Prime Minister: Arrange hospitals and schools to serve the people well

The important goal of the arrangement is to reduce the number of units, increase the scale; and improve services to serve people and businesses.

On the evening of October 6th, Prime Minister Pham Minh Chinh chaired a meeting of the Government's Steering Committee on summarizing Resolution No. 18 on the restructuring of public non-business units under ministries, sectors, and localities, in accordance with Document No. 59 of the Central Steering Committee on summarizing Resolution No. 18.

The restructuring aims to ensure a streamlined internal organizational structure.

According to the government's plan on restructuring public service units, at the central level, the review and streamlining of the organizational structure in ministries, ministerial-level agencies, and government-affiliated agencies will continue.

In particular, departmental and bureau-level units must ensure there is no overlap in functions and responsibilities; and strictly implement the policy of not establishing divisions within departments under ministries and agencies.

At the local level, it is urgent to review and issue regulations on the functions, tasks, and organizational structure of agencies, units, and organizations at the provincial and commune levels, especially those units that have been merged or consolidated according to the new model.

From there, reasonable proposals or adjustments should be made to ensure there is no overlap or omission of functions and responsibilities; at the same time, research and development of plans to streamline the organization in provincial-level departments, agencies, and branches should continue.

Concluding the meeting, Prime Minister Pham Minh Chinh emphasized that the restructuring of the apparatus aims to build a streamlined political system that operates efficiently, increases autonomy, improves the quality of labor and public services, better serves the people and businesses; while simultaneously reducing budget expenditures, increasing the level of enjoyment and participation of the people.

The Prime Minister acknowledged the urgent efforts of ministries, sectors, and localities, and requested further review and clarification of the political basis for the restructuring of public service units according to the new regulations of the Politburo in order to develop the optimal plan.

Review the two areas of healthcare and education.

The Ministry of Interior has instructed ministries, sectors, and localities to continue implementing the restructuring of public service units, state-owned enterprises, and internal departments within agencies and organizations in the political system.

In the education and healthcare sectors, where there are many public service units, the Ministry of Education and Training, the Ministry of Health, and local authorities need to conduct a comprehensive review and assessment of their operations over the past period. This aims to identify areas of success and shortcomings, and to determine whether the restructuring process has been in line with the Party's policies and legal regulations.

The Prime Minister requested that localities closely adhere to practical realities to propose reasonable and effective arrangements for public service units in these two sectors. The ultimate goal is to serve the people, improve their living standards, ensure healthcare, and guarantee their right to education.

The Prime Minister emphasized that the key objectives of the restructuring are to reduce the number of administrative units, increase scale; improve services for citizens and businesses; reduce state spending and investment; and promote the growth of public service units, thereby enhancing benefits for the people.

The Prime Minister requested that ministries and agencies develop principles, criteria, and standards, and assign local authorities to propose arrangements based on these and the actual conditions in their respective localities.

If practical issues arise that are not fully covered by Party documents and State laws, a report and proposal should be submitted to the competent authority for amendment; at the same time, it is essential to adhere to the principle of not using examples from one or two communes to generalize to the entire country.

Categorize the obstacles in the backlog of projects for resolution and removal.

On the evening of October 6th, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee, along with ministries, agencies, and localities, to discuss the draft plan to be submitted to the Politburo regarding the review and resolution of difficulties for stalled and long-standing projects.

At the meeting, government members and local leaders reviewed the results of the pilot program for resolving project and land-related issues in accordance with the conclusions and resolutions of the Central Committee, the National Assembly, and the Government in five localities: Hanoi, Ho Chi Minh City, Da Nang, Khanh Hoa, and Tay Ninh.

Many opinions suggest that there are still shortcomings that need to be addressed, while committing to accelerating the process of resolving them so that these resources can be put into development as soon as possible. This also forms the basis for proposing that the Politburo consider expanding implementation nationwide.

The Prime Minister emphasized the correctness and relevance of the Politburo's Conclusion No. 77, the National Assembly's Resolution No. 170/2024, and the Government's Decree No. 76. Through implementation, Da Nang and Khanh Hoa have achieved initial results in resolving project obstacles.

However, the Prime Minister also frankly pointed out that the review process was slow, the compilation and reporting were incomplete, and did not closely adhere to the scope of implementation as outlined in the Politburo's conclusions.

He requested that ministries, departments, and especially the five aforementioned localities, complete the review of outstanding and long-standing projects that have been subject to inspection, audit, or court rulings, within the scope of Conclusion 77, by October.

The report should clearly state whether the project has been processed, is currently being processed, or is still facing obstacles; it should also be categorized by authority to determine appropriate solutions.

Based on legal and political grounds, if there are no remaining obstacles, then the effectiveness and direction should be affirmed; in cases exceeding the authority, a report must be submitted to the competent authority for consideration.
