Schools simultaneously announced online learning
From 5:30 to before 6:00 this morning, a series of schools in Hanoi informed parents to let students stay home to study online (for primary, secondary and high school students) and to stop going to school for preschool children.
Ms. Thanh Tra (Dong Da Ward) said that her 3 children at 3 different schools informed them early this morning to stay home and study online, even though last night all 3 schools texted that their children would return to school as usual today.
"This is the right decision because it has been raining non-stop since midnight until this morning, and the alley in my house is very flooded. Even if the school does not allow me to take a break, I will still let my child stay home to ensure safety," said Ms. Tra.
A series of private schools such as Marie Curie, Vinschool, Olympia, Lomonoxop, etc. also sent notices from 5:30 a.m. to parents, allowing high school students to study online at home according to the schedule, while preschools are closed even though they were scheduled to study normally today last night.

Schools in Thanh Xuan, Cau Giay, Yen Hoa, Ha Dong, Thanh Tri, Giang Vo wards... have all announced early closure, before 6am this morning.

3 scenarios for responding to storms and floods
To cope with flooding caused by storms and rains, the Hanoi Department of Construction has previously proposed three scenarios.

In the first scenario, when the rainfall is less than 100 mm/day, 11 flooded points are expected. The third scenario, with extreme rainfall of 300 mm/day or more, could record up to 177 flooding points across the city. At that time, there will be 16 points handled according to option 1; 50 points handled according to option 2; 65 points handled according to option 3 and 46 points handled according to option 4 (information on VOV traffic channel about flood depth and traffic congestion situation to warn traffic participants; timely report to the Department of Construction to close the road and issue notices to organize traffic diversion (if necessary); place barriers, flood warning signs, clearly stating the maximum depth on the road surface, prohibition signs, direction signs at the 2 ends of the flooded location (2 barriers, 6 sets of signs and necessary equipment to guide and regulate traffic)).
According to information from Hanoi Drainage Company, due to the influence of storm No. 11, from 0:10 until now, there has been widespread rain in the city, with high intensity, with average rainfall of 90 - 150 mm, locally high at O Cho Dua 223.9 mm, Hai Boi 204.9 mm, Dai Mo 170.5 mm, Phu Luong 163 mm.
Heavy rain caused National Highway 6, the section passing through Yen Nghia Ward, to be flooded about 20-30 cm, stretching nearly 1 km.
