Hanoi unleashes resources, promotes socio-economic growth

The City People's Council discussed, decided and passed 20 resolutions with a very high consensus rate.

Speaking at the closing ceremony of the Hanoi People's Council's Special Session on the afternoon of April 29, Chairman of the City People's Council Nguyen Ngoc Tuan said that after a day of urgent, serious, democratic, innovative, scientific and effective work, the Special Session (22nd Session) of the 16th City People's Council had completed all the contents and agenda and was a great success.

With a sense of responsibility, timeliness, quality and with many innovations, creativity and efficiency; on the basis of closely following the policies and directions of the Central and the City Party Committee, the City People's Council has reviewed reports and submissions of the City People's Committee, the examination reports of the City People's Council Committees to discuss, decide and pass 20 Resolutions with a very high consensus rate. Among them, there are many important contents related to the arrangement of administrative units and authorities at all levels; resolutions specifying the Law on the Capital and mechanisms and policies to promote socio -economic development, ensuring social security in the City.

Immediately after this session, the City People's Council requested the City People's Committee, all levels, sectors and localities, according to their assigned functions, tasks and powers, to continue to have high political determination, focus highly, organize urgent, drastic and synchronous implementation of the City People's Council's resolutions fully, promptly and effectively.

Regarding the work of arranging and reorganizing administrative units and building a 2-level local government organization model, this is a very correct and timely policy to continue to innovate, arrange, and streamline the apparatus, build a strong, efficient, effective, and efficient political system, which is trusted and highly agreed upon by voters and the people. The City People's Council requests the City People's Committee to continue to closely follow the directions of the Central Government and the City to organize implementation, and urgently complete the Project on arranging commune-level administrative units of the City, send it to the Ministry of Home Affairs before May 1, 2025 to submit to the Government and the National Assembly Standing Committee according to regulations.

Continue to research, perfect institutions, review relevant legal documents to submit to the City People's Council for promulgation, ensuring implementation immediately after the end of the operation of district-level administrative units from July 1, 2025.

Resolutions related to budget finance, land, public investment, and planning were promptly resolved by Hanoi, freeing up resources and promoting socio-economic growth.

According to the Chairman of the Hanoi People's Council, the Standing Committee of the City People's Council plans to arrange two more thematic meetings from now until the regular meeting in July 2025 to review related mechanisms and policies when arranging administrative units from July 1, 2025.

This is a very timely content when implementing the Capital Law with many policy mechanisms. The People's Council always accompanies to carry out the tasks and continues to review and consider the contents at the thematic sessions in May, June and the regular session in July with very appropriate methods.

Continue to review and implement solutions to streamline the organizational apparatus, improve effectiveness and efficiency of operations, reduce staff, restructure and improve the quality of staff. Do a good job of political and ideological work for cadres and party members; strengthen propaganda and mobilization of voters and people, creating high consensus in implementing policies and directions of the Central and the City.

Regarding the group of resolutions related to budget finance, land, public investment, and planning. These are contents aimed at promptly removing difficulties, obstacles, and bottlenecks, clearing resources, and promoting socio-economic growth. The City People's Committee is requested to develop a plan, clearly assign tasks, clearly define the roadmap and progress, and regularly urge, inspect, promptly direct, and remove obstacles and difficulties in the process of implementation.

Regarding the plan to deploy and enforce the Capital Law, with a huge amount of remaining work, it is recommended that the City People's Committee focus on directing departments and branches to closely coordinate with the Committees of the City People's Council to review and develop a roadmap and plan to urgently research and complete the dossier, submit it to the City People's Council at the upcoming thematic sessions as well as the regular session in mid-2025, ensuring completeness, timeliness, and the highest quality.

Regarding other specialized mechanisms, policies and resolutions passed at this session, the City People's Committee is requested to promptly absorb, complete, promulgate and direct their immediate implementation so that the Resolution of the City People's Council can soon come into life and be effective.

Also at the meeting, the City elected Mr. Nguyen Thanh Tung, Major General, Director of Hanoi City Police, as a member of the People's Committee for the 2021-2026 term.
