Hanoi unleashes resources, promotes socio-economic growth

According to the Hanoi People's Council, resolutions related to finance - budget, land, public investment, and planning were passed to promptly remove difficulties, obstacles, and bottlenecks, unblock resources, and promote socio-economic growth.

The City People's Council discussed, decided and passed 20 resolutions with a very high consensus rate.

Speaking at the closing ceremony of the Hanoi People's Council's Special Session on the afternoon of April 29, Chairman of the City People's Council Nguyen Ngoc Tuan said that after a day of urgent, serious, democratic, innovative, scientific and effective work, the Special Session (22nd Session) of the 16th City People's Council had completed all the contents and agenda and was a great success.

With a sense of responsibility, timeliness, quality and with many innovations, creativity and efficiency; on the basis of closely following the policies and directions of the Central and the City Party Committee, the City People's Council has reviewed reports and submissions of the City People's Committee, the inspection reports of the City People's Council Committees to discuss, decide and pass 20 Resolutions with a very high consensus rate. Among them, there are many important contents related to the arrangement of administrative units and authorities at all levels; resolutions specifying the Law on the Capital and mechanisms and policies to promote socio -economic development, ensuring social security in the City.

Immediately after this session, the City People's Council requested the City People's Committee, all levels, sectors and localities, according to their assigned functions, tasks and powers, to continue with high political determination, high concentration, and urgent, drastic and synchronous implementation of the resolutions of the City People's Council, fully, promptly and effectively.

Regarding the work of arranging and reorganizing administrative units and building a 2-level local government organization model, this is a very correct and timely policy to continue to innovate, arrange, and streamline the apparatus, build a strong, efficient, effective, and efficient political system, trusted and highly agreed by voters and people. The City People's Council requests the City People's Committee to continue to closely follow the directions of the Central Government and the City to organize implementation, and urgently complete the Project on arranging commune-level administrative units of the City, send it to the Ministry of Home Affairs before May 1, 2025 to submit to the Government and the National Assembly Standing Committee according to regulations.

Continue to research, perfect institutions, review relevant legal documents to submit to the City People's Council for promulgation, ensuring implementation immediately after the end of the district-level administrative unit's operations from July 1, 2025.

According to the Chairman of the Hanoi People's Council, the Standing Committee of the City People's Council plans to arrange two more thematic meetings between now and the regular meeting in July 2025 to review related mechanisms and policies when rearranging administrative units from July 1, 2025.

Regarding other specialized mechanisms, policies and resolutions passed at this session, it is recommended that the City People's Committee promptly absorb, complete, promulgate and direct their immediate implementation so that the Resolution of the City People's Council can soon come into life and be effective.

Also at the meeting, the City elected Mr. Nguyen Thanh Tung, Major General, Director of Hanoi City Police, as a member of the People's Committee for the 2021-2026 term.
