order and socio-economic development in the locality.

Agencies, departments, and organizations should strengthen efforts to mobilize the public to comply with laws on civil judgment enforcement and community-based rehabilitation, raising awareness of the responsibility of each individual, family, and society as a whole in supporting and assisting those serving criminal sentences in the community, those who have completed their prison sentences, and those granted pardons or conditional early release.

Strengthening awareness campaigns about the importance of creating conditions for them to stabilize their lives and avoid discrimination and prejudice. Promoting the role of the community in monitoring, encouraging, and supporting these individuals to develop themselves, find employment, and access social security policies, thereby preventing recidivism and violations of the law, and ensuring security and order in the locality.

The District Social Policy Bank, through its entrusted associations and organizations, has strengthened guidance, organized assessments, and created conditions for people to access preferential loan sources to develop production, including those who have completed their prison sentences.

As a result, three individuals received loans totaling 200 million VND for production and business activities. With these loans, the individuals have been able to develop their businesses , gradually stabilize their lives, contribute to increased income, poverty reduction, and community development.

These efforts are not only profoundly humane but also have practical significance in preventing recidivism and violations of the law, ensuring public order and social safety. When reformed offenders receive empathy, understanding, and support from the community, they will have more motivation to rebuild their lives and become useful citizens.
