The Hanoi Department of Health has just issued Plan No. 65/KH-SYT on providing medical services for the 14th National Congress of the Communist Party of Vietnam.
The plan assigned tasks to the Ministry of Health and the City Party Committee during the period of service for the Congress from January 19th to 25th; the Congress will be held at the National Convention Center (Thang Long Avenue, Tu Liem Ward, Hanoi City).
The medical response measures for the Congress were implemented comprehensively and specifically, regarding disease prevention and control: Ensuring environmental hygiene and implementing disease prevention measures to prevent outbreaks during the Congress, especially at the Congress venue and hotels where delegates are staying. Conducting medical surveillance, taking samples for testing, and implementing disease prevention and control measures for delegates, guests, staff, and service personnel during the Congress as directed by the Ministry of Health and the Department of Disease Prevention. Inspecting and monitoring the quality of clean water at water supply facilities in Hanoi and at locations serving the Congress.
Regarding food safety and hygiene, the relevant units ensured food safety throughout the city, especially at the venues hosting the Congress and where delegates stayed; they conducted inspections of food production and business establishments, food ingredient suppliers, and food suppliers; and ensured food safety and hygiene at restaurants and hotels serving the Congress. Simultaneously, they established standing teams to monitor the three-step food inspection process and collect food samples at hotels and Congress venues; and took samples of ingredients and products served at the Congress for testing if necessary. Food poisoning incidents were handled according to regulations (if they occurred).
Regarding emergency medical services, examinations, and treatment, the units will arrange sufficient personnel, vehicles, medicines, and the best equipment to provide emergency care and medical support to delegates, guests, journalists, officials, and service personnel throughout the process of welcoming and seeing off delegations at the airport, at the Congress venue, and at hotels where they stay, as assigned by the Ministry of Health.
Specialized emergency triage systems will be implemented for certain emergency specialties such as Cardiology (Hanoi Heart Hospital), other Internal Medicine emergencies (Thanh Nhan Hospital), and Surgery and Traumatology emergencies (Xanh Pon General Hospital). Medical facilities throughout the city will strengthen their medical examination and treatment services. Hospitals in the city will allocate 10 high-quality beds to serve the Congress in case of any unforeseen circumstances. A full range of medications, medical equipment, consumables, and emergency vehicles will be provided to medical teams and ambulances to ensure adequate service for the Congress, in accordance with the directives of the Ministry of Health.
Regarding emergency response to disaster situations, chemical and biological terrorism, emergency medical assistance in cases of traffic accidents, fires, mass food poisoning with a large number of patients, chemical and biological disasters, etc.At the same time, the Department of Health announced that it will mobilize out-of-hospital emergency teams from hospitals, mobile teams from the Food Safety and Hygiene Sub-department, the Center for Disease Control (CDC), relevant units, and medical units located in the city. Hospitals in the city will have one ambulance and a mobile emergency team consisting of two doctors, two nurses, and one driver on standby, fully equipped with medicines and medical equipment as prescribed by the Ministry of Health, ready to respond immediately upon deployment.
The Food Safety and Hygiene Sub-Department and the Hanoi CDC each maintain two specialized mobile teams with full specialized equipment, ready to undertake tasks immediately upon receiving deployment orders.
The Hanoi Department of Health also requested that units, based on their assigned tasks, develop implementation plans and report them to the Department of Health as required.
