Hanoi accelerates digital transformation, focusing on land database.

The plan outlines the implementation of tasks and solutions to address shortcomings and limitations identified in 2023, aiming to ensure the completion of targets and tasks outlined in Plan 57/KH-UBND dated February 8, 2024, of the Hanoi People's Committee on digital transformation and building a smart city in Hanoi by 2024, as well as related documents on digital transformation. This will thoroughly understand the role of departments and agencies in the digital transformation of their respective sectors and their leading and guiding roles in implementation across the city's localities.

Hanoi is rapidly transitioning to digital transformation, focusing on land database (Figure 1).

Heads of departments and agencies must have a correct understanding of their leading role in digital transformation within their respective areas of management, ensuring they adhere closely to the policies and directions of the relevant ministries and agencies, and provide unified guidance to districts, counties, and towns.

Focus resources on organizing and implementing to ensure the completion of targets and tasks in Plan No. 57/KH-UBND dated February 8, 2024, of the People's Committee of Ho Chi Minh City.

Thoroughly address all overdue tasks, focusing on completing specialized databases, especially the land database.

Institutionally, the heads of units directly supervise the development and implementation of key digital transformation plans and tasks according to their respective fields and geographical areas; prioritizing and focusing on immediately implementing tasks that meet the necessary conditions. They also review, update, and refine the regulations for managing, operating, and exploiting the information systems deployed within their units, clearly defining the responsibilities of each civil servant and employee in effectively using and exploiting these systems.

Regarding human resources, it is urgent to consolidate and reorganize the IT and digital transformation departments and personnel within the units to ensure appropriate expertise; to promote and ensure the effectiveness of training and professional development to enhance knowledge and skills for IT and digital transformation specialists and civil servants of the City in advising and implementing digital transformation tasks. Consider supplementing staffing for digital transformation and IT positions in the City's state agencies.

Regarding infrastructure, the shared platform will focus on implementing major tasks of the City, ensuring sufficient infrastructure and information security to support the management and operation of information systems/databases of the City's sectors.

Regarding data development, complete the deployment of specialized databases for several key sectors. Proactively coordinate with ministries and agencies to guide districts, towns, and relevant units in digitizing specialized data within their respective areas of responsibility, ensuring compliance with government policies and guidelines, and consistency with the city's directives. Focus on digitizing data, administrative procedure results, and electronic archiving in accordance with regulations, ensuring efficiency, consistency, and synchronization with the deployment of specialized information systems and databases. Research and propose methods for using digital signatures of citizens and organizations in the process of providing online public services in the city.

Implement cybersecurity measures based on a four-layer model; approve cybersecurity levels and implement cybersecurity plans according to the levels achieved, fulfilling the targets in Plan No. 57/KH-UBND dated February 8, 2024.

The People's Committee of Ho Chi Minh City has assigned the Department of Information and Communications as the focal point to oversee the implementation by relevant units and to compile the results, obstacles, and difficulties encountered by these units. The focus is on organizing and implementing the key tasks assigned by the City, ensuring timely and effective execution.

Directors and heads of departments, agencies, and public service units under the People's Committee of the City, and Chairmen of the People's Committees of districts, counties, and towns shall, based on their functions, duties, and the specific characteristics of their localities and units, organize the implementation within their respective units.

The People's Committee of Ho Chi Minh City requires that tasks and solutions be clearly defined; that collectives and individuals be clearly assigned to direct, monitor, inspect, and supervise the implementation of digital transformation tasks, ensuring a unified guiding principle of "clear person, clear task, clear responsibility, clear process, clear effectiveness," and "one task - one point of contact throughout." This is a criterion for evaluating the level of work completion, serving the purpose of evaluating and ranking civil servants and public employees according to regulations.
