On the afternoon of June 29th in Hanoi, Deputy Prime Minister Pham Gia Tuc chaired a working session with the Vietnam Coal and Mineral Industry Group (TKV) to discuss the production and business situation, difficulties and obstacles, and proposed solutions to overcome them, contributing to achieving double-digit growth targets in 2026 and subsequent years.
Also attending the meeting were leaders from the Government Office , the Ministry of Finance, the Ministry of Industry and Trade, the Ministry of Agriculture and Environment, the Ministry of Interior, Quang Ninh province; representatives from the Ministry of Justice and leaders of TKV.

Focus resources on key projects.
Reporting at the meeting, Mr. Vu Anh Tuan, General Director of TKV, stated that, closely following the directives of the Government, the Prime Minister, and relevant ministries and agencies, the Group has proactively reviewed and balanced resources and implemented comprehensive solutions for production and business management from the beginning of the year. As a result, in the first six months of 2026, most key production and business indicators reached over 50% of the annual plan, with many indicators expected to exceed the plan, creating a favorable foundation for achieving the growth target for the whole year.
Notably, TKV continues to ensure sufficient coal supply for the economy, especially for thermal power plants, contributing to maintaining national energy security. Alongside this, alumina production, electricity generation, and other sectors remain stable; many key investment projects are implemented on schedule; and labor safety, environmental protection, security, and social welfare continue to be effectively ensured.
However, according to the Group's leadership, production activities are still affected by many factors such as fluctuations in fuel and input material prices, obstacles in planning and licensing of mineral activities, progress in land clearance at some projects, increasingly deep and complex mining conditions, as well as the sharp decline in alumina prices on the world market. These are bottlenecks that need to be addressed soon to create room for future development.

Based on that, TKV has determined to continue focusing all resources on comprehensively fulfilling the targets for 2026; accelerating the progress of key investment projects; and promoting digital transformation, mechanization, and automation to improve labor productivity and production capacity.
At the same time, the Corporation requested the Government and relevant ministries and agencies to promptly resolve obstacles related to mineral planning, mining licensing mechanisms, special financial mechanisms, coal prices for electricity generation, and policies on land, investment, and land clearance.
Absolute priority should be given to coal sources for electricity production.
Concluding the working session, Comrade Pham Gia Tuc - Member of the Political Bureau, Standing Deputy Prime Minister of the Government - acknowledged and highly appreciated the results achieved by TKV in the past period, especially in maintaining stable production, ensuring coal supply for the economy, making important contributions to economic growth, contributing to ensuring national energy security, creating jobs, improving the lives of workers and fulfilling social responsibility to the community.
In response to the demands of national development in the new phase, Deputy Prime Minister Pham Gia Tuc requested TKV (Vietnam Coal and Mineral Corporation) to continue to play its role as a state-owned enterprise with a core role in the coal and mineral sector; focusing on the comprehensive implementation of tasks and solutions to achieve and exceed the production and business targets for 2026 as well as the plan for the 2026-2030 period. The top priority is to absolutely ensure the supply of coal for electricity production in accordance with commitments to the Government, preventing fuel shortages that could affect socio-economic development and people's lives.
He suggested that TKV proactively review and resolve difficulties, accelerate the investment preparation and implementation of coal and mineral mining projects that meet the necessary conditions; expand the scale of existing mines, and bring new projects into operation according to the plan to improve production capacity and meet the development requirements of the economy.
Regarding the mineral sector, Deputy Prime Minister Pham Gia Tuc emphasized the need to strongly develop the deep processing industry for strategic minerals such as bauxite, alumina, aluminum, rare earth elements, and other important minerals; gradually forming domestic value chains, increasing the added value of products, enhancing competitiveness, and contributing to building an independent and self-reliant economy.
He requested the Corporation to accelerate the application of science and technology, digital transformation, automation, and the development of smart mining models; effectively implement Resolution No. 57 of the Politburo and Resolution No. 03 of the Government on the development of science and technology, innovation, and digital transformation, while promoting the circular economy, efficient resource utilization, emission reduction, and environmental protection.

Besides the requirement to improve production capacity, the Deputy Prime Minister also emphasized that growth targets must be linked to modern governance, efficient resource exploitation, ensuring labor safety, caring for the lives of workers, and sustainable development. At the same time, he assigned the Ministry of Finance to lead the coordination with other ministries and agencies to research and resolve TKV's requests within its authority, especially those related to financial mechanisms, state capital management, and difficulties in production and business operations. Ministries, agencies, and Quang Ninh province will continue to closely cooperate with the Group in land clearance, investment licensing, exploitation, and creating favorable conditions for TKV's stable and sustainable development.
Regarding TKV, the Deputy Prime Minister requested the Group to urgently develop a specific plan and action program, clearly defining the roadmap, responsibilities, and deadlines for each task, ensuring the achievement of the set development goals, and continuing to affirm TKV's core role in ensuring national energy security and making positive contributions to the rapid and sustainable development of the country.
Assessing the role of TKV (Vietnam Coal and Mineral Group) in the locality, Mr. Vu Van Dien, Standing Vice Chairman of the Quang Ninh Provincial People's Committee, affirmed that the Group is an enterprise of special importance to the socio-economic development of the province, while also contributing to ensuring national energy security. In recent years, TKV has made significant contributions to GRDP growth, budget revenue, job creation, social welfare, and infrastructure development in Quang Ninh.
