Attending the meeting were representatives from the Policy Department, Central Organizing Committee; the Department of Medical Examination and Treatment Management, the Department of Disease Prevention, the Department of Food Safety, Ministry of Health ; Hanoi Department of Health, Friendship Hospital, Bach Mai Hospital, Viet Duc Friendship Hospital, E Hospital, and Military Central Hospital 108.
Speaking at the meeting, Deputy Minister Tran Van Thuan emphasized that this is a momentous event for the country, therefore all preparations must be carried out to the fullest extent to ensure absolute safety for the 14th National Congress of the Communist Party of Vietnam.
Specifically, the health sector is responsible for disease prevention and control; environmental sanitation; food safety; emergency medical examination and treatment; and ensuring a response to emergency situations such as disasters and chemical and biological terrorism.

Reporting at the meeting, Dr. Vuong Anh Duong, Deputy Director of the Department of Medical Examination and Treatment Management, stated that to carry out medical work serving the 14th National Congress of the Communist Party of Vietnam, the Ministry of Health has issued Plan No. 70/KH-BYT dated June 25, 2024; the Party Committee of the Ministry of Health has also sent requests regarding facilities, medical equipment, medicines, and planned installation and arrangement at the National Convention Center to serve disease prevention and control, emergency care, medical examination and treatment, health care, and food safety for delegates and staff serving the 14th National Congress of the Communist Party of Vietnam to the Organizing Subcommittee for the Congress.
In fulfilling its assigned role as the permanent medical service unit for the 14th Party Congress, the Department of Medical Examination and Treatment Management sent a document to Bach Mai Hospital, Viet Duc Friendship Hospital, Friendship Hospital, and Central Military Hospital 108 to develop plans for internal and surgical emergency care, arrange personnel, compile a list of members of the Medical Subcommittee serving the Congress; establish a professional council; and arrange equipment, medicines, medical supplies, hospital beds, etc., to serve the medical work of the 14th Party Congress.

The Department of Medical Examination and Treatment Management is also developing an updated draft plan to ensure medical services for the 14th National Congress of the Communist Party of Vietnam.
At the meeting, Dr. Ha Anh Duc, Director of the Department of Medical Examination and Treatment Management, requested that hospitals establish professional councils to promptly handle any situations that may arise. The Ministry of Health will organize drills and inspections of locations where medical teams will be stationed to serve the 14th National Congress of the Communist Party of Vietnam.
Representatives from Bach Mai Hospital stated that the hospital has established a 6-member Executive Board; an 8-member Professional Council; a 34-person Medical Team; and has developed emergency response plans for cardiac stroke, cerebral stroke, cardiac arrest, and hypertensive crisis.
Viet Duc Friendship Hospital also stated that it has arranged 2 operating tables; 5 intensive care unit beds, 5 surgical ward beds; and established a team of experts including leading specialists in anesthesia and resuscitation, orthopedics, emergency medicine, etc.
Friendship Hospital also stated that it has established emergency teams specializing in cardiovascular, circulatory, and food safety, operating 24/7.

After listening to the opinions of various units regarding ensuring medical services for the 14th National Party Congress, Professor Tran Van Thuan, Deputy Minister of Health, expressed his gratitude to the Central Organizing Committee for its cooperation in conducting health checkups for delegates attending the 14th National Party Congress. To date, the health checkups for delegates have been largely completed.
The Deputy Minister requested the Department of Medical Examination and Treatment Management and related units to update the service plan in a timely, flexible, and effective manner. They should review the list of medicines and consumables to ensure suitability and meet all possible scenarios; and coordinate with the Organizing Subcommittee for the Congress to conduct drills and monitor implementation.
By December 2025, the Department of Medical Examination and Treatment Management must complete the establishment of a Professional Council and an Expert Council to ensure smooth guidance; clearly assign specific responsibilities and tasks to each member; develop emergency response scenarios and organize drills. In addition, the Department of Medical Examination and Treatment Management will send a document to the Ministry of National Defense proposing support for plans to prevent and respond to disasters, chemical and biological terrorism, etc.
Departments, Bureaus, Health Departments, and Hospitals, according to their functions and responsibilities, shall update and implement the Plan.
During the implementation process, Deputy Minister Tran Van Thuan requested that units regularly exchange, update, and connect information to ensure that medical services for the Congress proceed smoothly, effectively, and without interruption.
