Immediately after the State Bank approved the Agribank restructuring plan associated with bad debt settlement for the 2021 - 2025 period, Agribank has synchronously applied many measures to improve the quality of operations of the entire system, focusing on and promoting network restructuring, streamlining the organizational apparatus, and reorganizing and arranging personnel so that each resource is fully utilized.

Circular 32/2024/TT-NHNN of the State Bank of Vietnam, effective from August 15, 2024, has created conditions for Agribank to restructure and rearrange its network of operations more scientifically and effectively. With the regulation allowing the change of branch locations between provinces/cities, it has removed difficulties and obstacles, creating a premise for Agribank to flexibly deploy, in accordance with practice and in accordance with legal regulations in arranging and rearranging the network of branches and transaction offices nationwide.

This not only ensures improved operational efficiency but also timely meets the requirements and strategic business objectives of Agribank in the new period. Based on the assessment of the local socio-economic characteristics, Agribank determined that expanding the network of branches and transaction offices to mountainous and disadvantaged areas is not only a political task, but also a strategic step to maintain market share, improve customer service efficiency and contribute to rural economic development.

For example, in Nghe An province, Agribank has 3 type I branches; 19 type II branches and 47 transaction offices. In 2025, based on the assessment of the socio-economic situation, the maximum support and facilitation from the Provincial Party Committee, People's Council and People's Committee of Nghe An province, the Board of Directors of Agribank selected and decided to supplement and strengthen the network of branches and transaction offices in rural and mountainous areas of Nghe An province.

This aims to support farmers, cooperatives, and small and medium enterprises in accessing capital and applying technology in production and business, thereby contributing to increasing income and sustainable economic development in the area.

Accordingly, the addition of 2 small-scale, inefficiently operating type II branches in Nha Trang City to Nghe An province - a locality with much room for development - and restructuring them into 2 type II branches under Agribank in Nghe An province, including Vinh Nghe An Branch (belonging to Nghe An Branch) and Do Luong II Nam Nghe An Branch (belonging to Nam Nghe An Branch) is completely necessary, reasonable and has a long-term strategic nature.

Affirming the key role in developing "Tam Nong"

The network development strategy in Nghe An is part of Agribank's major orientation nationwide, aiming to realize the Party and State's policy on agricultural, farmer and rural development.

With a network of nearly 2,300 branches and transaction offices nationwide, most of which are concentrated in rural areas, Agribank holds the leading position in providing credit and banking services to the "pillar of the economy" sector, accounting for 65% of the population and 30% of the country's GDP.

The research on the structure and rearrangement of the network of branches and transaction offices in Nghe An province is not beyond the goal of developing Agribank's network to quickly take the lead, proactively occupy and expand market share in the region. At the same time, promptly meet the increasing demand for banking products and services of people and businesses, thereby contributing to significantly improving the operational efficiency of branches and transaction offices.

The restructuring and reorganization of Agribank's network in Nghe An province also demonstrates the deep commitment and high responsibility of the Party Committee, Board of Directors, and Executive Board of Agribank in accompanying and actively supporting the socio-economic development strategy of Nghe An province in many aspects: developing modern agricultural economy, associated with value chains and digital transformation; promoting industrialization and urbanization associated with regional connectivity; building a digital economic ecosystem and comprehensive financial services.

By promoting the presence of the Agribank system and increasing resources for rural areas in Nghe An province in particular and localities in the country in general, it shows a long-term development orientation, closely linking business goals with social responsibility; affirming Agribank's sustainable commitment to accompany the development of farmers, businesses and agricultural and rural areas - where strong financial "pushes" are needed to develop production and business, build new rural areas and promote local internal strength.
